GOOD NEIGHBOUR’S PROJECT

METHODOLOGY FOR THE DEFINITION OF THE INTERVENTION MODEL

The aim of this report is to propose a work’s methodology which can be used by the associations and people involved in the project in order to define and evaluate a social intervention model that provides support to the elderly living alone, by the implementation of the good neighbour figure.

The methodology that will be used in the process to define the model, will be basically a participative methodology with the participation of groups of people involved in the social work with the elderly like organisations of voluntaries, experts from the municipality and other fields, organisations of elderly themselves etc.

The methodology it will be implemented in two phases

1st Phase:

Objective: To collect information and ideas about the situation of social exclusion of the elderly living alone. Identification of their needs, causes and consequences, and identification of those needs that may be satisfied by the good neighbour figure, and in an case may suppose a substitution of those services provided by the municipality

Methodology: In this first phase, the methodology will be based on the organisation of three workgroups with the participation of elderly associations, voluntaries associations and experts and professionals from the municipality’s social services department.

Moreover, in order to analyse more deeply some theoretical aspects, some interviews to experts will be conducted to provide theoretical support in the definition of some concepts, tendencies of the ageing process etc.

Transnational partners will provide some information regarding experiences taking place in their countries by means of interviewing experts in charge of projects giving support to the elderly.

Table resuming the first methodology’s phase:

Process / Method / Who / Results
1) Identification of the people involved in the process and sending of information / -selection of people and organisations
-sending of a folder with project’s and workshop’s information / REDS / Group of key agents and organisations informed about the project and workshops
2) Collection of information / 3 participative workgroups
a)With elderly
b)With organisations
c)With experts/ and social services / REDS / Brief report of
-necessities
-Cause/consequences
-Proposal of solutions (in no contradiction with social services)
-Solution’s viability

-Keys of success
-What the neighbours could do
Interviews to people in charge of intervention projects in different countries (working with voluntaries) / Transnational partners / -Work’s description
-Keys of success
-Elemnts of their interventions
-what the neighbours could do
5) Information analysis / -Comparison of the information
-To get conclusions for the Good Neighbour Model
-To define the theoretical framework of the model / Barcelona and REDS / Draft report with the first ideas of the model
Systematisation and definition of a Proposal: Framework and first approach to the model / - To systematizaise, classificate and put format to the previous report. / Barcelona, REDS, AaE / First model’s draft, including
- good neighbour description
- what the good neighbour can do
- How can he/she does it
- In which way it satisfies the necessities previously identified

2nd Phase:

Objective: To obtain concrete proposals for the definition of the intervention’s model with the agents working in the territory where the pilot experience will take place

Methodology: As in the first phase, methodology will be mainly participative with the people and agents involved in the territory. Two workgroups will be organised with the participation of the elderly from the neighbourhood, voluntaries associations, residents associations, experts and professionals from the social services etc.

In the first workgroup it will be analysed the information obtained at the first phase of the methodology and some proposals fro the model will be discussed.

In the second workgroup, the proposals made in the first one will be analysed and finally, more concrete proposals for the model’s definition will be approved.

As a result of the methodology’s process, a report will be worked out with the following information:

a)Resume of the interviews conducted to the experts which will provide a theoretical introduction of the social exclusion concept, community, ageing tendencies of the population etc.

b)Conclusions of the first phase: identification of necessities and ideas and general proposals for the model

c)Conclusions of the second phase: concrete proposals for the definition of the model

d)Definition of the model and its main keys

This report will be sent to all the partners and will be discussed in the European seminar that will take place in Barcelona in September, where the definitive model must be approved as well as the strategy for its implementation.
