THE POSITION

This position is located in Sedona, Arizona. The incumbent serves as an assistant to the District’s Recreation Staff Officer and is responsible for overseeing the ongoing recreation operations on a district that has over 1.5 million visitors per year.

The position is located in the District’s recreation organization and will provide leadership and oversight for a complex, and year-round recreation operations program. This position currently oversees operations of both developed and dispersed recreation, and serves as the permit administrator for a large and complex campground concession program. Supervision is a major component of the incumbent's responsibilities and exceeds 25 percent.

The position directly supervises two GS-7 supervisory recreation technicians. The GS 7s serve as the leaders for the trails, wilderness and wild & scenic river programs and dispersed recreation programs and supervise three to thirteen GS-5 and GS-6 technicians.

THE DISTRICT RECREATION PROGRAM

The Red Rock Ranger District Recreation Program includes:

·  575,000 acres of the Sedona Red Rock, Verde Valley and Beaver Creek areas

·  The Red Rock High Impact Recreation Area and Fee Program

·  Oak Creek Canyon recreation area

·  6 Developed campgrounds

·  7 Developed Picnic areas

·  2 Rental Cabins

·  7 Wilderness Areas

·  The Verde and Fossil Creek Wild and Scenic Rivers

·  3 Prehistoric/historic cultural heritage sites

·  undeveloped-dispersed camping opportunities

·  Over 330 miles of trails

·  40 actively managed outfitter/guide permits

This area experiences over 1.5 million visits to our trails and recreation sites every year. It has a very active outfitter and guide, travel management, river management, and trails program, with over 500,000 trail users per year and several trails receiving over 50,000 hikers per year.

Heritage Site program

The district manages three prehistoric Native American cultural sites V Bar V, Palatki, and Honanki. The district has an active presence and interprets two of the three sites.

Campground concession program

The concession operation is one of the more complex of its kind in the country. The permit is in year 3 of a 5 year with option to extend to 10 year permit. The successful candidate will serve as the permit administrator for this permit.

Trails Program

The District manages a trail network that spans over 330 miles.

Wilderness Program

The District manages all or part of seven distinct Wilderness Areas: The Red Rock-Secret Mountain, Sycamore Canyon, Munds Mountain, Wet Beaver Creek, West Clear Creek, Fossil Springs, and Mazatzal Wilderness Areas.

Wild and Scenic River Program

Verde Wild and Scenic River is jointly managed by the Red Rock RD, Cave Creek RD, and Verde RD of the Coconino, Tonto, and Prescott National Forests respectively. The management corridor consists of 12,516 acres. The Red Rock RD employs a PFT River Ranger who spends October-March patrolling the Verde River by boat with FS employees and volunteers.

The Fossil Creek Wild and Scenic River offers complex management challenges for the District. During the spring and summer months the district has committed to two Forest Protection Officer patrollers. The district is also actively collecting social use data to assist with writing a Comprehensive River Management Plan (CRMP).

The Red Rock RD has taken the lead management role for the Verde and Fossil Creek W&S Rivers as well as the implementation of their respective CRMPs. They are currently the only two W&S Rivers in the state of Arizona.

THE SETTING

The Coconino National Forest consists of three Ranger Districts covering approximately 1.8 million acres. The Forest is located in Northern Arizona and is characterized by a broad plateau of ponderosa pine and many rocky, slot canyons of the Mogollon Rim transitioning to the Upper Sonoran desert areas of the Verde Valley.

The Red Rock Ranger District is situated in the Verde Valley, and its “red rock country” is world renown for its sensational red sandstone mountains, cliffs, spires, buttes, and mesas of Sedona, Arizona. Diverse vegetation is found within the District; mixed conifer canyons exist at higher elevations, ponderosa pine forests and pinyon/juniper woodlands dominate the mid-elevation sites, and desert shrub and grasslands are present at the lower elevations. Numerous riparian areas and perennial rivers and creeks are also present on the District. The Verde River runs north to south through the valley and is fed by numerous tributaries; Sycamore Creek, Oak Creek, Dry and Wet Beaver Creeks, West Clear Creek and Fossil Creek. 46 permanent employees and an additional 25 seasonals are employed at the Red Rock Ranger District. There are approximately 300 volunteers who work for the District.

The working environment of the District has temperature extremes of cold and heat. The 3,000 to 5,000 foot elevation of the Red Rock District offers, at lower elevations, mild winters and extreme summer heat, with an average of forty days of 95+ degree temperatures and fifteen of the forty days exceeding 100 + degrees.

DUTY STATION

The Red Rock Ranger District office located one mile south of the community of the Village of Oak Creek and approximately eight miles south of Sedona, Arizona. Located in the Verde Valley and Yavapai County, the new Red Rock Ranger District Office, is within easy commuting distance (approximately 8-20 miles distance) of the entire Verde Valley and its numerous small communities. The Verde Valley communities include: Rimrock (population 2,000), Village of Oak Creek (population 3,500), Sedona (population 20,000), Cottonwood (population 18,000), Camp Verde (population 12,000), Cornville (population 3,800), Clarkdale (population 3,500), and McGuireville (population 700).

Housing

Government housing is reserved for seasonal employees. Verde Valley properties are common and reasonably priced.

Schools

All of the communities in the Verde Valley have a variety of schools, including a variety of charter and private schools. Yavapai College also has a campus and several satellite facilities in the Verde Valley. Northern Arizona University and Coconino Community College are both located in nearby Flagstaff.

Transportation

Flagstaff has a commercial airport, which offers flights daily to Phoenix, Arizona, and train service is available on Amtrak.

Motels and Restaurants

There is no shortage of motels or restaurants in the Community, with Sedona being the second most popular tourist destination in Arizona after the Grand Canyon.
