94/2003 MINUTES OF THE MEETING OF 13 October 2003

RESOLVED The minutes were approved as a correct record and signed by the Chairman.

95/2003 POLICE MATTERS

  1. Trees are being pulled down on Burton Road this was reported to the police on 30 October.
  2. It was reported that Police crime figures for the area have not been received as indicated by the local station in Swadlincote. RESOLVED Clerk to follow-up with the Police.
  3. It was reported that a van had been broken into on Brook Street for a second time in recent weeks with tools being stolen.
  4. Speeding along Repton Road was still a great concern. RESOLVED Clerk to write to the Police.

96/2003 MATTERS ARISING

1.  81/2003b Work had now been completed on doors at Salisbury Drive pavilion.

2.  83/2003c Work had now been completed on the concrete drainage cover at Salisbury Drive.

97/2003 RECREATION GROUNDS AND ALLOTMENTS

  1. STANDING ORDERS were suspended to allow Mr Chris Mason, SDDC Leisure and Facilities Manager to discuss issues in respect of the Councils recreation grounds.

Chris started by explaining SDDC current position in that our recreation grounds were in a poor condition and as a District Council has not given sufficient support in either response to repairs or support. This was mainly due to both lack of finances and resources. He explained that there should be 18 site annual inspections plus 2 further inspections in connection with insurance visits; the District Council admits they are failing to meet these standards.

On a more positive approach Chris was asked how can the parish council more forward providing equipment that is robust and imaginative Chris agreed to review the areas proposed by the Recreation Sub-Committee and report back with costings, indicating the parish council’s contribution. He would also indicate other areas of funding. Councillor Vorley expressed concern that any development of the recreation grounds would not include facilities for other groups such as OAP’s.

Chris was thanked for his contribution to the meeting and his reply would be available to the parish councils next meeting.

Standing Orders were lifted at the conclusion of this item.

  1. Minutes of the Recreation Sub Committee of 30 October were approved.
  2. There are 3 burnt out cycles left at the rear of goalmouth on Salisbury Drive recreation ground. RESOLVED Clerk will get them removed.

98/2003 HIGHWAYS, PAVEMENTS AND PUBLIC FOOTPATHS

1.  It was reported that there are potholes on Repton Road near the corner with Thackers Cottage. RESOLVED Clerk to contact DCC.

2.  It was a reported that a high fence has replaced hedging on Manchester Lane on land owned by the District Council. RESOLVED Clerk to contact SDDC.

99/2003 PLANNING MATTERS

Applications

1.  The erection of 5 dwellings at land forming the site of 17-23 Repton Road, Hartshorne RESOLVED that no comments or objections be made to this application.

2.  Conversion of outbuildings into 4 residential units with teleworking/computer office accommodation at Hoofies Farm, Repton Road, Hartshorne. RESOLVED that The Clerk write to the District Council objecting to this development on the grounds that this is a commercial development outside the village boundary.

3.  The retention of a single storey extension at the rear of 96 Woodville Road, Overseal. This is not within Hartshorne Parish.
