Employability of Engineering Graduates

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:

(a) whether the Government is concerned that while lakhs of students entering technical education courses only a fifth of engineering graduates are employable;

(b) if so, whether the Government has analysed the quality of technical education courses across the country through All India Council for Technical Education (AICTE);

(c) if so, the details thereof and the actual number of engineering colleges approved by the AICTE during the last three years, State-wise; and

(d) the action taken by the AICTE to ensure qualified faculty members in those private technical educational institutions approved by AICTE?

(a) : The Government has not conducted any survey in this regard but there is a perception that not all engineering graduates are getting employment. The Government, through All India Council for Technical Education (AICTE), has introduced Employability Enhancement Training Programme (EETP) in collaboration with BSNL and National Employability Enhancement Mission (NEEM) to offer on the jobpractical training to enhance employability of engineering graduates.
(b) : In order to bring the quality in Technical Education, AICTE has notified “All India Council for Technical Education (Mandatory Accreditation of all Programmes / Courses in Technical Education Institutions and University Departments & Institutions Deemed to be Universities imparting Technical Education) Regulations, 2014” vide notification F.No. 37-3/Legal/AICTE/2014 dated 29th January 2014. Further, to rationalize the expansion of courses in Engineering / Technical, Management etc. and to bring the quality in Technical Education, AICTE has made it mandatory to have NBA Accreditation for the institutions seeking new courses / expansion of existing courses.
(c) : A State-wise list of Engineering colleges approved by AICTE during the last 3 years is at Annexure.
(d) : AICTE has notified “ All India Council for Technical Education [ Pay Scales, Services Conditions and Qualifications for the Teachers and other Academic Staff in Technical Institutions (Degree) Regulation, 2010]” and “All India Council for Technical Education [Pay Scales, Services conditions and Qualifications for the Teachers and other Academic Staff in Technical Institutions (Diploma) Regulations,2010]” and all the approved institutions are supposed to recruit the faculty in view of the above qualification as prescribed in these regulations. Further, AICTE has envisaged norms for faculty for its different programmes in the Approval Process Handbook and all the AICTE approved institutes are required to follow the norms prescribed in the Handbook. Complaints received in respect of lack/shortage of qualified faculty are placed before the Standing Complaint Committee, which recommends appropriate disciplinary action in respect of institutes found violating the norms. The AICTE also takes specific initiatives to support faculty development in institutes by giving suitable grants under the Faculty Development Programme (FDP) and Quality Improvement Programme (QIP).
