Anne’s Presentation is below and the note pages of her presentation gives the detail, there is also a copy of the letter which is sent to IB customers.

Anne will clarify if terminally ill clients who have a DS1500 are included in the reassessment.
Also if GPs in the Aberdeen pilot are charging when they are asked for additional information to support claims and appeals.
Kate Burton has also sent a presentation given by JC+ manager Jim McGonagall on the proposed welfare changes which is attached below. .

Supporting Health Representatives on Partnerships. Andrina Hunter
Andrina updated the group on the work currently being undertaken to produced a toolkit and presentation for use by health representatives sitting on Employability partnerships. The tool kit and presentation are still in draft format and the group will be asked for comments shortly. It is also planned to hold a training and networking event to introduce the pack and dates will be circulated shortly.

Welfare Reform. Julie Bilottie, Scottish Government
Julie gave the latest information available on the progress of the Work Programme Provider selection and the proposed Universal Credit
Julie will produce a brief summary note of the changes to date in the mean time below is a brief note of some changes.
Work Programme:
Invite to tender is on DWP website.
Those on JSA and ESA will be mandated onto the work programme, those on the WRG will be mandated at 3,6,9,0r 12 months depending on their WCA. The support group can also opt voluntarily to go on to the work programme.
The contract is completely open and providers can offer what they think is required to help clients into work. Providers are paid on job outcomes and people will be on the WP for 2 years.
The Scottish Contracts are the biggest of the UK contracts.
There will be 2 contractors for Scotland receiving equal referrals however after 18 months DWP will vary the numbers referred to the contractors depending on results ie the more successful provider will get more referrals.
In the first year providers will be expected to see the most people due to there being a stock from the ending of CMP and the IB reassement.
The IB group is the group that providers can get the highest payments for if they remain in work for 2 years.
Until clients are on the work programme they will use the JC+ services.
The JC+ support contract will offer CVs, motivation, job search etc
There will be more emphasis on JC+ to work with its local partners
The JC+ District Manager will have a flexible fund which will include the previous adviser discretionary fund, travel to interview and disadvantaged area funds. District managers will be able to spend this fund locally by offering a grant from this fund.
There will be an Enterprise Fund for those wishing to pursue self employment-although details of the process are not clear yet.
Work Clubs and the Work Together programme for volunteering are being developed, the 3rd sector is leading on these.
Sector based training-not much detail yet.
Universal Credit
Due to start Autumn 2013
Will replace a raft of benefits but not council tax
There will be a taper allowing you to keep some benefits when earning, this will help people be better off in work rather than on benefits
Welfare reform bill published end of January
System will be a computer interface with the expectation of real time benefit calculations and changes being able to be made then and there.
