HARRISON CITY COUNCIL

MARCH 2, 2015

The regular scheduled meeting of the Harrison City Council was called to order in City Hall at 7:30 p.m. by Mayor Pro-tem Sullivan, followed by the Pledge of Allegiance to the Flag.

Members Present: Cauchi, Wilson, Kolander, Rowe, andSullivan.

Absent: Ashcroft and Mayor Stocking

Others Present: Beadle, City Manager and Clerk;Hawkins, City Treasurer; Wheeler-Clay, Office Assistant;Agin, Fire Chief;County Commissioner Gelios; Deputy Aldrich, CCSD; and oneadditional visitor.

A motion was made by Wilson and supported by Kolander to approve the additional items to the agenda. The motion was adopted unanimously by the members present.

A motion was made byRoweand supported byCauchito approve the minutes of the February 16, 2015 meeting. The motion was adopted unanimously by the members present.

MAYOR’S REPORT:

The Mayor Pro-tem read thank you letters from the Harrison Chamber for the help the City gave with the Frostbite Festival. He also read thank you letters to the Fire Dept. for job well done from the Carper family and MMCC.

A motion was made byCauchiand supported by Wilsonto approve the bills. The motion was adopted unanimously by the members present.

VISITORS:

County Commissioner Gelios gave an update on the County’s activities. Deputy Aldrich reported on City activities. Ms. Shelly Brown- Weinlander-Fitzhugh reported on the 2014 Audit Report, she reported that all funds are in the black.

OLD BUSINESS:

SECOND READING OF ORDINANCE 13.00 – HOUSING DISCRIMINATION

A motion was made by Rowe and supported by Cauchi to approve the passing of Ordinance 13.000 – Housing Discrimination. The motion was adopted unanimously by the members present.

REPORTS OF COMMITTEES AND DEPARTMENTS:

Fire Chief Agin noted that there have been 53runs year to date. The Chief reported that he would like to put a hold on the Active 911 program. A motion was made by Rowe and supported by Kolander to approve the rescinding of the option to join Active 911. The motion was adopted unanimously by the members present. The Chief also reported that they are still working on hose and ladder testing. He also noted that Tanker-3’s coolant filter is leaking and in need of repair. The Chief also noted that we received a counter offer from the River of Hope Church on station #2. The Chief would like to have a committee meeting to discuss their offer. A Fire Committee meeting was set for April 6, 2015 @ 7:00 pm to discuss this offer. The Code Enforcer officer noted that he had been to court with Mr. Ensz and the Cadillac has been sold and removed, the bus that is located in the back of the bank is legally plated and the front bus will be checked on daily until this problem is resolved. City Manager & Clerk Beadle stated that there are two invitations to the Council, an informational meeting for Proposal #1 and a fund raiser for the Veteran’s Freedom Park. She also held a discussionabout the application for the DNR Passport Grant this year. The Council discussed the projects that they would like to see take place and their order of importance. The projects will be 1. The band shelter in the Town Square; 2. a splash pad in the Town Square; and 3. a portable ice skating rink. Beadle also asked for letters of support for these projects.

NEW BUSINESS:

CONFLICT OF INTEREST

A motion was made by Cauchi and supported by Rowe to approve the Conflict of Interest Policy. The motion was adopted unanimously by the members present.

APPOINTMENT OF FINANCE CLERK

A motion was made by Cauchi and supported by Rowe to approve the appointment of Tracy Wheeler-Clay as Finance Clerk. The motion was adopted unanimously by the members present.

CONSUMERS ENERGY RESOLUTION

A resolution was offered by Rowe and supported by Kolander to approve the Consumers Energy resolution. The motion was adopted unanimously by the members present.
