On behalf of the executive board of the Takeany Council, I am enclosing herewith a proposal requesting a three year grant from the XYZ Foundation. The request deals with our desire to make the Scouting program available to young people in our community who are handicapped.

While the proposal speaks for itself, I would like to add that the Takeany Council is committed to making the Scouting program available to every young person who wishes to participate. Together we have an opportunity to make a positive impact on a most deserving group of children.

Needless to say, we would be delighted to provide whatever additional information you might require.

History

For nearly 80 years, the Takeany Council, Boy Scouts of America, has served the needs of young people in the Anytown metropolitan area. During this period of time, many social and economic changes have occurred and the Boy Scout organization has remained a major influence in the development of character, citizenship training, and mental and physical fitness among youth.

Scouting has become synonymous with camping, hiking, and outdoor fun. These, however, are the methods and not the purposes of the Scouting movement. Scouting is intended to be a transfer system for the kind of values which have enabled America to prosper. The Scout Oath and the Scout Law remain the centerpiece of the Boy Scouts of America.

Scouting in our area is currently enjoying a new vitality and emphasis in the lives of young people. Years of patient and persistent work are finally paying great dividends, as evidenced by the strong growth in program and membership. The strong support of the XYZ Foundation over the years has been a significant factor in enabling the council to deliver a very successful, challenging, and quality program.

While Scouting in our community is experiencing persistent growth in the number of youth served through its traditional programs, the executive board and officers of the council see a need to place special emphasis on the handicapped population of our area. Herein lies a unique opportunity for the Takeany Council and the XYZ Foundation to make a significant impact on the lives of some very special children.

Statement of Needs

Administratively, the Boy Scouts of America delivers the Scouting program through 398 local councils. The Takeany Council is your local council and is locally incorporated, funded, and staffed.

Local school officials have told us that there are more than 10,000 children in our area who have "special needs." They have challenged us to deliver the thrill of Scouting to this population of young people and have pledged their full cooperation in assisting with parental involvement.

Currently, the Takeany Council provides Scouting to 15,000 registered youth members. This is accomplished through the devoted work of nearly 4,500 adult volunteer leaders. These dedicated volunteers are recruited, trained, and assisted by a staff of 12 professional Scouters.

These professionals know that they can best serve by extending themselves through volunteer leaders.

This unique blend of professional / volunteer talents has placed the Takeany Council among the top 10 percent of Scout councils in the nation for quality program. We are truly proud of the association we have with our volunteer leaders.

In order for our council to properly meet the challenge presented by the school system, we need to employ two additional professional staff members to recruit, train, and assist volunteers. It will be through these two professionals, and their newly recruited volunteers, that the 10,000 available children can be best served.

To make this program fully available, and to meet the expectations established, we gratefully request a gift of $210,000 over the next three years. This funding will provide the program materials to be used by local schools, training for volunteers, staff support, and evaluation of the program's effectiveness.

Procedures

Few organizations have the experience and organizational scope of the Boy Scouts of America in the area of nonformal education. Moreover, Scouting's long standing cooperative relationships with schools make it a natural, nonthreatening source of new insights for today's youth. Scouting is an exemplary organization and one perfectly suited to establish a program for handicapped children.

Preceded by training for adult volunteer leaders, Cub Scout packs and Boy Scout troops will be organized in each of the local schools. Meetings will be conducted during the school day and outings will be conducted at Camp Big Lake which is owned and operated by the Takeany Council. Evaluation of the program will be conducted by the school superintendent's office for its effectiveness.

Objectives

While the ultimate objective could be the enrollment of every available child into the program, real life dictates a gradual building of the program. School officials have established the following objectives in cooperation with the Takeany Council:

12/31/97 - establish 20 groups in 10 separate schools with a youth enrollment of 1,700

12/31/97 - increase size to 45 groups in 18 separate schools with a youth enrollment of 3,500

12/31/98 - increase size to 62 groups in all 24 schools with a youth enrollment of 6,350

At the end of the funding cycle by the XYZ Foundation, the Takeany Council will have identified the funding necessary to continue Scouting for the Handicapped on its own in order to maintain the growth and cooperative relationship established with the school system.

Budget

The scope, substance, time, and expertise required to carry out the project's training, organization, program, and evaluation phases will require $210,000 over a three year period. The total budget follows:

Salary (director and associate) $120,000.00

Benefits 37,000.00

Local Travel 22,000.00

Literature and audiovisual materials 18,000.00

Program development / training 13,000.00

The XYZ Foundation has a unique opportunity to meet a need of its community, its school system, its parents, and its handicapped youngsters. The Takeany Council certainly looks forward to what could be a most rewarding partnership in Scouting for the Handicapped.
