Subject: / Elective Transmission Upgrade (ETU) Project Tariff Changes
On December 2 and 16, 2014, ISO New England Inc. (the “ISO”) presented to the Transmission Committee proposed rule changes that are necessary to support the Elective Transmission Upgrade (“ETU”) project. Specifically, the ISO presented the new Schedule 25 – Elective Transmission Upgrade Interconnection Procedures (“Schedule 25”) to the ISO’s Open Access Transmission Tariff (“OATT”), which contains the core provisions that establish the procedures and agreements for the interconnection of ETUs to the Administered Transmission System. The ISO also presented conforming changes necessary to support the ETU project in: (1) Tariff Section I.2.2; (2) OATT Sections II.34, II.46, and II.47; (3) OATT Schedules 11, 22 and 23; (4) OATT Attachment K; and (5) the Transmission Operating Agreement (“TOA”). Based on the discussions at the Transmission Committee, the ISO has made certain incremental changes to the documents to address stakeholders’ feedback and to correct certain ministerial errors (e..g, grammatical errors, misspelling, spacing and formatting).
The changes made to the documents are described below:
Language Reference / Explanation /OATT Schedule 25 / · ETU IP Section 1 and ETU IA Article 1 – Revised the definitions of: Interconnection Feasibility Study to replace incorrect reference to “PTF” with “Administered Transmission System”; Site Control to insert “interest in” and recognize easement or license as indicia of Site Control.
· ETU IP Section 2.5 and ETU IA Article 9.3 – Added new section in ETU IP to address the treatment of ETUs, which was previously addressed in a proposed new Article in the ETU IA.
· ETU IP Section 3.1 – Revised to improve the readability of the sentence.
· ETU IP Section 3.2 – Moved paragraph to end of the section so that the section reads better.
· ETUP IP Section 3.2.1.3 – Added CNR Group Study because the definition of Interconnection Studies does not include CNR Group Study, and CNR Group Studies are subject to re-study post FCA.
· ETU IP Section 5 – Added clarification that the updated Interconnection Request must be for the same project that proposed in the application submitted under the current Section II.47.5, and to include specific dollar amounts to facilitate Interconnection Customer’s meeting the requirements without delays associated with study cost estimates and deposit assessments.
· ETU IP Sections 7.1, 8.5 and 9– Revised to maintain the current Facilities Study/Engineering & Procurement Agreement option.
· ETU IP Interconnection Request Form – Revised to add requirement to submit valid request to other Control Area for certain ETUs.
· ETU IP Facilities Study Agreement – Revised introductory “Whereas” clause consistent with the clause in the other study agreements.
· ETU IP and ETU IA – Corrected misspellings, spacing and formatting throughout the document.
OATT Schedule 22 / LGIP Section 1 – Revised Site Control definition consistent with the changes made in Schedule 25.
LGIP Section 3.2.1.3 – Revised consistent with the changes made in Schedule 25.
LGIP Sections 7.5, 8.5 and 9 – Revised consistent with the changes made in Schedule 25.
LGIP and LGIA – Corrected misspellings, spacing and formatting throughout the document.
OATT Schedule 23 / SGIP Section 1.4 – Revised Site Control provision consistent with the changes made in Schedules 22 and 25, noting the existing provision varies from the definition included in Schedules 22 and 25..
SGIP and SGIA – Corrected misspellings, spacing and formatting throughout the document.
TOA / Revised Section 2.5 to incorporate ETUs into the existing provision applicable to generators, and delete Section 2.5(b), and revised definition of ETUs.
