LIGHT RAIL TRANSIT PROJECT (LRTP)

VACANCIES – PROJECT STAFF

The Government of Sri Lanka has negotiated for financing from the Japan International Cooperation Agency (JICA) towards the cost of the Light Rail Transit Project (LRTP) as a priority intervention in the Megapolis Region. This Project is implemented by the Ministry of Megapolis and Western Development.

Applications are invited from qualified and experienced citizens of Sri Lanka to fill the following position in the LRTP. Proficiency in English, familiarity with government regulations and computer literacy are essential prerequisites for these positions.

Post / No / Required competencies / Required Qualification
LEVEL PS-2 AS PER MANAGEMENT CIRCULAR NO. 01/2016
Deputy Project Director / 01 / Experience in large scale projects in the fields of Project Management, Contract Administration, Procurement etc. / (1 or 2 or 3 below)
1.A successfully completed Bachelor’s Degree in the relevant field which is recognized by the University Grants Commission
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to the degree in the relevant field.
Or
A professional qualification successfully completed from recognized professional Institute in the relevant field.
With
At least 15 years post qualifying experience at a Managerial level out of which 07 years should be Senior Managerial Level.
2.A successfully completed Bachelor’s Degree in the relevant field which is recognized by the University Grants Commission
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to the degree in the relevant field.
Or
A professional qualification successfully completed from recognized professional Institute in the relevant field.
And
A Postgraduate Degree in the relevant field or full membership of a recognized professional institution in the relevant field.
With
At least 13 years post qualifying experience in Managerial level.
3. Class 1 officer of a Government All Island Service or a Similar Status in the relevant field.
With
At least 12 years’ experience in the Class 1 Post.
LEVEL PS-3 AS PER MANAGEMENT CIRCULAR NO. 01/2016
Senior Engineer
(Infrastructure) / 01 / Experience in planning and construction of roads, rail tracks, bridges or similar projects / (1or 2 or 3 below)
1. A Successfully Completed Bachelor’s Degree in the relevant field, which is recognized by the University Grants Commission.
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to the degree in the relevant field.
Or
A professional qualification successfully completed from recognized professional Institute in the relevant field.
With
At least 14 years post qualifying experience in Managerial level out of which 07 years should be Senior Managerial Level.

Finance Manager / 01 / Experience as a Finance Manager in foreign funded projects
Procurement / Contract Specialist / 01 / Experience as a Procurement Contract Specialist in foreign funded projects
Social Specialist / 01 / Experience as a Social Specialist in foreign funded projects
Environmental Specialist / 01 / Experience as an Environmental Specialist in foreign funded projects
LEVEL PS-4 AS PER MANAGEMENT CIRCULAR NO. 01/2016
Engineer
(Transport Planning and Demand Forecasting ) / 01 / Experience in transport demand forecasting and transportation planning / (1or 2 below)
1.A Successfully Completed Bachelor’s Degree in the relevant field, which is recognized by the University Grant Commission
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to the degree in the relevant field.
Or
A professional qualification successfully completed from recognized professional Institute in the relevant field.
Or
Having passed the intermediate examination of a recognized professional institute in the relevant field.
And
At least 09 years post qualifying experience in the relevant field.
2. An Officer of the Government All Island Services Class 111/11 or above or similar status in the relevant field.
With
At least 11 years’ experience in the Class 11/111 Post.
Legal Officer / 01 / Experience as Legal Officer in foreign funded projects
LEVEL PS-5 AS PER MANAGEMENT CIRCULAR NO. 01/2016
Assistant Accountant / 01 / Experience asan Assistant Accountant in foreign funded projects / A Successfully Completed Bachelor’s Degree in the relevant field, which is recognized by the University Grant Commission
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to the degree in the relevant field.
Or
A professional qualification successfully completed from recognized professional Institute in the relevant field.
And
At least 06 Years’ experience in the required area of specialization.
Administration Officer / 01 / Experience as an Administrative Officerin similar assignments in government institutions
LEVEL PS-6 AS PER MANAGEMENT CIRCULAR NO. 01/2016
Technical Officer
(Civil) / 01 / Experience in infrastructure construction and supervision in transportation related projects / (1 or 2 or 3 below)
1. A Successfully Completed Bachelor’s Degree in the relevant field, which is recognized by the University Grant Commission.
Or
A qualification recognized by the University Grants Commission as an equivalent qualification to the degree in the relevant field.
Or
A professional qualification successfully completed from recognized professional Institute in the relevant field.
Or
Having obtained a certificate of proficiency not below than National Vocational Qualification Level 7, issued by a Technical / Vocational Training institute accepter by tertiary and Vocational Education Commission for a post related to Technical Field
And
At least 04 Years’ experience in the required area of specialization.
2. Having obtained a certificate of proficiency not below than the National Vocational Qualification Level 6, issued by a Technical / Vocational Training institute accepter by Tertiary and Vocational Education Commission for a post related to Technical Field.
And
At least 09 Years’ experience in the required area of specialization.
3.Having obtained a certificate of proficiency not below than the National Vocational Qualification Level 5, issued by a Technical / Vocational Training institute accepter by Tertiary and Vocational Education Commission for a post related to Technical Field.
And
At least 14 Years’ experience in the required area of specialization.
Technical Officer
(Transport) / 01 / Experience in transportation planning or similar discipline
Technical Officer
(Electrical) / 01 / Experience in electrical power supply system in transportation related projects
Technical Officer
(Mechanical) / 01 / Experience in tracks and other mechanical aspects in transportation related projects
Technical Officer
(Signaling and Telecommunication) / 01 / Experience in signaling and telecommunication in rail/transport projects

Terms and Conditions:

Remuneration, Terms and Conditions will be in terms of Management Services Circular No. 1/2016 of 24.03.2016. Working station will be in Colombo with field travelling in Western Province.
