GENERAL DESCRIPTION OF POSITION:

Associate Superintendent for Finance – Full Time

As the chief financial officer for the district, position directs and manages the financial and business operations of the district while maintaining compliance with all relevant generally accepted accounting principles, district policies, and local, state and federal standards and statutes. Responsibilities include accounting, financial reporting, budgeting, negotiations, cash management, financial policy development, purchasing, insurance, grant funding, special projects, and business and financial services to local districts.

QUALIFICATIONS AND REQUIRED SKILLS:

▪Bachelor’s degree in Business Administration, Accounting or Finance required. CPA certificate or Master’s degree preferred.

▪MSBO certification as Chief Financial Officer.

▪Seven to ten years of progressively responsible work experience in accounting or financial management. Five years minimum experience in public school business administration.

▪Extensive knowledge of laws, rules and regulations governing school finance and public education.

▪Strong accounting and financial analysis skills. Exceptional computer skills including knowledge of automated accounting systems and proficiency in use of business software.

▪Strong leadership and management skills including ability to develop and evaluate others.

▪Ability to communicate effectively in verbal and written format, complex financial information to Board of Education, superintendents, community, and staff.

ESSENTIAL RESPONSIBILITIES: (Other duties may be assigned)

▪Develop and communicate school financial information allowing the superintendent and Board of Education to make sound educational based decisions.

▪Maintains the financial integrity of the district through knowledge of all laws, rules, regulations, and policies pertaining to the financial affairs of the district.

▪Provide business advisory services to each GIRESD department. Initiate programs to promote efficiencies and improve the business operation processes within the district.

▪Provide collaborative business services and financial consultation to constituent districts.

▪ Develop procedures and internal control systems in accordance with district policies.

▪Work effectively with other governmental units and community organizations on financial related issues affecting the district.

▪Oversee district budget planning process. Prepare and present budgets to Board of Education projecting revenue and expenditures for all funds.

▪Oversee preparation of district financial reports, ensuring Federal, State, and local reporting requirements are met.

▪Serve as district’s lead financial representative in contract negotiations. Interpret and implement contracts as necessary.

▪Responsible for treasury management function, ensuring district cash needs are met and investments meet State legal requirements and Board policies.

▪Supervise district accounts payable/receivable, payroll, and human resource functions.

▪Assist district auditors in completion of annual reviewof district financial operations. Assist auditors of state and federal programs as needed.

▪Monitor financial activities of district grants ensuring compliance with state and federal guidelines.

▪Ensure district purchasing process meets requirements of Board policies and applicable State law.

▪Ensure district assets are protected and insured within acceptable risk levels.

▪Manage school financial software system providing finance, payroll, and student services to participating local school districts and ISD’s.

▪Supervise the maintenance and utilization of district facilities and operations.

▪Manage pupil accounting and truancy functions of the district.

▪Perform other related duties and responsibilities as assigned by the Superintendent.

COMPENSATION:Salary comparable to Gratiot-Isabella compensation structure of cabinet level positions.
