The Ministry of Energy has received funding from the Ministry of Finance and Economic Development toDesign, Supply, Install and Commission a 10MW HFO Thermal Plant Facility (with provision of Civil Works for additional 2x10MW Units)and wishes to apply these funds for the payment under contract towards the procurement of the said items and now invites sealed Bids from eligible bidders. Bidding is open to all firms, who can demonstrate the ability and financial capability to perform the required services in:
Design, Supply, Install and commission a 10MW HFO Thermal Plant Facility (with the provision of Civil Works for additional 2x10MW Units)
Interested bidders may obtain Quote for said items listed in the schedule of requirement. For further information, please contact the address below for inspection of the bidding documents at the Procurement Unit, Ministry of Energy, 3rdFloor Stronge Tower, 3&3A Pademba Road, Freetown between 10:00 a.m. to 4:30p.m. Mondays to Fridays.
Bidding documents may be purchased upon payment of a non-refundable fee of Le 1,500.00 (One Million Five Hundred Thousand Leones) or USD 200.00 (Two Hundred United States Dollars). Payment for biding document should be done through the Account Section of the Ministry of Energylocated at 4th Floor, Stronge Tower, 3&3A Pademba Road, Freetown. Upon issuance of receipt of payment from the Account Section, Bidding Document should be collected physically from the ProcurementUnit, located at the 3rdfloor of the same address.
Bids must be delivered to the address below not later than 12:15pm GMT on Friday 15th September, 2017.
All bids must be accompanied by the following:
- A copy of a valid Bid Security from a Commercial Bank recognised by the Purchasers Country
- A copy of a valid Business Registration Certificate.
- A copy of a valid Current NASSIT Clearance certificate.
- A copy of a valid Current NRA Tax Clearance Certificate
- A copy of a valid Municipal City Council Certificate
- Price Quotation, Origin of Goods, Delivery Period and Terms of Payment
- Three years Audited financial Statement Account ie 2014-2016 (Local and International
- Business Profile detailing past business transactions and evidence of similar supply in last five (5) years.
- Manufacturer’s Authorization
IfacompanyisnotoperatingintheRepublicofSierraLeone,thatcompany must havea local agentin theRepublicofSierraLeoneforfurthercommunication.
All bids must be accompanied by a valid bid security in anamount not less than USD 300,000 (Three Hundred Thousand United States Dollars) Bid security must be obtained from a Commercial Bank recognised by the purchaser’s Country.
Please note that the ability to Pre-finance the project will be an added advantage during the examination of bids.
Bids will be opened on Friday 15th September, 2017 at 12:15 Hours GMT in the Conference Room of the Ministry of Energy, 5th Floor,Strong Tower, 3&3A Pademba Road Freetown, Sierra Leone in the presence of bidders or their representative. Late bids will be rejected and returned to bidders or their representatives. Bidding document will be delivered upon physical collection from the Procurement Unit by bidders or their representative.
