1297DECLARATIONS OF PECUNIARY, PREJUDICIAL AND PERSONAL INTEREST

Cllr Harness declared a personal interest in application number 16/01593/PLF – Erection of single storey extension to side at The Nest, 56 George Street, Cottingham for Mr & Mrs Karen Hill as he was a neighbour of the applicant.

Resolved: That the Notices of Decisions received since the last meeting be noted (attached to Minutes).

  1. Application number – 16/01450/PLF – Erection of single storey extension to side and rear at 1 Priory Crescent, Cottingham for Mr P Quinn.

Resolved: The Committee unanimously recommended that this application be approved.

  1. Application number – 16/01489/OUT – Outline – Erection of a detached dwelling (all matters reserved) at Land East of 1 Willerby Court, Willerby Low Road, Willerby for Mr & Mrs Laura Millington. .

Resolved: The Committee unanimously recommended that this application be refused on the following grounds:

  • Outside the development area
  • Not in keeping with the existing dwellings
  • Inharmonious to the street scene.

The Committee totally supports Yorkshire Water regarding the foul and surface water statements.

Should the ERYC Planning Officer not agree with the Committee’s decision then it was agreed that this application should go before the ERYC Planning Committee.

3.Application number – 16/01159/PLF – Construction of dormer extension to rear at Conifers, 1 Birdsall Close, Cottingham for Mr Paul Gibson.

Resolved: The Committee unanimously recommended that this application be approved.

4.Application number – 16/01669/TCA – COTTINGHAM CONSERVATION AREA: Holly; fell, Holly: crown reduce to 6m further to previous application at 50 South Street, Cottingham for Mr Ian Allenby.

Resolved: The Committee recommended that this application be refused on the grounds that they do not wish to see a healthy tree felled, however the Committee stated that they were happy to go with the ERYC Tree Officer’s recommendation.

5.Application number 16/01593/PLF – Erection of single storey extension to side at The Nest, 56 George Street, Cottingham for Mr & Mrs Karen Hill. Cllr Harness declared a personal interest in this application as he was a neighbour of the applicant.

Resolved: The Committee unanimously recommended that this application be approved.

6.Application number – 16/01567/PAD – Display of 2 internally illuminated letter signs and 1 non-illuminated wall sign at Beercock Wiles and Wick, 2-4 George Street, Cottingham for Beercocks Estate Agents.

Resolved: The Committee recommended that this application be refused on the grounds that they do not want internal illuminated signs in a Conservation Area.

Should the ERYC Planning Officer not agree with the Committee’s decision then it was agreed that this application should go before the ERYC Planning Committee.

7.Application number – 16/01597/PLF – Erection of a two storey extension forming additional self-contained living accommodation with additional off road parking at 45 South Street, Cottingham for Mrs D.S Ellison.

Resolved: The Committee on a majority decision recommended that this application be refused on the following grounds:

  • Parking too cramped
  • Overbearing sense of enclosure
  • Change to the street scene

The Committee was concerned that there was no report available from Yorkshire Water Authority.

Should the ERYC Planning Officer not agree with the Committee’s decision then it was agreed that this application should go before the ERYC Planning Committee.

8.Application number – 16/01596/PLF – Change of use of salon to 4 hotel bedrooms and erection of two storey extension at Lazaat Restaurant, Woodhill Way, Cottingham for Lazaat Hotel and Restaurant.

Resolved: The Committee unanimously recommended that this application be approved.

9.Application number – 16/01577/PLF – Erection of single storey extensions to front and rear, erection of outbuilding and single storey extension to existing detached garage at 21 Langdale Crescent, Cottingham for Mr Matthew Wilkinson.

Resolved: On a majority decision the Committee recommended that this application be approved.

10.Application number – 16/01648/PLF – Change of use from shop to a private hire taxi office at Parkway News, 22 The Parkway, Cottingham for Cottingham Cars Ltd.

Resolved: The Committee recommended that this application be approved with the condition that only 2 vehicles should be waiting on the site at any one time.

Should the ERYC Planning Officer not agree with the Committee’s condition then it was agreed that this application should go before the ERYC Planning Committee.

11.Application – 16/01714/PLF – Erection of single storey extension to rear at 267 Northgate, Cottingham for Mr & Mrs Milner.

Resolved: The Committee unanimously recommended that this application be approved.

1300UPDATE REGARDING PROPOSED STREET NAMES

Cllr Casson reported to the Committee that the Deputy Clerk had contacted ERYC regarding the possibility of using the surnames of some of the fallen service men and women for future developments. ERYC had confirmed that permission was not required from the next of kin when using surnames only. The application form had been sent and was waiting completion. He reported that he had also spoken to the Hull Daily Mail and an article was going into the paper on Thursday of this week, asking for any relatives of the fallen servicemen/women to come forward so that the full name could then be used.
