Order No.126Annual Planning Conference

The Commanding Officer has decided that Part One of the Annual Planning Conference for 2005/06 will be held on Friday, 10 December 2004 at 1900 in the Gotfied Room, Hong Kong Aviation Club. It has also be decided that all senior members should attend the Conference. Dress code is civilian clothing.

Part II of the Annual Planning Conference will be held on a date to be determined on 10 December 2004.

Order No.127Incorporation of the Hong Kong Air Cadet Corps

It was unanimously resolved by voting members present at the Annual General Meeting of 27 October 2004 that the Hong Kong Air Cadet Corps be incorporated as a Company Limited by Guaranteeand Not Having a Share Capital as soon as possible, hopefully by 1 April 2005. The Corps’ status as a non-profit-making organization exempt from tax under Section 88 of the Inland Revenue Ordinance, Cap 112, will remain unchanged. The first draft of the Memorandum and Articles of Association is now available for review by members at . The consultation period is from 1 December 2004 until 31 January 2005. Comments, views and inputs from members should be addressed SO/OC Admin on or before the end of the consultation period for onward submission to the Corps Legal Consultant.

Order No.134Uniform Guidelines

For avoidance of doubts, the Commanding Officer requires strict observance by members of the following guidelines related to the wearing of HKACC uniform:

(a)Wearing of uniform slacks by female members

Female members should always wear uniformed slacks with No 1 Service Dress or No 2A/2B Working Dress when carrying swords, drill purpose rifles or orderly’s swagger sticks whilst discharging ceremony duties. Skirts should be worn by female members with No 1 Service Dress or No 2A/2B Working Dress at formal parades except when carrying swords, drill purpose rifles or swagger sticks, or when performing duties where the wearing of skirts is considered inconvenient.Uniform slacks should be worn with regulation black laced shoes and black socks, and under no circumstances be worn with court shoes or high heels.The regulation black laced shoes prescribed for female members are plain in design, without toe cap, with either direct mould soles (DMS) or leather soles. Members who have difficulties in acquiring regulation black laced shoes should contact HQ Staff for help.

(b)Hong Kong Air Cadet Corps Commander’s Insignia

Commanders are reminded that the mandatory wear of theHKACC Commander’s Insignia by eligible members shall be on the right pocket flap of male officers’No 1 Service Dress, or at a relative position on female officers’ No 1 Service Dress (i.e. about 1 cm below the plastic name tag, if worn). The Insignia may be worn,optionally, on No 2B Working Dress or the No 8 Mess. Eligible commanders who wish to acquire spare insignia may contact HQ Staff.

The HKACC Commander’s Insignia should be worn with honour and pride. The Commanding Officer may consider withdrawal of the insignia from commanders who fail to wear it properly.

(c) Wearing of Medal ribbons

The display of ribbons signifying honours, decorations and medals authorized for wearing on HKACC uniform is mandatory on No 1 Service Dress and optional on No 2B Working Dress, except on occasions when full-size medals are worn. Medal ribbons should never be worn on No 2A Working Dress or No 3A/3B Field Dress.

(d)Wing/Squadron Standard Party

Per Air Force tradition, a ceremonial sword in hooked up fitting may be carried by the bearer of a Wing or Squadron Standard, irrespective of whether the SNCO escorts are armed. SNCO Escorts, if directed, may also be armed with drill purpose rifles. However, sergeant’s sashes should never be worn by warrant officers and SNCOs assigned to wing or squadron standard parties, nor should ceremonial swords or pace sticks be carried by standard warrant officers.

The Performance Appraisal Exercise 2004 for all senior members will be held in November and December, 2004. The results of the appraisal will assure the quality of the Corps' services, and will be taken into consideration by the Executive Board and Commanding Officer when deciding on recommendations for promotions, honours, decorations, medals or commendations. Appraisal forms can be obtained from HQ or downloaded from the HKACC website. The absolute deadline for submission of appraisal report to CO (Attn: WO Mei WONG, AA1) is 10January 2005. Senior members who have not undergone the performance appraisal exercise may not be considered for promotion, honours, decorations, medals or commendations in the year 2005.

Please be notified that the deadline for the submission of duty hours logs for the year 2004 by senior members to the Commanding Officer (Attn: WO Mei WONG, AA1) is 10January 2005. Senior members who do not satisfy the minimum annual efficiency requirement (100 duty hours) in 2004may not be considered for promotion, honours, decorations, medals or commendations in the year 2005, and will forfeit one year’s seniority for the purpose of accumulating efficient service toward the Hong Kong Cadet Forces Medal.

Order No.137Promotion Exercise for Senior Members

Recommendations are now invited from Group Commanders for the promotion of senior members under their command. Any of the following four types of promotion may be recommended:

(a)from Flying Officer to Flight Lieutenant;

(b)from Pilot Officer to Flying Officer;

(c)from Warrant Officer for direct appointment to either Pilot Officer or Flying Officer; and

(d)from Instructor to Sgt Instructor (recommendations accepted all year round).

Interviews for candidates shortlisted for promotion from Fg Off to Flt Lt and from WO to Plt Off/Fg Off will be held in January, 2005. Interview is not required for promotion from Plt Off to Fg Off, and from Instr to Sgt Instr. Recommendations should reach SO/OC Admin via WO Mei WONG, AA1, not later than 10January 2005. Late recommendations will not be accepted. All recommendations will be screened by SO/OC Admin against established promotion criteria before submission to the Commanding Officer for his consideration. Candidates who have not undergone performance appraisal and/or have not submitted the Duty Hour Log for the year 2004 will not be considered. In case of enquiries, please contact SO/OC Admin.

Order No.138Schedule for the production of HKACC Membership Cards for Senior Members

There will be a schedule for photo taking at HQ related to the production of HKACC Membership Cards for Senior Members. Senior Members who wish to acquire the Membership Card should fill out a proforma () and send to HQ (Attn: WO Mei WONG, AA1) at least one day before each session. Dress code for photo taking is No 2B Routine Working Dress with tie for uniformed members and civilian dress for non-uniformed members.

The schedule during the period from December 2004 to February 2005 is as follows:
