Housing Developments / Havant borough has identified a requirement for the development of new residential properties in Emsworth (135 properties), Havant and Bedhampton (1,311 properties), Hayling Island (269 properties), Leigh Park (563 properties) and Waterlooville (542 properties).

Lone parents
families accessing Working Tax Credit / The data shows 15% of families within Havant claim working tax credit compared to the Hampshire average of 16.5% and the national average of 17.4%.
Havant is the highest area within Hampshire with lone parents claiming income benefits. 85% of all claims are for lone parents compared to the 75% in Hampshire as a whole. Lower Super Output Areas within the Hart Plain, Warren Park and Battins wards have some of the highest numbers of lone parents claiming income benefits within Hampshire.

Employment profiles and income / Havant has one of the highest rates of long term unemployment in Hampshire. The average weekly wage in Havant is £431.30 compared to the Hampshire average of £500.90.
Havant has the highest proportions of people claiming out of work benefits within Hampshire with the Warren Park, Battins, Barncroft, and Bondfields wards in Leigh Park having some of the highest number of claimants. Currently there are 2.3% of adults within Havant claiming job seekers allowance, with Warren Park ward being the highest at 5.5%. Havant has is the highest proportions of people claiming out of work benefits in Hampshire.
Some of the highest levels of children living in families in receipt of out of work benefits, or where income is less than 60% of the national median average are found in Havant wards.
11.2% of the working population in Havant have no qualification which is significantly higher than the Hampshire average of 8.8%.
Portsmouth, East Hampshire and West Sussex have the three highest numbers of commuters who come to work in Havant.

There are 44 settings who accept funded 2 year olds within Havant which equates to 92% of the setting based market. Additionally there are 44 childminders who accept funded 2 year old places, which equates to 58% of the childminder market.

Comment
There are currently 5 childminders, 2 day nurseries and 1 pre-school awaiting their first Ofsted inspection. Not all providers have been inspected within the current inspection cycle (September 2013 – August 2016). The local development team continue to support those settings who have a ‘satisfactory’ (which was replaced by a ‘Requires Improvement’ outcome on 4th November 2013) or an inadequate Ofsted outcome. Childminders with ‘requires improvement and inadequate’ outcomes continue to be supported by Pacey.
This quarter has seen a total of 3 early years’ inspections. Of the inspections 33% (1 day nursery) retained and ‘outstanding’ outcome, 67% (1 childminders and 1 day nursery) received a ‘good’ outcome. Of these inspections 2 resulted in a retention of their previous judgement and the other resulted in a day nursery moving from ‘inadequate’ to ‘good’.
Development of provision for children with Special Needs
Hampshire Service for Young Children Inclusion Team is committed to ensuring that all eligible children are able to attend an early years or childcare setting, irrelevant of any disability or additional support need.
The Inclusion Team provides support in the child’s local setting or the setting that a parent choices. However where a child’s needs cannot be met by a provider we will work with the Childcare and Family Information Team to support the identification of an appropriate alternative.
The Inclusion Team use a range of resources to encourage all settings to be able to provide quality care for all children. This includes the provision of additional funding through the Childcare Inclusion Funding (ChIF) award process, direct support from the Area Inclusion Coordinator team, outreach support from one of the contracted expert providers, support from the Portage Service and training or support groups.

Statement of Inclusion
Hampshire SfYC Inclusion Team is committed to ensuring that all eligible children are able to attend an early years or childcare setting irrelevant of any disability or additional support need. Ideally we would see this happening in the child’s local setting or parents choice of setting, however where a child’s needs cannot be met by this provider we will work with the CFIT team to support the identification of an appropriate alternative.
The Inclusion Team will use a range of resources to ensure that all settings are able to provide quality care for all children. This comprises of direct support from the Area Inco team, support from the Portage Service or support from Portage Outreach, training or support groups. ChIF is only available to settings with no financial reserves when supporting children with severe/profound support needs.
Development of Childminders
The Professional Association for Childcare and Early Years (PACEY) is commissioned by Service for Young Children to support with the development of the childcare market.
