3.01Approval of minutes of September 9, 2014 meeting (Action Item)
It was moved by Marysville and seconded by Lindhurst to approve the minutes from the September 9, 2014 Board of Managers Meeting. Unanimously Approved.
3.02Approval of minutes of Athletic Director’s Meeting October 9, 2014.

3.11GEL Sports Schedules 2014-2015
The GEL 2014-2015 Sports schedules were reviewed. It was moved by Marysville and seconded by Dixon to approve the baseball triple round robin schedule and the freshman boy’s basketball schedule.

GEL Sports Offerings for 2015-2016 were discussed.
3.15GEL Sportsmanship
3.17.1Review CIF Sac-Joaquin Community Service Award Timeline.
The timeline for the CIF Sac-Joaquin Community Service Award was reviewed.
3.17.2Open Forum for Sportsmanship Issues
A discussion was held regarding “Blowouts”. It was agreed that the league philosophy regarding “Blowouts” will be that all League schools should do everything possible to prevent the appearance that a school is “running up the score”. This involves educating our coaches on how to avoid such occurrences. The Section does have running clock in football and basketball and 5 inning games in baseball and softball. However, it is the coach’s responsibility to avoid such occurrences. The Commissioner will develop a statement of philosophy regarding “Blowouts” which could be discussed at the individual sport meetings at the Fall Gathering by all the coaches.

The 2014-2015 GEL Directory was updated.
3.18Review Article XV and XVI of the GEL Constitution
(Review and discuss Articles XV and XVI Appeals and Protests.)
3.18.1Natomas Appeal of Ejection of football player
A discussion of the appeal from Natomas of ejection of football player atSeptember 26, 2014 game vs Highlands was held. The Commissioner, following the bylaws on appeals, ruled to uphold the ejection after gathering information, documents, and video of the play in question. A discussion was held regarding the protocol for appeals of ejections. There was some discussion regarding appeals that involve judgment calls by officials. The question arose should the League be questioning judgment calls? It was agreed that the Commissioner will develop a further step in Bylaw Article XVI for the appeal of a decision by the Commissioner. A revision of the Bylaw will be brought to the January Board of Managers Meeting for discussion.
3.19GEL Sports Representatives 2014-2015
Sports Representatives for 2014-2015 were reviewed and their duties were discussed.
3.20GEL Website
The Commissioner is requesting that photographs of athletes in action be emailed so they can be posted on the Website.
3.21GEL Schedules 2015-2016
The Commissioner will have the 2015-2016 sports schedules available by Christmas break. The final 2015-2016 schedules will be approved at the April Board of Managers Meeting.
3.21.1Finalize Football Schedule
There is a concern regarding the 2015-2016 football schedule. Those schools that have a late in the season “Bye” would like to see a change. The bylaws state that the football schedule is a two year home and away schedule. The change from 2014-15 to 2015-16 would be a reversal of home and away. Altering “Bye” dates would change the entire schedule. Natomas indicated they might be willing to switch with Dixon for “Bye” dates. Other schools were not in favor of change. If Natomas agrees to switch “Bye” dates with Dixon and all other schools agree with any other changes that may occur a new schedule may be adopted.
3.21.2Wrestling Double Dual Meets
The wrestling double dual meets were discussed. It was again reiterated that the purpose of these meets is to give more opportunities for athletes to wrestle. They are voluntary, do not count in the standings, and are not necessarily designed to be used as a seeding tool.
3.22.3Consideration of Triple Round Robin Schedule for Baseball and Softball
Baseball will be using a triple round robin this year. Softball will not.
3.22Basketball Tie Breaking Bylaw (Action Item)
The Basketball Tie Breaker Bylaw for Playoff consideration was reviewed.
3.23Baseball/Softball Tie breaker Bylaw
The Baseball/Softball Tie breaker Bylaw was reviewed.
4.0SECTION BUSINESS
4.01Marysville Charter Academy for the Arts, Alpha Charter High School, and St. Michael’s Academy requests for Associate Membership.
The GEL is concerned about schools that are designated as a school for a specific sport. The Section will discuss the requests at the October Section Board of Managers Meeting. Marysville Charter Academy has withdrawn their request for Associate membership.
4.02Election of Large School Athletic Director Representative
The GEL will support Mike Cody or Dean Perkins for Large School Athletic Director Representative.
4.03Season of Sport for Soccer
The Section will be discussing the Season of Sport for Soccer at the October Section Board of Managers Meeting. The vote on such a change would occur at the April Section Board of managers Meeting.
