The attention of all the Principals of Government Polytechnics under the Administrative control of the Department of Technical Education, A.P., Hyderabad is invited to the orders issued in the G.O. read above and they are requested to obtain duly filled in option forms from the Teachers including Librarians and Physical Directors who are drawing AICTE Pay Scales, 1996 and are eligible for Andhra Pradesh Revised AICTE Scales of Pay, 2006, and wish to come over to the said scales and fix their pay as on 01.01.2006 in APR AICTE pay scales, 2006 in the prescribed proforma, duly following the guide-lines / instructions enclosed and send the statement of fixation of pay, in triplicate, together with the option form, so as to reach this office by 10.12.2010 positively, so as to examine and countersign the same for taking further action at their end.

GUIDELINES / INSTRUCTIONS FOR IMPLEMENTION OF APRAICTE PAY SCALES, 2006

Certain important points to be followed by the Principals while fixing the pay in Revised AICTE Pay Scales, 2006 vide G.O.Ms.No.209, Higher Education (TE.2) Department, dated. 20-11-2010.

1.All the eligible staff members have to excise their opinion in writing in the prescribed formatin the G.O. within (03) months failing, which they are deemed to have opted for the said scales..

2. Option once exercised is final.

A.Increments:

(i)Each annual gradeincrement shall be equivalent to 3% of thesum total of pay in the relevant Pay Band and the AGP as applicable for the stage In the Pay Band rounding off the resultant figure to the next multiple of 10. (less than one rupee should be rounded to below multiple of 10 one and more than one rupee next multiple of 10)

(ii)Each advance increment shall also be at the rate of 3% of the sum total of pay in the relevant Pay Band and the AGP as applicable and shall be non-compoundable (model calculation sheet enclosed).

(iii)The number of additional increment(s) on placement at each higher stage of AGP shall be as per the existing scheme of increment on promotion from lower Pay Scale to higher Pay Scale.However, in view of the considerable raise in effective pay between the two Pay Bands,there shall be no additional increment on movement from the PayBand of Rs.15600-39100 to the Pay Band of Rs. 37400-67000.

(iv)The date of next increment, i.e. the date of annual grade increment in all cases may be the first of July. Employees completing six months and above in the scale as on 1st July are eligible.

B. Allowances:

In respect of all allowances, except DA & HRA, State Rules may be adopted. In case of DA & HRA the rates prescribed for the scales of the Central Government employees from time to time shall be implemented.

The revised Pay and revised rates of Dearness Allowance under this Scheme shall be effective from 01.01.2006. The revised rates of all other applicable allowances such as House Rent Allowance, Transport Allowance, Children Education Allowance etc. and the non-compounded advance increments shall take effect from 01.09.2008.

In SR entry, Pay and AGP should be shown separately. Allowances are with reference to Pay and AGP but not on Additional increments of Higher Qualification, etc.

ORDER:

In the Government Order first read above based on the recommendations of

Pay Revision Commission, 2005 orders were issued among others enhancing the rates

of conveyance allowance for Physically Handicapped.

2.In the Government Order second read above orders were issued deciding to

implement the recommendations of the One Man Committee.

3.In the said order, the One Man Committee among others has recommendedfor enhancement of Conveyance Allowance to Physically Handicapped to 10% ofBasic Pay subject to a maximum of Rs.650/- per month including Deaf and DumbEmployees.

4.In the Government Order third read above orders were issued amending the

A.P.Revised Scales of Pay Rules, 2005 issued vide G.O.(P).No.213, Finance (PC.I)Department, dated:27-08-2005.

5.Accordingly, Government hereby order that the Conveyance Allowance toPhysically Handicapped, Deaf and Dumb Employees shall be paid at 10% of BasicPay subject to a maximum of Rs.650/- per month. All other conditions regardingeligibility, procedures etc., shall remain unchanged.

6.These order shall come into force with effect from the date of issue of this G.O.

7.Necessary amendments to the Andhra Pradesh Manual of Special Pays andAllowances shall be issued in due course.

ORDER:

In the Government Order first read above, orders were issued enhancing the ratesof conveyance allowance in the context of introduction of Revised Pay scales 2005.

2.In the Government orders second and third read above, based on therecommendations of the One Man Committee, orders were issued for enhancing theConveyance Allowance to the physically handicapped, Deaf and Dumb employees.

3.In the Government Order forth read above, based on the recommendations of theNinth Pay Revision Commission, orders were issued for implementing the Revised PayScales, 2010 to the State Government Employees.

4.The Ninth Pay Revision Commission, reviewed the payment of ConveyanceAllowance and recommended to discontinued to pay the Conveyance Allowance to thecategories and recommended for enhancement in monthly rates for the remaining

categories. The Government have accepted the recommendations of 9th Pay RevisionCommission and hereby orders to discontinue the payment of monthly ConveyanceAllowance to the categories of posts included in the Annexure to this G.O.

In respect of other categories the following orders are issued.

(i)the existing rate of Conveyance Allowance which is subject tomaintenance of Motor Car or a Motor Cycle be increased by 20%rounded off to the nearest ten rupees subject to a maximum of Rs.850/-per month.

(ii)that the existing rate of conveyance allowance which is subject tomaintenance of Bicycle be raised to Rs.200/- (Rupees two hundred only)

per month uniformly.

(iii) This enhancement is applicable to the holders of the posts for which

Conveyance Allowance is admissible as per Annexure-III of Manual of

Special Pay and Allowances after excluding the posts specified in the

Annexure enclosed to this G.O.

Conveyance Allowance for Physically Handicapped:

5.The Pay Revision Commission, 2010 also recommended enhancement ofmaximum limit of conveyance allowance prescribed for blind and Physicallyhandicapped i.e. 10% of basic pay subject to a maximum of Rs900/- per month.

6.The Government also hereby order that the Conveyance Allowance to theBlind and Physically Handicapped employees shall be paid at 10% of basic paysubject to a maximum of Rs.900/- per month. All other conditions regardingeligibility, procedure etc., shall remain unchanged.

7.These orders shall come into force with effect from 01.04.2010 i.e., claims fromthe month of April, 2010 onwards.

8.Necessary amendments to the Andhra Pradesh Manual of Special Pays andAllowances shall be issued in due course.
