REGULATIONS

1. SHORTTITLE

TheseRegulationsmaybecalledtheGoa Environmental Film Festival 2017 Regulations.

2. AIMSANDOBJECTIVES

TheaimoftheGoa Environmental Film Festival2017,organizedbytheEntertainment Society of GoaistoselectShort films to spread the message of the harmfulness of pollution and also to inspire understanding of the Environment through the power of films.

3. SECTIONS

TheGoa Environmental Film Festival2017 willhavethefollowingsections:-

(1) Short films – Subject – POLLUTION

"Pollution
Sustainable development is that which meets the needs of the present without compromising the ability of future generation to meet their own needs.
Pollution is one of the major hurdles in sustainable development and a contributor to the degradation of our environment. Various verticals like solid waste, sound, light, water and more are directly or indirectly responsible for different levels of pollution which in turn leads to wastage of useful natural resources. It’s high time to STOP-THINK-ACT on this aspect of pollution to safeguard further damage to our environment and restore what is lost."

4. ELIGIBILITYCONDITIONS

Thefollowingconditionsmustbe fulfilledbyall entries:

4.1Thefilmshouldonly be in Konkani, Marathi, Hindi or English Language and should be produced by Goan Producers/Production Houses, Goan Individuals, students studying in Goa and educational and social institutions only.

4.2AllFilmsmust carry English Subtitles (exceptthan English films).

4.3The Short Film should be between 3 to 10mins.

4.4 Disqualification:

(a) Incase ofprogrammesoriginallymade for television,entries sentintelecast formatwithcommercialbreaks,advertisements,channellogos/IDsetc.

(b) Dubbedor revisedversions.

(c) FilmsNOT subtitledinEnglish.(Filmmakersmay pleaseensurethatsub-titlesareclearand readable. Subtitlesshouldnotmergewithvisuals/background. Itwouldhelpjuryunderstand therightcontextand helpevaluatethefilmbetter.All spokenwordsshouldbesub-titled).

(d) Entries receivedin sub-standard digitalquality.

(e) Anapplicantwouldbedisqualifiedautomaticallyforconsiderationofhis/her entryifitis

foundthathe/sheisinfluencinganymemberofthejury.

5. PROCEDUREFORENTERINGFILMS

5.1Theproducer(s)and/orrightholder(s)mayapply ontheprescribed entryforms which areavailableonthewebsite: Termed as “Goa Environmental Film Festival 2017”.

5.2Eachentryformshallbeaccompaniedbythematerialdetailedbelow

(a) AcceptableformatsforShort films areofDigital Format.

(b) Synopsis(preciseandnotexceedingfiftywords)ofthefilm Director &Producer’sprofile, Director’s noteinEnglishanddetailsofcastandcrew(Softcopyofthesame tobeemailedto ).

5.3 The last date of to submit the registration form is 14th August 2017 at the Entertainment Society of Goa office. The said forms are available on

5.4Thelastdateforreceiptofapplicationsalong-withsupportingmaterialsis31st August 2017. In casethat day isdeclaredaholiday, thenextworkingdaywillbetreatedasthelastdatefor receiptof entries.Applicationsreceivedafterthe lastdatemayberejectedwithoutanyreferencetotheapplicant. 5.6Incase anyoftherequirementsmentionedinthis partoftheRegulationsare notcompliedwithbythe applicant,theentryis liable toberejected summarily.

6. SELECTIONOF FILMS FOR GOA ENVIRONMENTAL FILM FESTIVAL 2017.

6.1The Selection Committee will comprise of not more than5 Member Jury.

6.2ApersonwillbeineligibletoserveonaJuryONLYifhisownfilmisanentry. In theeventofhis/her closerelativebeingassociatedwiththeparticularfilm,theJurymembershallrecusehimself/herselffrom the previewofthefilm.

6.3 Thedecisionofthejuriesshallbefinalandbindingandnoappealorcorrespondence regardingtheir decisionshall beentertained.

6.4 The best 2 films per category will be awarded.

6.5 The best 2 films in each category will be screened on the day of the Awards. The award winning films will also be screened in other parts of Goa in Cinema theatres, on TV channels, schools, colleges and other government programmes by the organizers as and when required.

6.6 The prizes for the short films in each category are as follows

Schools – 1st Prize – Rs. 10000/-

2nd Prize – Rs. 5000/-

Colleges - 1st Prize – Rs. 10000/-

2nd Prize – Rs. 5000/-

Individuals – 1st Prize – Rs. 20000/-

2nd Prize – Rs. 10000/-

An Affidavit shall be furnished by the applicant on a stamp paper of the value of Rs. 50/- (For individual category)

The content of the affidavit can be given on the school/college letterhead (For school & college category)
