Monthly meeting held in the Town Hall

on Monday 19 December 2011 at 6.30pm.

MINUTES

Present: Cllr M Vander Weyer (Chairman), Cllr J Barker, Cllr J Buffoni, Cllr K Claridge, Cllr J Duncombe, Cllr C Parkin and Cllr P Pearce.

Also Present: District Councillors G Hawkins, Mrs D Farley (Town Clerk) and Ms V Ellis (Asst. Town Clerk).

There were no comments from the public.

2.  MINUTES

The minutes of the last meeting were agreed and signed.

3.  REPORTS

For information only.

a)  The chairman reported on the planning for The Jubilee celebrations, carol singing in Carlton Church, the tidying of the churchyard and answered questions about planning enforcement.

b)  The clerk reported on the theft of the Helmsley nameplate, Saint Catherine’s Hospice service and letter of thanks, Reagarth public right of way, the Ryedale Plan, YLCA White Rose Update and the office move. The council expressed its thanks to Duncombe Park Estate for supplying such a magnificent Christmas Tree.

5. CONSULTATIONS

a) North York Moors National Park Management Plan. The council were in full agreement with the objectives of the plan.

b) Draft Housing Development Plan Document. The council were satisfied with this draft.

c) NYCC Highways and Transportation Survey .The council delegated responsibility for its response to the Clerk.

4.  PLANNING

a)  The following planning applications were considered.

Application No: NYM/2011/0764/LB

Proposal: Internal and external alterations to buildings together with construction of single storey rear extension following demolition of conservatory, erection of self contained entrance and escape stair to first floor accommodation.

Location: The Crown Hotel, 21 Market Place.

Applicant: The Crown Hotel Buildings Ltd.

Comment: The plans are an improvement. The council would like to know if there is provision for parking with the accommodation.

Proposal: Construction of single storey rear extension following demolition of conservatory, erection of self contained entrance and escape stair to first floor accommodation, conversion of outbuildings and stable block to provide waste and laundry facilities, conversion of barn buildings to 4no. residential units of staff accommodation, together with external alterations and landscaping works.

Location: The Crown Hotel, 21 Market Place.

Applicant: The Crown Hotel Buildings Ltd.

Comment: The plans are an improvement. The council would like to know if there is provision for parking with the accommodation.

Proposal: Extension to time limit of extant permission NYM/2009/0238/FL for erection of a one and a half storey extension and provision of additional car parking space

Location: 5 Vicarage Farm, Bondgate, Helmsley.

Comment: No objection.

Comment: The council would like to know if a parking space is going to be lost, otherwise no objection.

Comment: No objection.

5.  FOOTPATHS

Definitive Map Modification Order 2011. The council noted the making of a Definitive Map Modification Order Section 53 of the Wildlife and Countryside Act 1981 NYMNPA, Footpaths Numbers 87 Helmsley and Pockley 5 (Lund Ridge).

6.  PAYMENT FOR USE OF TOWN HALL FOR COUNCIL MEETINGS

Cllr J Buffoni declared a personal interest in this agenda item.

The council noted the introduction of charges for use of the Town Hall at the rate of £22 per meeting, £8.50 per hour.

7.  FINANCE

a)  The bank reconciliation was received and agreed.
