Network Technical Support Services

I.MISCELLANEOUS

The Hale County School District/Board of Education intends to contract for Network Technical Support Services supporting all district locations on an hourly and as needed basis with the most responsive bidder offering a proposal deemed the most acceptable and advantageous to the Hale County School District. The district may file for E-rate funding for services provided to eligible equipment, software, and locations, when possible. The district is also seeking support services to support the ineligible equipment/software and locations and sites not included on a funded E-rate application. Therefore, a minimum of two separate contracts are being sought and may be awarded - Eligible Network Technical Support Services and General Network Maintenance Support Services (Ineligible). Hale County School District reserves the right to award to a single vendor for both E-rate eligible and ineligible services, to award each service to different vendors, to award only one of the services and not the other, or to reject some, none, or all bid proposals if deemed necessary.
Hale County School District will accept sealed bids to provide the specified services beginning July 1, 2016 to June 30, 2017 with the school system having the option of two one-year extensions (July 1, 2017to June 30, 2018 and July 1, 2018 to
June 30, 2019). Options will be executed at the school district’s discretion provided pricing remains the same, vendor continues to meet all other requirements, and when executing the options does not violate State of Alabama Bid laws or E-rate guidelines.
Vendors with questions regarding bid specifications must submit their questions in writingto the E-rate Coordinator,
Aubrey Larkin, at email: or Fax (334) 624-3415, not later than Thursday, May 19, 2016. Questions received in any other manner will not be accepted.
Any changes, additions, or modifications to the bid request and any questions, if received, and their answers (Q&A) related to this solicitation will be posted to the Hale County School District website: (click on the "Current RFP's" link under the Quick Links section located on the left side of the home page).
It is the responsibility of the vendor to check the website for any changes to the bid request periodically and before submitting a bid.
No consideration will be given to any claims based on a lack of knowledge of existing conditions. For this reason, vendors arerequired to attend a site visit/survey prior to the vendor submitting a response to the bid. This visit/survey is needed to ensure the bidder has an understanding of the current state of the equipment and cabling for which basic maintenance network support services are required. The date and time for site visitation is: Tuesday, May 17, 2016 at 9:00 a.m.at
Hale County School District Board of Education, 1115 Powers Street, Greensboro, Alabama 36744. Attendance is required.
Sealed bids must be submitted in three (3) printed copies and one(1) electronic exact copy (.doc or .pdf) prior to the bid opening, at 10:00 a.m. (CST), on May 27, 2016, at the Hale County School District Board of Education,
1115 Powers Street, Greensboro, Alabama 36744.
The envelope/container must be marked “Bid No. HCS-BM-16, Network Support Services” on the front and “SEALED BID DO NOT OPEN” on the seal. Mailed or hand delivered bids must be sent to Attention: Dianne Colburn at the address listed above.
Any late bids will not be considered. No faxed or electronic bids will be accepted.
Failure to provide the information requested in this RFP in the requested format is reason for disqualification, without consideration.
Specifications or qualifications are not intended to eliminate any reputable manufacturer, brand, or bidder. Reference to manufacturers, brand names, suppliers’ itemization numbers, specification of qualifications, etc. is intended to set quality and feature standards and does NOT exclude bids from others. Any bid containing the referenced products/services “or equivalent” will be accepted as long as the quality and features standards are met. When quoting equivalent products/services, the bidder should provide information substantiating the standards have been met.
If a bid differs in any way from the bid specifications, the bidder must list the differences on the Bid Response Form in the Exceptions to Specifications and/or Comments section explaining exactly where and how the bid deviates from said specifications. If no exceptions are listed on the bid, it will be presumed the bidder proposes to meet all specifications in every respect; and if awarded the contract, performance on this basis will be required.
All bidders must complete and submit the Bid Response Form included with this document, as a minimum, for submitting their bid pricing and company information, as well as all other requested documentation.
The vendor’s bid may include additional quote pages in the vendor’s preferred format. However, all pricing must be entered in the Bid Response Form, as a minimum, to enable the district to compare pricing from all bidders using the same form. Reference statements, such as “See Page XX,” “Refer to Page XX,” etc. should not be entered in the Bid Response Form.
Prices shall be good for the length of this contract and any and all extensions.
It is the bidder’s responsibility to comply with all local, state and federal laws applicable within the context of this bid.
Hale County School District is exempt from all sales and use taxes under the provisions of Title 40, Chapter 23, Section 4 (15), Code of Alabama, 1975.
Bid price is to be all-inclusive (including taxes, fees, etc.) with no allowable additional costs to Hale County School District.
Contracts over $10,000 require compliance with Equal Employment Opportunity Regulations, The Clean Air Act, The Clean Water Act and Environmental Protection Agency Regulations.

E-Verify Requirement. Beason-Hammon Alabama Taxpayer and Citizen Protection Action (Act No. 2011-535) requires that, as a condition for the award of a contract by a school board to a business entity or employer with one or more employees working in Alabama, the business entity or employer must provide documentation of enrollment in the E-Verify program. During the performance of the contract, the business entity or employer shall participate in the E-Verify program and shall verify every employee that is required to be verified according to the applicable federal rules and regulations. The contractor's E-Verify Memorandum of Understanding MUST be included with the bid if the contractor has not previously submitted one to Hale County Board of Education.If you do not believe these requirements are applicable to your entity, include an explanation justifying such exemption. An entity can obtain the E-Verify Memorandum of Understanding upon completion in the E-Verify enrollment process located at the federal web site The Alabama Department of Homeland Security ( has also established an E-Verify employer agent account for any business entity or employer with 25 or fewer employees that will provide a participating business entity or employer with the required documentation of enrollment in the E-Verify program. An Employer Identification Number (EIN), also known as a Federal Tax Identification Number, is required to enroll in E-Verify or to establish an E-Verify employer agent account.
The final awarding of this bid will be made by the Hale County School District/Board of Education based on a recommendation from the Superintendent.
If you choose not to bid, please return the invitation to Hale School District and state the reason. Failure to respond may cause your company to be removed from the bid list file.
The Hale County School District reserves the right to reject any and all bid proposals, waive any technicalities, and award all or part of the contract in a manner that is in the best interest of Hale County School District.
All bidders must have a valid Service Provider Identification Number (SPIN) as a valid service provider with the Schools and Libraries Division (SLD) of the Universal Services Administrative Company (USAC).
Hale County School District will review all proposals for services utilizing guidelines outlined by the Alabama State Bid Law and the Federal Communications Commission E-rate funding program requirements (administered by the Universal Services Administrative Company (USAC) – Schools & Libraries Division (SLD)).
All vendors submitting a bid are responsible for understanding USAC and FCC E-rate eligibility rules and are required to identify any costs, fees, products, or proposed uses that do not meet the rules of eligibility for E-rate funding and should be filed as ineligible fees/charges.
Bidders are required to identify the E-rate service category (Telecommunications Services, Internet Access, Internal Connections, or Basic Maintenance) that applies to each of their quoted services as the district will need to include this information on the FCC Form 471 application, when filed.
At the request of Hale County School District, the vendor shall invoice the Schools and Library Division (SLD) directly (generate a Service Provider Invoice, FCC Form 474) for the discounted portion of each bill in accordance with SLD regulations. If requested, the school district will only be invoiced for the undiscounted portion and 100% of fees for all ineligible services. The vendor is responsible for ensuring ONLY eligible services are invoiced to SLD and all ineligible services are identified as such and invoiced directly to Hale County School District (100%).
Note: Approved E-rate funding for Basic Maintenance services in any funding year is treated by SLD as recurring services. Therefore, services funded by SLD must be provided during the period of July 1st through June 30th and cannot be extended beyond June 30th.
Prices shall be good for the length of this contract (including option years). The cost of adding sites during the contract term and any extensions will be charged according to the contracted rate.
Hale County School District reserves the right to cancel the contract with the vendor for nonperformance at any time during the contract period. Nonperformance includes, but is not limited to, failure to supply good quality service, failure to provide services for the full term of the contract, installation performance, poor billing and customer service services, and failure to maintain status as an authorized representative of services.
Additionally, Hale County School District reserves the right to cancel the contract if E-rate funding is not approved or is reduced during the specified period of the contract and/or the extension periods.
Vendor must have been in continuous business for a minimum of three (3) years.
The vendor and his representatives shall follow all applicable school district regulations while on Hale County School District property, including the no smoking, no weapons, and drug free policies. No work shall interfere with school activities or environment unless permission is given by the Principal or person in charge. All vendor personnel shall be easily identified by the use of identification badges and uniforms or shirts with the vendor's logo clearly visible.
The vendor shall protect all buildings, furniture, equipment, personal items, trees, shrubs, lawns and all landscaping on school property from damage. Any damaged property shall be repaired or replaced at the vendor’s expense.
In the event vendor equipment, software, materials, etc. are necessary to provide services, they must be compatible with existing equipment, software, material, etc. The school system is not required to make any purchase of equipment, software, material, etc. to accept the vendor’s services.
This bid and any resulting contract/s do not restrict Hale County School District from purchasing the requested services from other vendors.
All requirements specified in this RFP and the vendor’s bid become a part of any awarded contract.

II.REQUIREMENTS SPECIFICATIONS

Background and Description of Requirement: Hale County School District has local area networks (LANs) at each location comprised of the Cat5e and fiber cabling, primarily Cisco network equipment, Tandberg distance learning equipment and software needed for the network and distance learning equipment to operate. These networks, in combination with the leased fiber WAN services, enable the district to communicate, conduct educational activities and have access to the Internet.
Hale County School District is seeking bids for the following basic maintenance time and materials support, at an hourly rate, to supplement existing district support activities, on an as-needed basis. Separate contracts for eligible and ineligible services are necessary to ensure separation of services for the purpose of being able to distinguish eligible from ineligible services and to receive separate invoicing, payment and activity tracking:
1)E-rate Eligible Network Technical Support Services - limits support to only E-rate eligible activities, equipment/software, & locations (break-fix support) as outlined by the Schools and Libraries Support Mechanism, Eligible Services List and all other USAC/SLD eligibility guidance and direction.
2)General Network Maintenance Support Services for Ineligible Equipment, Software, & Locations (Not E-rate Eligible) – covers any support services beyond E-rate eligible Basic Maintenance((i.e., proactive support such as installing equipment or cabling, monitoring, controlling, and/or managing the network or components), support of ineligible distance learning components, support to: data/application servers; ineligible locations; locations not listed on a funded E-rate application; etc.) (Note: The service contract for ineligible network maintenance support may or may not be awarded).
Purchase Levels. Hale County School District does not guarantee any purchase levels. The Technology Coordinator will determine what support and equipment coverage is needed, if any, each year and will purchase some, none, or all support/coverage, whatever is in the best interest of the Hale County School District each year of the contract and any extensions.
E-rate Eligibility Support Limitations
Support Services Eligible for E-rate Funding. E-rate eligible support and services shall meet all guidelines established by the FCC and administered by SLD to ensure services meet E-rate eligibility requirements. Eligible “necessary” support services are defined by SLD’s 2016 Eligible Services List as follows:
“E-rate support is available for basic maintenance and technical support appropriate to maintain reliable operation when provided for eligible broadband internal connections. “The following basic maintenance services are eligible:
  • Repair and upkeep of eligible hardware
  • Wire and cable maintenance
  • Configuration changes
  • Basic technical support including online and telephone based technical support
  • Software upgrades and patches including bug fixes and security patches
Basic maintenance is eligible for support only if it is a component of a maintenance agreement or contract for eligible broadband internal connections. The agreement or contract must specifically identify the eligible internal connections covered, including product name, model number, and location. Support for basic maintenance will be paid for the actual work performed under the agreement or contract. Support for bug fixes, security patches, and technical support is not subject to this limitation.”
Support Services Not Eligible for E-rate Funding. According to SLD’s 2016 Eligible Services List, “Basic maintenance does not include:
  • Services that maintain ineligible equipment
  • Upfront estimates that cover the full cost of every piece of eligible equipment
  • Services that enhance the utility of equipment beyond the transport of information, or diagnostic services in excess of those necessary to maintain the equipment’s ability to transport information
  • Network management services, including 24-hour network monitoring
  • On-site technical support (i.e., contractor duty station at the applicant site) unless applicants present sufficient evidence of cost-effectiveness
  • Unbundles warranties
The following additional activities are also not eligible (this and the above lists are not all inclusive):
  • Maintenance to end user equipment/software, applications servers, etc.
  • Equipment installations or moves (i.e. new equipment installations or moving equipment from one location to another), except if in direct support of a repair action
  • Installation of new network drops (only repair of existing drops is eligible)
  • Support services to ineligible locations, non-instructional locations (generally), and locations not listed on an approved E-rate application

Network Support Requirements (E-rate Eligible) (Time & Materials): Vendor must provide qualified personnel to deliver Basic Maintenance network support on an as-needed basis for the E-rate eligible network components (equipment, software, cabling, etc.) at the eligible locations identified in these specifications. Support must meet all guidelines established by the FCC and administered by USAC/SLD to ensure services meet E-rate eligibility requirements.
1)Technical Requirements: Must be able to diagnose and resolve network-layer issues related to passive and active network hardware (hubs, converters, switches, routers, etc.), servers, IP address problems, network connection problems, and network-centered system configuration issues. Apply current software upgrades and patches, including bug fixes and security patches for network hardware (servers, switches, routers, distance learning equipment, etc.) and software components, as required. Services include support for the repair, or if the problem is beyond repair, replacement, of the networking equipment listed herein.
