  1. MINUTES OF THE MEETING OF 9 MAY 2013

The minutes of the last meeting were accepted as a true record and were signed as such by the Chairperson.

  1. HAREWOD CEMETERY KERBSTONES

Prior to commencement of the Meeting the Chairperson invited two members of the public to address the meeting. They were seeking clarification on the ban of further grave kerbstones being placed in Harewood Cemetery, a decision made by HPC at its meeting held on 28 March 2013 (minute 5.3). Councillors stated that the decision would not be reversed, but graves occupied prior to 1 April 2013 would be allowed to install kerbstones.

The Chairperson then opened the Harewood Parish Council Meeting at 7.20pm.

  1. MATTERS ARISING

General Items

4.1 Local Bus Services

It was noted that the 781 service will operate for a minimum of at least a further year. The use of the Access Bus was discussed and the Clerk will make enquiries as to its availability.

4.2 Neighbourhood Planning

The APPLICATION FOR DESIGNATION OF A NEIGHBOURHOOD AREA has been submitted to LCC and will be circulated to Ward Members and the Chair of Area Committee for their approval.

4.3 Traffic Issues

It was agreed that the Clerk arrange a meeting between Harewood Ward Members, the LCC Director of Highways and three Parish Councillors to discuss the issues and concerns relating to the parking proposals on The Avenue, Harewood.

It had been reported that there were traffic issues arising from the Fathers Day Event held at Harewood House on 16 June. A yellow sign had been placed at the end of Church Lane advising drivers could turn right onto the A61 towards Leeds. This is contrary to information received by HPC from LCC which clearly stated that, on event days, traffic was prohibited from making a right turn. This caused confusion for local residents. It was also pointed out that an ambulance from Harrogate requiring access to Church Lane had great difficulty negotiating the build-up of traffic on the A61 and subsequently upon entering Church Lane. The Clerk had contacted LCC and was informed that other traffic issues had occurred and a meeting with Event organisers would be arranged. The Clerk requested HPC be included at such a meeting.

Gully cleaning on the A61 between Harewood and Leeds Grammar School will be carried out w/c 15 July. Traffic management will be in place and some disruption is likely.

4.4 Councillor Vacancies

Councillors agreed that the Chairperson arrange to meet those individuals who have expressed interest in filling the vacant positions.

4.5 Emmerdale Stakeholder Panel

A meeting of the Stakeholder Panel will take place on Friday 21 June at 2pm.

Harewood/Wike

4.6 Harewood Bus Shelter

Metro have again been contacted and informed that repairs to the bus shelter roof were not completed and it was noted that someone was inspecting and taking photographs on the morning of the meeting.

4.7 The Planting Wall Garden

The Garden will require rotovating, avoiding areas where bulbs are planted. The quotation of £1950 for this and associated work was accepted.

4.8 Footpath, The Avenue to Sleights Lane, Harewood

The footpath has been partly cleared by Yorkshire Water, but further work is required. The Clerk will contact LCC to arrange. It was noted that a recent funeral cortege had difficultly negotiating the footpath where it remained in a poor state.

Wigton

4.9 Proposed Allotments behind High Ash Drive Shops

A letter from a local resident objecting to the proposed allotments had been received. A response will be forwarded by the Clerk.

4.10 Proposed Boundary Stone, Wigton Lane

The Clerk has resubmitted documentation to LCC, the previous forms having been lost at LCC. LCC now request that a photograph ‘mock-up’ be submitted.

Headstone Requests

5.2 Maintenance

Work has been completed to clear the compound, seeding inside and outside the Cemetery and placing topsoil and turfing under the laurel bushes.

LCC pest control officers have visited the Cemetery to eradicate the rat problem.

Consideration was given to the purchase of a commercial strimmer, but Councillor Upton will first check with the gardener to enquire if he already possesses one.

It was agreed to purchase and plant the following trees at a total cost of £395 excluding VAT:-

  • Prunus Royal Burgundy 10-12 Container grown
  • Sorbus Aucuparia ‘Joseph Rock’ 10-12 Container grown
  • Acer platanoides Royal Red 10-12 Container grown

5.3 Headstone Safety

Councillors offered their congratulations to Carena Nicholson, the Cemetery Administrator who has successfully completed her assessment in Headstone Safety.

6.1 Councillor Harrand advised that LCC June Executive Board are to be asked to consider a report setting out initial proposals for introducing charges for residents parking permits.

Councillors expressed their annoyance at the apparent lack of action regarding enforcement on this property. LCC Councillor Castle will pursue the matter.

It was noted that work was continuing on the site.

It was noted that with effect from 30 May 2013 to 30 May 2016 householders will be permitted to build larger single storey rear extensions under permitted development, provided a specified process is followed.

Councillors were reminded that if they intend submitting a planning application in respect of their own property they must advise the Parish Council beforehand.

8.1 Annual Accounts and Governance Statements

The 2012/13 Accounting and Governance Statements had previously been circulated to Councillors. The Internal Audit had also been satisfactorily completed.

It was therefore agreed that the Accounting and Governance be approved. Both resolutions were passed unanimously.

  1. COMPLAINTS RECEIVED BY COUNCILLORS

The following complaints were received by Councillor:-

  • Replacement waste bin required at the end of School Lane, Wike
  • The waste bins in Harewood were not being emptied regularly
  • Contractors were not removing litter before cutting the grassed areas in the Parish and the grass was being cut too quickly therefore spreading debris across the site.
  • The fence between Spring Gardens and Bondgate remained broken

Councillor Castle will pursue these matters with the relevant LCC Officers.

  • Public footpath signs remain either broken or missing despite several reminders for action by the Clerk who will follow up again with the Footpaths Officer.
