HCCA-PAC’s Regional, Long-Range Objectives and Goals

Regionally Focused Planning

◦Establish transportation plan to accommodate for regional growth (i.e. HB2313 in 2013; HB2 in 2014), demand, and capacity

◦Reduce congestion and travel time between major regional employment centers and communities

◦Better coordination of local and state transportation planning

◦Provide more route and mode options to expand travel choices and improve resiliency

◦Join roads, rail, bus, airports, shipping, pedestrian, and bicycle facilities in a coordinated network

◦More river crossings between Maryland & Virginia

◦Promote cooperation among regional agencies and groups (e.g., Northern Virginia Transportation Authority, Northern Virginia Transportation Alliance, NVBIA, ABC, NAIOP, AGC) and local governments to develop rules and regulations and establish new/revised performance measures and standards

Workforce Development

◦Support HCCA-supported workforce development programs aimed at the construction trades

◦Support Virginia Community College System’s Workforce Credential Grant Program (“Fast Forward” Program)

  • VCCS seeking added $2 million in Caboose Budget to cover spending through 6/30/18 (HB29/SB29- Item 144 I.1)
  • Governor proposed $9.5 million per year for FY19-FY20 (HB30/SB30 - Item 141 H.1)
  • Pending budget amendment from VCCS for $15m/yr for FY19-FY20

Transportation Oriented Economic Development

◦Adopt Smart Growth policies and improve travel time and reliability - plan and build more roads in concert with development to reduce congestion

◦Increase access to jobs, employees, markets

◦Greater access to Dulles Airport to meetfreight and passenger demand

A-Political Oversight

◦Place decision-making authority in the hands of planning and transportation professionals instead of political appointees

Sustainable Funding

◦Increase sustained state funding for maintenance and construction

◦Implement a state funding formula that provides greater equity to the Northern Virginia Region (i.e. The 2030 Group)

◦Prevent diversion of transportation revenues from construction/maintenance funds

◦Long-term funding and planning - promotes business development

◦Increase regional funding by placing a floor on the regional motor fuels tax(in place for the statewide tax)

Support and strengthen local land use objectives

◦Support land use policies that encourage higher density, mixed use development near major transportation corridors and public transit hubs

◦Support measures that clarify and promote proffer reform (SB549 in 2016)

Legislation supporting construction industry

◦Practical truck weight regulations and hauling permits

◦Limit restrictions on safety certifications

◦Reasonable lien and bond rights and requirements
