The Pre-Submission Plan can be downloaded in four parts or can be read on-line via the ‘Consultation page’ link. Other documents available include the Sustainability Appraisal and, grouped alphabetically, the Settlement Inset Maps (part of the Policies Map).

Ways to respond to the Pre-Submission Plan & the Sustainability Appraisal

By email to or by post to South Downs Local Plan, Planning Policy, South Downs National Park Authority, South Downs Centre, North Street, Midhurst, West Sussex GU29 9DH.

Give your name and postal address because anonymous comments will not be accepted. If you choose to e-mail or write, it is essential that you clearly identify the policy, paragraph etc you are commenting on. (Note: all comments are published on the SDNPA website)

Download a Comments Form

Download the Form fromthe web page above and return it by email (address as above). The Form has three parts: A for Personal Details, B for Representations and C for anything else not covered by Part B. Representations can be on any of the Plan Policies, the Sustainability Appraisal and the Policies Map etc. Part B has to be completed for each representation you make. For your comments to have the most impact, for eachrepresentation you should tick the appropriate boxes about the soundness (see below) of the SDNPA’s Plan and give your reasons.

Comment on-line (use the Local Plan web address above, click on ‘Consultation Page’, then on ‘Respond by making comments on the consultation document’ near the bottom of that page)

There is a ‘How to respond guide’ (use the web address above), but the Guide does not make it clear that whenever you click on the ‘Add a comment’ box you will be asked ‘Do you consider the document is Sound?’. You cannot submit a comment on a policy until you have answered the question. If you think it is unsound, you can also tick a box indicating in what way it is unsound and then give your reasons. (Note: If you consider a policy to be unsound, then the Plan is also unsound).

You do not have to make all of your comments at one time. When you ‘Submit’ a comment, it will be saved; you can edit any of your comments at any time up until the deadline (see the ‘Guide’).

If you wish to comment on one of the other documents, such as the Sustainability Appraisal, they can be found under ‘Supporting Documents’ on the ‘Respond to this Consultation’ page.

Soundness

The criteria are outlined on page vi of the paper version of the Plan and the ‘Have your say’ page on-line. If, for example, there is a short-coming in the evidence supporting a policy, that policy would not be justified. However, if a policy will not meet objectively assessed needs, then it would not have been positively prepared.
