APPLICATION FOR RUGBY CAMP IN GLOUCESTERSHIRE [U7-U18]

The RFU requires that Clubs/Combinations/Districts/Colleges & Schools seek permission from the County Constituent Body, the Schools’ CSU or Colleges’ Union (ECRFU), to run Rugby Camps for U7-U18s. (RFU Regulation 15.8 - The regulation states:

Rugby/holiday camps are permitted for all age grades provided that:

(a) the rugby/holiday camp and its activity programme are run in accordance with the guidelines set out in the Guidance available at Codes of Practice;

(b) the Constituent Body in which the rugby/holiday camp is located is notified of the proposed rugby/holiday camp in advance;

(c) any proposed activity is approved in writing by the Constituent Body; and

(d) Regulation 15 is complied with in full.

At least one month’s notice of the intention to run such events must be given. All applications should, in the first instance, be sent to the GRFU County Office for consultation with the CSU or ECRFU as required.

In making this application we confirm that:

·  All relevant RFU Age Grade Regulations will be adhered to.

·  I am following the Code of Practice concerning the maximum training times per age group (Code 2) and mixed age grades (Code 5).

With this application form please attach a copy of the entry form and a copy of the camp content and timings and details of any additional insurance cover taken out for the event (if non-rugby activities are to be included it is likely separate insurance will be necessary, so please check your existing policy).

This form should be returned to GRFU County Office preferably by e-mail: at least one month before the date of the proposed event. If you have not had acknowledgement of this application within one week, please contact County Office.

GOOD PRACTICE

Always consider the duration, intensity (workload), physicality (contact level) of the session in relation to the child’s physical development, their Rugby Playing Week and level of competition.

Good Practice: As a guideline, the recommended maximum duration of a training session in a day is:

U7 - U8  60 mins

U9 - U11  90 mins

U12 - U18  120 mins

Remember that hot or cold weather will reduce the duration.

The following age grade groupings are permitted:

U9s & U10s

U10s & U11s

U11s & U12s

U12s & U13s

Regulations permit U14 - U17 players to train and play up and permit seventeen year olds to play adult rugby if appropriate for the development of the child. The process and detail of this can be found in regulation 15 (15.3.6, 15.3.7 and 15.5.5).

Mixed rugby is permitted until U11 after which girls play Joint Age Band rugby and the following age grade groupings are permitted:

U13

U15

U18

 In girl’s rugby, it is not permitted to combine age bands i.e. U13 cannot play U15 rugby.

Note: Dual age banding is permitted in girls’ rugby due the minimal difference in the physical capabilities of female players in these bands. This does not increase the risk of physical mismatches compared to teenage boys’ rugby where the game is generally organised within a single year group.

GUIDANCE DOCUMENT

Five elements to consider and demonstrate in applications:

1.  Key contact name and details

·  This is an important role with ultimate responsibility in ensuring the camp observes everything that activity for young people should.

·  The key contact should be visible before, during and after the camp, have the right skills and credibility for the role and be experienced in organising, promoting and leading the team of people involved in making the camp safe and appropriate for the participants.

2.  Coaches/qualifications and CRB

Coaching is one of the main elements of a rugby camp.

·  All coaches should be RFU or UKCC qualified and CRB checked – good practice says no CRB, no coach. This is no different from standard practice in clubs throughout the season.

·  A coach of at least Level 2 standard should devise and lead the coaching programme to ensure that it is pitched at the right level and coached at the right quality for the players.

·  Coach to player ratio should be 1:10.

3.  Welfare/safeguarding plan

·  Who is your welfare and safeguarding lead?

·  How will you ensure the young people are safe?

·  What will you ensure you do in loco parentis during the camp?

·  What happens if there is an accident or injury?

·  All this is in your safeguarding plan. Again it is no different from club activity and what we all expect from responsible adults when we hand over our children.

4.  Delivery programme/timetable/content

·  Rugby camps often include very mixed groups. It is vital to take account of age, ability, fitness, genders, weather and player expectations. Safety is a prerequisite and progression should be at the core.

·  Does your delivery plan cater for this?

·  Does it ensure all those involved have the right balance of play and rest, contact and non-contact (especially in hot, dry summer months on rock hard grounds), intense and light activity, competition and development?

·  Is your programme in line with the regulations for Age Grade Rugby?

·  Your Level 2 coach should ensure the programme and timetable is absolutely spot-on.

5.  Risk assessment

Many rugby camps especially outside the season or in holidays take place when the venue is otherwise unused. Or at a venue that is not usually a rugby union venue.

·  Organisers need to carry out a full check to ensure that the camp has all the amenities and facilities on hand that make it a safe, high quality experience for everyone concerned.

·  In addition, a risk assessment of your programme and plans is vital to make sure you have all bases covered in every eventuality.
