PRESENTATION OPPORTUNITY

Each applicant will have the opportunity to make a brief presentation summarizing the project to the committee. Presentations will be limited to five minutes with a short question and answer time to follow. Presentations will be given at the Special Projects Fund Committee meeting. Applicants will be contacted to arrange notify the meeting schedule.

AWARD NOTIFICATION

Each applicant will be notified of his or her award status no later than November 13, 2009

Awards will be distributed based upon committee approval of funding. All funding decisions made by the committee are final. Each applicant will be sent an official notice of the committee’s decision. If funding has been approved, a Letter of Agreement and related materials will be sent to the project coordinator. The Letter of Agreement sets forth the terms and conditions of funding and must be signed by the project coordinator named on the application. Signing the Letter of Agreement obligates the sponsoring entity to conduct the project as described in the funding request and to accept the conditions outlined in the Letter of Agreement.

FINANCIAL MANAGEMENT

Award recipients must account for project funds in a manner that:

-  Monitors the expenditure of all grant funds against the approved budget.

-  Ensures that all commitments and obligations of project funds occur during the approved funding period.

-  Records the receipt and disbursement off all project funds.

-  Documents the time spent by project personnel on program activities (when applicable).

PAYMENT SCHEDULE

Funds will be made available to the recipient according to the scheduled activities of the project. Ten percent (10%) of each funding award will be held back as a final payment pending satisfactory completion of the project. A written evaluation and financial report must be submitted before final payment can be made. The report must be submitted no later than 3 weeks following the project ending date.

Please provide a detailed description of your project by addressing the six (6) award criteria found in the guidelines included with this packet. Be sure to include an explanation of how UAA students will directly benefit as a result of funding your project. This description and the attached budget worksheet will serve as the primary basis of the Project Fund Committee’s award decision.

Award Guidelines

A. Criteria for Award

Awards are made at the sole discretion of the SPF Committee. An award can be granted by the committee with a simple majority of voting membership. Voting can only take place once quorum has been established for a scheduled meeting. Decisions are based upon one or more of the following criteria:

1.  All proposals must be sponsored by an individual student or student organization.

2.  Funding of the proposed project/program will directly benefit the student population of the University of Alaska Anchorage.

3.  Project/program being funded will be accessible to all students and will provide equal opportunity to all as described in the UAA EO/AA statement.

4.  The projects Fund is intended for projects/programs that are not typically supported by the State of Alaska General Funds. Program proposals that include partial funding from General Fund moneys will be considered only under extreme circumstances.

5.  Funding has been actively sought from other resources and it has been determined that the current funding level is inadequate and the project/program is at risk of discontinuation. (Applies to programs already in existence).

6.  Project/program is in an initial stage and applicant can demonstrate that a source of long-term funding is being actively sought and anticipated.

The intent of this grant program is to fund “special” and unique project/programs. This grant should not be considered as a consistent funding source, and only under exceptional circumstances will funding be honored more than once for a particular project/program.

B. Content of Proposals

Proposals should be short and concise (generally three pages or less), and contain the following information: (The Projects Fund will provide application for submission).

1.  Name of student or student organization sponsor.

2.  A description of the project/program fort which funds are being sought.

3.  A description of how UAA students will benefit as a result of funding the project.

4.  Utilizing the Projects Fund budget worksheet, provide a comprehensive budget for the project. Include the amount and source of other revenue, and describe how the amount requested will be specifically used.
