Light blue denotes an activity related to demolition permitting. Yellow denotes those activities related to submission for building permits. Orange identifies redevelopment/new construction activities.

Date / Task/Activity
Mid-September 2012 / Michael Huneke from Broward County verbally notified Habitat Broward that HUD required an environmental phase I assessment due to project change. Advised that until assessment was conducted and findings submitted to HUD, Habitat Broward may wish to post-pone further activity on the site.
9/25/12 / Amendment #3 to NSP contract between Hallandale and Habitat Broward was executed to reflect the revised scope of work to demolish existing 8 units and redevelop 7 units.
Mid-September 2012– 11/19/12 / Obtained bids for environmental phase I assessment; signed contract and completed testing, resulting in no substantial findings; subsequently provided copy of complete report to Broward County.
11/24/12 – 12/21/12 / Prepped site for demolition: Removed power lines and water meters; submitted request to Comcast & BellSouth to remove their lines
Mid January 2013 – 2/5/13 / Researched on City’s website the process and requirements to request demo permit. January 15 was provided in the initial schedule to represent approximate start date of mid-January when this process began.
1/30/13 / 5th Amendment to Interlocal Agreement between Broward County and Hallandale Beach was finally executed, approving the use of NSP funds for demolition and redevelopment by Habitat Broward.
2/6/13 / Sent e-mail to Raul Alvarez, Chief Building Official for Hallandale to request confirmation of the City’s ordinance requiring simultaneous submission of the applications for demo and building permits for projects whose scope of work is demolition and redevelopment on same site. Copy of e-mail attached.
2/7/13 / Received confirmation of the above from Raul Alvarez. Copy of e-mail attached. As architectural drawings were not completed at this time, Habitat Broward could not move forward with request for demolition.
2/8/13 / Contracted with architectural firm of Gustavo Carbonell PA to design townhomes on the site. This firm was selected based on its reputation for specializing in townhome design.
4/12/13 / Met with Broward County and Daniel Rosemond of Hallandale to discuss project. Mr. Rosemond stated that in order to keep the project moving forward, he would approach the City’s building department to see if we could obtain a demo permit prior to submitting for new construction permits. Mr. Rosemond sent e-mail later that day stating the building dept. would entertain a separate request for a demolition permit.
4/16/13 – 5/30/13 / Habitat Broward completed pre-demolition procedure as outlined on the City’s website.
5/14/13 / Ralph Tait from Gustavo Carbonell PA e-mailed Habitat Broward to request funds to be submitted to Robert Collins of the City’s Planning & Zoning Dept. He was scheduled to meet with Mr. Collins on 5/16/13 to submit plans for review. He said City would request additional funds if the project requires DRC review. This date was incorrectly reported as 4/15/13 on previously submitted schedule, which was based on previous estimate provided by architect. Copy of 5/14/13 e-mail attached.
5/31/13 / Upon submission of demo permit application, Habitat Broward advised by Rafael Perdomo of the City’s bldg. dept. that the process displayed on City’s website at that time was no longer in use.
6/3/13 / Habitat Broward met with City’s building official to review the revised process to obtain a demolition permit.
6/6/13 – 7/4/13 / Submitted for bids for demolition and plumbing (sewer cap); obtained revised surveys required by City; obtained an asbestos survey; submitted for bids for asbestos abatement.
6/12/13 / Mr. Tait of Gustavo Carbonell PA e-mailed Habitat Broward with status update. Per an e-mail he received from Mr. Collins the week before, engineering comments were still pending. Mr. Tait submitted plans to the City for review as a minor site plan application. However, he advised that there was still a possibility the City may require a formal DRC meeting.
6/13/13 / Mr. Tait e-mailed Habitat Broward confirming meeting scheduled with Mr. Collins of City’s P&Z for 6/18/13. At that time, he will receive comments from Engineering & P&Z. Provided new target date to submit for permit August 1 if comments aren’t major.
7/5/13 / Recorded notice of commencement for demolition with Broward County.
7/8/13 / Applied for demo and sewer cap permit with the City.
7/11/13 / Gustavo Carbonell PA addressed comments and re-submitted plans to City.
7/12/13 / Sewer cap permit issued by City.
7/16/13 / Sewer cap inspection was passed.
7/22/13 / Executed asbestos abatement contract.
7/23/13 / City approved minor development review of site plan, but requested additional set of prints prior to stamping.
8/2/13 / Demo permit approved by City.
8/8/13 / Asbestos abatement completed.
8/8/13 / City physically stamped site plan for passing minor development review.
8/13/13 / Signed contract for demo of the shell (exterior); signed agreement with Chief Ryan of Hallandale Beach Fire Dept. allowing them to use the site for training purposes once interior demolition is complete.
8/15/13 / Demo permit issued by City.
8/29/13 / Started interior demolition of two of the four buildings.

Week of 9/16/13 / Submit for permits for first building, based on most recent projection by architect.
Week of 9/23/13 / Submit for permits for second building, based on most recent projection by architect.
October 2013 / Complete demolition of site.
October/November 2013 / Obtain building permits, based on 60-90 estimated timeframe to complete process.
November 2013 / Begin site prep.
December 2013 – February 2014 / Pour foundation and complete block work.
February/March 2014 / Start construction activities (first construction volunteers offered).
September 2014 / Finalize selection of homebuyers.
February 2015 / Complete construction of townhomes & occupy units.
Within 30 days of CO’s issued / Transfer title to homebuyer families.
