General
When daycare, preschool, Headstart or other similar programs are located at the school Department of Early Learning (DEL)regulations on safety and health should be consulted. / X
Building & Infrastructure
When structural, mechanical, electrical or fire safety building components will be altered added or removed consult local health officials and building officials. / X
When planning to change or add building components consider the cost of professional design and construction services as well as permitting fees. / X
When building components are altered the exposure to asbestos or other hazardous materials should be investigated during planning. This may result in additional cost. Follow EPA 40 CFR, WA State and local abatement requirements. / X
When building components are altered consult WAC 246-366 for

When making building component changes consider the age of the lighting. Inspect all fluorescent light ballasts for PCB content. If found follow TSCA, Federal 40 CFR Part 7 and local EPA regulations for removal and disposal. / X
Electrical receptacles shall be properly grounded. GFI devices within 6 feet of sinks. Sufficient number of devices to minimize use of extension cords. Consult WAC 296-24-95607 / X
Kitchen & Food Service
Any kitchen improvements which require alterations/additions of hot water pipes consult WAC 246-366, WAC 246-215 and building code. / X
The water supply system for a school shall be designed, constructed and maintained and operated in accordance with WAC 246-290 and local building code requirements. Also see regulations for operating your own water system. See WAC 246-366-060 for plumbing, water supply and fixtures. / X
All waste water from a school shall be drained to a sewage disposal system which is approved by the jurisdictional agency having authority. WAC 246-366 / X
All building exhaust stacks shall be located to prevent the exhaust from reentering the building. Consult local health jurisdiction. / X

When making alterations to kitchens or cafeterias the lighting may need to be changed to maintain minimum light intensity and to minimize shadows and other light deficiencies on work surfaces. Consult WAC 246-366, WAC 246-215 and building code. Consult local health jurisdiction. / X
When making food service area changes or additions consult WAC 246-366, WAC 246-215. All food storage, preparation and service facilities shall be maintained and operated in accordance with WA State Board of Health food regulations. / X
Review the Hazard Analysis Critical Control Point (HACCP) Food
Safety System when adding new food to the meal programs, new serving equipment or methods for meals. HACCP is required by OSPI and DOH / X
Review methods for handling ready-to-eat foods when adding fresh fruits and vegetables, or scratch cooking to meal programs. Consult local health jurisdiction and WAC 246-215. / X
When making kitchen changes review procedures in the school kitchen to prevent unsafe acts and correct unsafe conditions. Consult local health jurisdiction. Required by OSPI and DOH. / X

Playground
When considering new playground equipment it should meet the most current versions of the US Consumer Product Safety Commission “Handbook for Public Playground Safety” and ASTMF 1487, “Standard Consumer Safety Performance Specifications for Playground Equipment for Public Use”. May require review by local health authority. / X
When considering new playground equipment consider spacing and locations of equipment. All playgrounds must meet “Americans With Disabilities Act” requirements. / X
Plans for new playgrounds must be reviewed by the school district’s local health district. WAC 246-366. New playground equipment on an existing playground should also be reviewed. / X – new equipment / X – new playground
