GREATER KROTZ SPRINGS PORT COMMISSION

REGULAR MONTHLY MEETING

NOVEMBER 02, 2015

The Regular Monthly Meeting of the Greater Krotz Springs Port Commission was held on Monday, November 02, 2015, at 5:00 p.m. at the office of the Greater Krotz Springs Port Commission in Krotz Springs, Louisiana. The following Commissioners were present, which constituted a quorum:

COMMISSIONERS PRESENT: Batiste, Carter, Cornelius, Haynes, Leger, McMillan, Reed, J. Soileau, K. Soileau, Thibodeaux, and Thompson.

COMMISSIONERS ABSENT: None

OTHERS PRESENT: Gary Soileau, Cindy Stelly, James Lopez, and Opelousas Mayor Reggie Tatum.

Commissioner James Soileau called the meeting to order. He also led the Prayer and the Pledge of Allegiance was recited by everyone.

APPROVE MINUTES OF OCTOBER 05, 2015:

MOTION: REED SECOND: THIBODEAUX

A motion was made by Monita Reed and seconded by Mike Thibodeaux to approve and accept the OCTOBER 05, 2015 Regular Meeting Minutes as written. All Commissioners present agreed unanimously.

INDUSTRIAL INDUCEMENT COMMITTEE REPORT:

MOTION: LEGER SECOND: BATISTE

A motion was made by Dallas Leger and seconded by Senic Batiste to approve and accept the OCTOBER 12, 2015 Industrial Inducement Committee Meeting minutes as written. All Commissioners present agreed unanimously

EXECUTIVE COMMITTEE REPORT:

A motion was made by Dallas Leger and seconded by Kirt Soileau to approve and accept the OCTOBER 19, 2015 Executive Committee Meeting minutes as written. All Commissioners present agreed unanimously.

OTHER BUSINESS:

PORT STATUTE:

Jim Lopez, Port Attorney, reported that work continues with the bonding attorney and other attorneys involved to propose legislation to amend the statutes for the Greater Krotz Springs Port Commission to make changes to grant powers to the Commission comparable to those granted to similar ports in Louisiana including:

(1)  Extending the authorized term for which leases may be granted by the Port;

(2)  To clarify that the Port has the right to lease property and to permit third parties to build improvements on leased property;

(3)  To clarify the purposes for which the Port may expropriate property to include

servitudes for railroads, pipelines, utilities, mooring rights, barge fleeting rights and

other operations necessary for the benefit and advantage of the operation of the Port.

(4)  To change the vote required to approve a matter at a commission meeting from a majority of the entire commission to a majority of the members present at the meeting.

(5)  To grant the authority for the Port to exercise Economic Development Functions.

MOTION: THIBODEAUX SECOND: LEGER

A motion was made by Mike Thibodeaux and seconded by Dallas Leger that the Port move forward with the proposed changes to the Port statute. All Commissioners present agreed unanimously.

The next meeting date was scheduled for December 01, 2015. There being no

further business, Commissioner Mike Thibodeaux motioned for the meeting to adjourn, seconded by Commissioner Monita Reed.
