This form is available from the Uniting Church (BOMAR) website Ideally, after downloading, the form should be saved and the necessary information inserted electronically. Once completed, the necessary church council and presbytery approvals must be obtained. Please do not send copies to the Grants and Loans Committee prior to obtaining these approvals. Sending unapproved applications does not reduce the time taken to process applications as unapproved applications will be returned.

Notes on completing this form

1All applications MUST have the approval of Presbytery or (where appropriate) UnitingCare.

2ALL sections of the application form relevant to your organisation must be completed. Incomplete applications or those applications not approved by Presbytery,cannot be considered by the Grants and Loans Committee and will be returned to the applicant.

3There are a number of different types of loans available with varying interest rates and criteria. They are as follows (as at 1/2/09):

(a)Bridging loans

Development Fund bridging loans are available where a congregation or agency need finance to purchase a new building (eg manse) or subdivide a property, and are awaiting the settlement of an existing building (eg manse) or the sale of the subdivided land.

Variable interest rate:5.75% per annum

Term:Usually 1 year

(b)Development Fund General loans

Development Fund General loans may be approved for capital works including the purchase of land, construction of new buildings such as church centres, manses and halls, or the purchase of equipment.

Variable interest rate:5.25% per annum

Term:Usually up to 15 years

(c)Earmarked loans

Any UnitingChurch presbytery, congregation, organisation or person may deposit money into the Development Fund and earmark it for their own organisation’s project. These deposits are maintained in the name of the depositor; however an organisation may then have a loan approved for an amount up to the combined total of deposits for any authorised project. As such, the amounts deposited represent collateral, with and must be maintained at the agreed level. Any diminution of the collateral must be made good, either by the organisation arranging for additional deposits or by applying for a Development Fund loan.

Variable interest rate:4.25% per annum

Term:Usually up to 15 years

(d)Special Assistance Plan loans (SAP)

Special Assistance Plan loans are specifically for capital works for UCA organisations which have earmarked deposits in the Development Fund. Any UCA presbytery, congregation, organisation or person may deposit money into the Development Fund and earmark it for their own organisation’s project. These deposits are maintained in the name of the depositor, however an organisation may then have a loan approved for an amount up to the combined total of deposits for any authorised project. As such, the amounts deposited represent collateral, with and must be maintained at the agreed level. Any diminution of the collateral must be made good, either by the organisation arranging for additional deposits or by applying for a Development Fund loan.

Depositors forego the interest on their investment and that interest is offset against the interest expense on the loan. The borrowing organisation will only be required to pay interest at a rate of one percent.

Fixed interest rate:1.0%

Term:Usually up to 10 years

(e)Interest Free loans

Interest Free loans of up to $20,000 may be made available only to congregations with limited financial resources who need financial assistance with the purchase of equipment and/or for operating costs including repairs and maintenance. A small monthly fee (1.0% p.a.) is charged for this service.

Term:Up to 10 years

4Loan Repayments

The term of the loan and the repayment schedule will vary according to each individual loan.

Repayments are made on a monthly basis by direct debit and commence when the loan has been fully drawn.

The repayments for Bridging Loans are made on an annual basis (including accrued interest), or following the settlement of the property against which the loan was made.

The borrower must be able to demonstrate, in this application, that it can service and repay its loan(s) in accordance with the repayment schedule.

UnitingCare agencies do not need to complete questions 1, 2, 3 and 4 of Section C. However they will need to clearly articulate the relationship between the agency and the local congregation(s) and the relationship between the agency and the relevant Presbytery.

Please note that further information on financial matters is available in the Resource Manual that provides information on BOMAR proposals, planning a building project, buying, selling or leasing UC property, insurance, the Development Fund, the UCA Cash Management Fund and other useful information. The Resource Manual is available to all congregations for $15 (photocopying costs) plus $5.00 postage. A copy can be obtained from the Mission Participation Unit on 9251 5258.

The UnitingChurch in Australia Synod of Victoria (UCA) acknowledges and respects the privacy of all individuals. We support and endorse the National Privacy Principles contained in the Privacy Amendment (Private Sector) Act 2000 and will comply with these principles whenever personal information as defined by the Act is collected by us.
BOMARis part of the UCA and its purpose is to facilitate mission and ministry. BOMAR conducts its activities and functions in accordance with the National Privacy Principles as follows:

processing submissions to BOMAR;
communicating BOMAR decisions and policies to UCA presbyteries, congregations and agencies.
Disclosure of personal information / Personal information will only be disclosed to those conducting the business of BOMAR including Synod staff, BOMAR members and office bearers of the relevant presbytery, congregation or agency.
We will not disclose your personal information to a third party without your consent.
Your access / Should you wish to access our records of your personal information we will arrange it within 14 days of your written request. An administration fee of $10.00 applies.
Accuracy, up to date / We will record your information accurately and update it in our records on receipt of your written advice.
Destruction of unnecessary personal information / We conduct a review of our personal information records in January each year and remove any personal information that is no longer required.
