Cash & Markets Working Group
Terms of Reference
As a result of discussions between gFSC partners, it was decided to establish an ad hoc Cash & Markets Working Group (CMWG) within the gFSC.
Purpose
The purpose of the CMWG is to strengthen the coordination and mainstreaming of Cash Transfer Programming (CTP) and Market Based Programming (MBP) of gFSC partners in humanitarian responses.

All gFSC partner institutions can join this group at any time. They will be requested to send their Letter of Intent to the Chair Quentin () and to the gFSC focal point Marina ().
Background
As a high number of gFSC partners as well as other Clusters are involved in Cash Transfer Programming (CTP) and Market Based Programming (MBP), there is a recognized gap in systematic mainstreaming of CTP & MBP and coordination of these interventions and therefore a need for clusters to discuss ways to establish appropriate mechanisms as well to strengthen the capacity of partners in CTP & MBP.
Based on this, the gFSC partners decided to create in November 2013 during the gFSC partners’ meeting a Cash & Markets Working Group (CMWG) that could support these efforts from the global level. Building on the gFSC partners’ skills and expertise, the CMWG could be useful to advance a global debate and identify the best platform for cash coordination by building on what already exists and to increase capacity building of the humanitarian community in CTP & MBP.
Working Group Objectives
· Objective 1: Identify the best options for ensuring systematic capacity building of cash and market experts at global level by liaising with CaLP, UN agencies, NGOs and other clusters involved in capacity building and implementation of Cash Transfer Programming (CTP) and Market Based Programming (MBP) – Cash and Markets Cap (Cash and Markets Capacity Building Roster) as a possible option to ensure deployment of cash & market experts on a need basis
· Objective 2: Identify the best options for systematic knowledge & experience sharing and cross-sectoral coordination mechanisms on Cash Transfer Programming (CTP) and Market Based Programming (MBP) at global level through advocacy and lobbying within UN agencies, NGOs and other clusters and collaboration with other cash & market groups i.e. CaLP, OCHA, UNHCR cash unit, WFP C&V Unit, Logs Cluster, Market in Crisis, etc.
· Objective 3: Ensure Food Security related CTP & MBP mainstreaming within the gFSC partners (including WGs) by actively developing and promoting the CMWG website and linking up with existing CTP & MBP platforms for information and knowledge sharing (e.g. lesson learned, case studies, best practices, etc.).
Working Group Structure
· The CMWG comprises of 1 chair and 3 co-chairs leading on the sub-working groups focusing on one of the 3 objective and is supported by the gFSC secretariat.
· The Chair and Co-Chairs shall be re-elected on a yearly basis during the second face-to-face meeting of the year during the gFSC partners meeting.
· The current sub-working groups shall be ended when objectives will be achieved. At this point in time, a participatory evaluation should be undertaken in terms of remaining gaps / added value of continue the CMWG and in what form.

CaLP? gFSC C&V WG?) / Through partnership with key stakeholders and other clusters, one or several options for a global coordination platform on CTP is/are identified and documented with a road map/action plan/concept note / Oxfam & UNHCR / Oct/Nov 2014 (at the time of the next gFSC partners meeting & CaLP Learning Event)
Objective 3: Website & Knowledge Sharing / · The CMWG website is regularly updated, consulted and promoted – links to other existing Cash and Markets websites will be included to avoid duplications
· Lessons learned in the cash coordination exercises are conducted under CaLP lead – CMWG members to contribute / Marina gFSC & CaLP / On-going
Method of Work
The Rome Secretariat will manage and ensure the communications with the WG through:
· Regular email correspondences for information sharing or work group
· Regular teleconferences to coordinate on specific issues
· Working Group Face-to-Face meetings during the bi-annual Meeting of Global Partners (Nov 2014)
· Meeting minutes including actions points circulated to all WG members
