Details of Service / The Health Business Services (HBS) Division carries full operational accountability and responsibility for the delivery of a large range of support functions to the health system with the core objective of delivering these services efficiently and of a high standard thus allowing frontline services to focus on patient care delivery.
The aim of HBS Finance is to deliver a customer-focused finance shared service to support frontline health service delivery in line with the HBS Strategy 2014-2016. The six main functions within HBS Finance are Income Reporting, Financial Reporting, General Accounting, Payment Services, Payroll Operations and Business Support Unit.
The following key objectives of HBS Finance are to deliver:-
  • The optimum in cost effective, high quality services
  • Demonstrate improvement in quality and timeliness of financial information with a customer focus
  • Drive centralised standardised and consistent processes which are cost efficient and compliant with policies/legislation/National Financial Regulations.

  • Freeing capacity to support front-line clinical activities

Reporting Relationship / The post holder will report to the General Manager Payment Services, HBS Finance
Purpose of the Post / The purpose of the post is to support and contribute to the day to day operations and future development of HBS Payment Services. The initial emphasis is on training and compliance issues in the Accounts Payable function as is; but the prospective post holder will also be required to contribute to future Payment Services projects as they develop including the Invoice Capture project.
The post encompasses managerial responsibilities vital to the efficient operation of HBS Payment Services.
Principal Duties and Responsibilities /
  • Management of the Payment Services training department and associated staff– this includes managing the SAP P2P training team that provides training, support, development and implementation of SAP 6.0 for the HSE Eastern Region (incl. Corporate), National Capital and Tusla.
  • Procedures review, tax compliance, implementation of audit recommendations and reporting on same.
  • Managing and/or supporting current and future Payment Services projects.
  • Monitoring Key Performance Indicators (KPIs) and actioning when required.
  • Maintaining and building the relationship between HBS Payment Services and its customers. This will include updating and developingService Level Agreements (SLAs) and Business Partnership Arrangements (BPAs).
  • Any other appropriate duties as may be determined by the HBS Head of Finance from time to time.
  • Have a working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etcand comply with associated HSE protocols for implementing and maintaining these standards.
  • To support, promote and actively participate in sustainable energy, water and waste initiatives to create a more sustainable, low carbon and efficient health service.

Eligibility Criteria
Qualifications and/ or experience / Only direct employees of the HSE, Tusla other statutory health agencies, the Department of Health and bodies which provide services on behalf of the HSE under Section 38 of the Health Act 2004 are eligible to apply at this time.
Candidates must demonstrate the following as relevant to the role:-
  • Experience of Payment Services Accounts Payable processes
  • Experience of purchase to pay functionalityon an ERP system (SAP experience would be advantageous)
  • Experience of managingcompliance issues and audit queries
  • Experience of managing staff
  • Project Management experience

Terms and Conditions of Employment

Tenure / The current vacancyis permanent and wholetime.
The post is pensionable. A panel may be created from which permanent and specified purpose vacancies of full or part time duration may be filled. The tenure of these posts will be indicated at “expression of interest” stage.
Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act 2004.
Remuneration / The Salary scale for the post is: €47,015, €48,186, €49,558, €50,993, €52,314, €53,545, €54,801, €56,022, €57,234, €59,322, €61,417 (as of 1/1/2010)
Working Week / The standard working week applying to the post is to be confirmed at Job Offer stage.
HSE Circular 003-2009 “Matching Working Patterns to Service Needs (Extended Working Day / Week Arrangements); Framework for Implementation of Clause 30.4 of Towards 2016” applies. Under the terms of this circular, all new entrants and staff appointed to promotional posts from Dec 16th 2008 will be required to work agreed roster / on call arrangements as advised by their line manager. Contracted hours of work are liable to change between the hours of 8am-8pm over seven days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement (Implementation of Clause 30.4 of Towards 2016).

Superannuation / This is a pensionable position with the HSE. The successful candidate will upon appointment become a member of the appropriate pension scheme. Pension scheme membership will be notified within the contract of employment. Members of pre-existing pension schemes who transferred to the HSE on the 01st January 2005 pursuant to Section 60 of the Health Act 2004 are entitled to superannuation benefit terms under the HSE Scheme which are no less favourable to those which they were entitled to at 31st December 2004
Probation / Every appointment of a person who is not already a permanent officer of the Health Service Executive or of a Local Authority shall be subject to a probationary period of 12 months as stipulated in the Department of Health Circular No.10/71.
