TO RECEIVE ANY DECLARATIONS OF INTERESTS FROM MEMBERS None
TO APPROVE and SIGN the MINUTES of the General Parish Meeting held on 18th of August. VB signed.
MATTERS ARISING:
1.  Solar Farm: Highways Officers at Cambs. and Beds. County Councils have no objection to the development. The revised CTMP does not propose signage specifically for Ford Road - rather it takes the approach of sign-posting the proposed routes only. HDC have no basis on highway safety grounds to request signage for Ford Road. Clerk to notify that HGV's do use Ford Rd. and signage as requested is used as demonstrated in Great Staughton to prevent HGV’s using road.
A temporary speed limit of 40 mph on B645 not necessary to make the development acceptable. Highways Officer at Cambs. County Council is satisfied that the required visibility standards from Sharps Barn junction can be provided for the lifetime of the development. Therefore speed surveys are not necessary to justify a shorter splay.
Comment regarding the development of public rights of way
Outside of planning is noted.
2.  Tree planting in memory of resident – Planting permission never granted outside 56 High St. by CCC. Who have stated that they would not consider planting one within 5 metres of a footway or carriageway or where its roots may cause damage to a building in the future. Update given to family. Family to discuss and come back to Parish Council bulbs have been purchased and help in planting likely to be in October.
3.  Repairs/re-surfacing Orchard Close should be started late morning/early afternoon on Monday 14/9/15 taking 2 days. This is preparative work ahead of anticipated resurfacing 2016. Clerk to contact Jo Challis Feb. 2016 to ensure works still approved.
4.  Planning: 26 Manor Way Hail Weston St Neots PE19 5LG Status: HDC In progress due to applicant submitting wrong projections. HWPC comments reported 7/9/15 following correct projections.
5.  Trees near to Allotments: Anglia Water completed works following acknowledgement of their responsibility. Clerk to thank land owner for help in establishing correct ownership.
6.  Village sign removed on 5/9/15. Clerk to receive update ahead of next meeting if not returned.
7.  Parish Steward Position: GW to request advertisement in Church newsletter, mail chimp and confirmed it would feature in Parish newsletter also. Item to be carried to next Agenda.

COUNTY COUNCILLOR P DOWNES forwarded report. TB acknowledged this report which stated challenging financial forecast for next 5 years against growing County requirements.
TO DISCUSS PLANNING APPLICATION:
a.  15/01416/TREE Crown reduction of a horse chestnut 64 High Street, Hail Weston PE19 5JW. APPROVED Proposed by GW seconded by VB.

a.  Account balances and Reconciliation September: Business Money Manager £26,944, Community a/c £2388 and Community a/c £0.91. TOTAL £29,333. Transfer £3000 to current account. All in favour.

TO DISCUSS LOCAL HIGHWAY IMPROVEMENT SCHEME TB reported that 2500 records had been captured during four days. TB thanked twelve volunteers and Parish members for their help. TB would analyse records and would report back. Application for LHI scheme due November 2nd and further pre work to commence: Clerk to contact Derek Crosby Traffic Management Officer as his comments required to support speed limit change. Clerk to discuss with contacts within Parishes who have successfully bid before. Clerk to thank Brampton for loan of handset. TB to progress application. Members thanked TB for organising. TB requested that members email considerations/thoughts to him by mid – October for inclusion in application. TB to thank and update volunteers.
TO DISCUSS WEBSITE GW confirmed quotation had been requested and due imminently for consideration. Members expressed concern over time to prepare requirements and launch website. GW to discuss this with developer and report back.
TO REVIEW GARDEN OF REST PE circulated three quotations for members to consider. Members to read through each proposal. Item to be carried to next meeting.
TO DISCUSS ITEMS REQUIRING ACTION RESULTING FROM CIRCULATION OF COUNCILLOR REPORTS PRIOR TO THE PARISH MEETING
a.  Speed checks - report from TB as circulated.
b.  Garden of Rest - as item 10
c.  Newsletter – GW making adjustments ahead of circulating to members by end of month. TB requested a numerical system adopted for newsletter.
d.  Allotment letter approved Clerk to circulate to holders by end of month.
e.  Playing Field- path edging sprayed, goal posts and small child area re painted, benches repainted. Contractor had highlighted an issue with benches in new cemetery and one by phone box, Clerk checked & felt they were acceptable presently. Replacement swings ready for installation, Clerk arranged for help to install for a small charge from a HDC contact. TB concerned with regard to removal of Step on bottom of fort. Clerk confirmed it was removed to prevent access to very young children as identified on a risk assessment in 2009 when installed. It was agreed no action would be taken as the RoSPA check completed earlier in the year had not highlighted an issue with removal of step. Clerk to discuss with RoSPA and report back. JG circulated report from Dawn. Clerk to receive quotation from contractor to weed spray meadow area. Clerk to confirm that waste bins can accept dog waste and source stickers to help highlight this.
CLERKS REPORT AND CORRESPONDENCE
a.  CCC: 21/8/15 Highways depot reminder and LHI deadline of 2/11/15. 1/9/15 news trial every 2 months from Communications team information sent to GW. 11.9.15 Jo Challis road repairs Orchard Close.
b.  RESIDENTS: 23/8/15 planning application. 2/9/15 grass cutting: clerk checking maps and one of areas not highlighted on map. Clerk to discuss area in Bird Lane with contractor. 9/9/15 Garden of rest access – resident has blocked off pathway on 8/9/15 although happy to open for anyone wished to have access. Resident will keep HWPC aware of timings once known.
c.  HUNTS FORUM: 1/9/15 DIY Communities free funding event.
d.  HDC: 19/8/15 Emma Stannard- Environmental maintenance requests – Clerk completed. 21/8/15 Bury PC Neighbourhood area consultation. Parish Alert 28/8/15 Code of Conduct & Register of Interest. Clerk checked all complete minor alteration required from TB. Clerk forwarded to TB. 4/9/15 Flood & water planning document consultation 4.9.15 – 16.10.15. 7/9/15 Planning updates: solar farm and 26 Manor Way.

Clerk reported Fly tipping, pot holes (footpath by 56 High Street, road by village verge and Ford End) and weeds along B645 reported. Clerk working with St Neots T C in relation to cemetery management. Registers and records Clerk maintaining. Part time lighting across CCC some Councils having to pay for street lighting next year from 12 midnight – 6am, new legislation on 31/8/15 resulting in stronger protection for unauthorised occupation. Allotment request from resident Approved on basis the agreement would be reviewed annually.
