Mayor Arletta Parton called to order the regular meeting of the Goldendale City Council at 7:00 p. m. followed by the Pledge of Allegiance.

PRESENTATIONS

Goldendale Chamber of Commerce President, Tom Ireland discussed a need for a formal lease agreement between the Chamber and the City of Goldendale regarding the Vern Markee Park property. Council Member Gary Hoctor proposed a perpetual lease verses a term lease. The Council agreed to proceed with the process to make this happen.
DEPARTMENT REPORTS

Police Department – Public Safety Director, Rick Johnson, reported the turn out gear has been ordered for the Fire Department. The paperwork came today from the EDA for the SCBA’s. During the last week there were five burglaries reported. There were six search warrants served on Friday, all for some type of drugs. There were 14 arrests, $1,500.00 in cash and five vehicles were seized. During the searches some of the stolen property from the burglaries was recovered.

Public Works – Public Works Director, Keith Grundei reported the East Central Neighborhood Project is moving along and Jim Smith Excavating has started work again today to continue to install the remaining 5500 feet of water line.

Set Hearing for Six Year Street Plan – City Administrator, Larry Bellamy explained that every year it is a requirement to file a six year street plan and hold a public hearing. Public works Director, Keith Grundei has been working on this plan. The project that is most important is the East Collins improvement from Roosevelt Street to Elm Street. The second priority is the Third Street, King Street, Pipeline, Broadway Intersection. We intend to apply for funding on both projects through the Transportation Improvement Board. The third priority is Railroad Avenue, and the fourth is the residential neighborhoods.
A motion by Council Member Gary Hoctor, seconded by Council Member Mike Montanye, to set the public hearing May 3, 2010, 7:00 p. m. to discuss the proposed six year transportation improvement plan.

REPORT OF OFFICERS
Council Member Clint Baze inquired about the cougar sightings and the Public Safety Director, Rick Johnson report there have been no more sightings.
Council Member Len Crawford will not be present for the April 19, 2010 meeting as he will be on vacation.
Council Member Gary Hoctor will not be at then next meeting either.
City Administrator, Larry Bellamy reported the Economic Development Committee is scheduled for April 13, 2010. A special meeting is also being discussed regarding the Incubator Building Feasibility Study.
Clean up day is scheduled for May 1, 2010 and will be advertized in the next two issues of the Goldendale Sentinel. Allied Waste is continuing to sponsor along with Klickitat County Senior Servicers. Joe’s Towing is also involved in the clean up project.

Howard Hurst, 610 W Collins spoke on the smoking issue outside of a building and would like the Council to implement a new ordinance that would supersede the federal law. Mr. Hurst was informed that a City Ordinance would not be able to trump a state law.
Terry Luth 216 West Allyn, stated that his problem is not being able to park in the City right of way where the streets have not been widened. Public Safety Director, Rick Johnson indicated the No Parking signs were installed to coincide with the street signs.
