HARVEY COUNTY PLANNING COMMISSION
HARVEY COUNTY BOARD OF ZONING APPEALS
Harvey County Courthouse

April 5, 2016 , 7 p.m.
Members present: Philip Kimerer, Jack Bender, Carol Buller, Wayne Alison, Duane Miles, Lynne Vigil, Trinity Muth.
Guests: Pat Wendling, Wendy Mosiman, Tim Boese
- The meeting was called to order at 7 p.m. by Chair Kimerer.
- Jack Bender invited Tim Boese with Equus Groundwater Management District to speak to the board to give them information on the Equus beds and update them on the condition of the Equus beds.
- Bender made an amendment to the agenda from Feb. 2, 2016. The amendment was to correct the location of the meeting he and Kimerer attended and add meeting in Wichita to the minutes. Bender and Kimerer attended a meeting of the division of water resources in Manhattan. And that he also attended the Equus Walnut Regional Watershed District meeting.
- The minutes were approved with correction by Alison and seconded by Buller. They were approved unanimously.
- A motion to go into executive session for to address confidential data under the open meetings act for a period of 15 minutes that included the members of the board and planning and zoning staff was made by Vigil and seconded by Bender. The board had a 15 minute executive session called at 7:51 p.m. and was completed at 8:07 p.m.
- Election of Officers- Vigil was nominated by Bender as chair and seconded by Muth. There were no other nominations. The vote was unanimous in favor of the motion. Bender nominated Kimerer as vice-chair with Muth seconding the nomination. There were no other nominations. The motion passed unanimously. Vigil conducted the meeting as chair from this point on.
- Review of By-Laws was tabled by Kimerer until the May meeting do to lack of time remaining in the meeting. Buller seconded the motion. Vote passed unanimously.
- In the administrator update Bell told the board about the free range chicken farm that will be starting operation at NW 12th and Willow Lake. She also reported they had issued the first permit since the fire for a lost well. She said several buildings were lost in the fire but at this time they are still gathering information.
- The board was given two applications for new board members. Pat Wendling and Michael Koehn. Kimerer made a motion to recommend both applicants to the county commissioners for approval. Muth seconded and the vote passed unanimously.
- Public Forum- No one chose to speak in public forum.
- Kimerer made motion to adjourn. Muth seconded.Vote was unanimous to adjourn.
