Regular Meeting: March 1, 2016

Present: Alderman M. Pitts, M. Lewis, R. Cox, E. Peters, J. Falls. Mayor: J. Wakeford.

-Public Comments –

Johnny Reece – Flagpole, from Sons of Confederacy, Brown Mountain Rangers, would like to take over from current group, will use our own money to fix it up.

Doug Branch – Blue Ridge Brigade, explained what they would like to do to flagpole, showed diagram to Board.

Tom Brittain – Purchased Depot, renovating currently. Explained water runoff and parking problems. Plans to take down old building for additional public parking. Would like to come to an agreement with the Town. Maybe negotiate with property owners and town for plans to take down old building and make an alley way and public parking. There is an overriding need for parking for the town. It would help with the water problem and beautification for the Town also. Mayor Wakeford stated that he has spoken with WPCOG and there are no grants available unless we were fixing up the building. Waiting to hear back from WPCOG on any additional information. Mr. Brittain stated that he will wait to hear from staff.

Scott Mulwee – Introduced himself. Currently running for Commissioner. Spoke in favor of NC Bond Package.

-Old Business:

1.  Departmental Reports – All departments turned in reports.

2.  Wine Festival – May 14th, run through Town’s Festival Account, Mayor Wakeford explained that the Festival needs a 5013C account. Peter’s stated that the Town needs to stay out of it. Liability issue? Cost? Attorney Denton stated that it doesn’t sound like the town needs to be involved. Mayor Wakeford will get more information.

3.  Audit Workshop – Mayor Wakeford stated that workshop was a success.

4.  River Glen Phase II – Currently still waiting on letter from Mr. Blackburn.

5.  Urban Archery Hunting – Materials have been mailed out to NC Wildlife.

6.  COG Classes – Clerk stated that these are not for Public viewing. Jerry Causby explained that when you log on, you have to put in your Title.

7.  Website – Mayor Wakeford stated that website is almost done.

Items for Decision:

1.  Letter of resolution to add North Meadows for Powell Bill Allocation – Motion made by Peters for Attorney Denton to draw up letter of resolution, Passed, 5-0.

2.  Community Parking Request (Probation Officers) – Motion made by Cox to allow parking with stipulations.

3.  Depot Parking Lot – Motion made by Cox to appoint Falls to speak with business owners, Passed 5-0.

4.  Planning Board/Board of Adjustment Members – Motion made by Falls to reword ordinance to align with County, Passed 5-0

5.  Signs for Local Business Owners – Nothing in budget, Peters has materials. Motion made by Peters to combine sign project and parking lot into one item, Passed 5-0.

6.  Budget Workshop First Meeting/Budget Officer – Motion made by Peters to meet on 3/14 at 6:00PM, Passed 5-0. Pitts nominated Clerk for Budget Officer, Alderman Falls volunteered, Alderman Falls voted in as Budget Officer, 3-2.

7.  Date for Pre-Agenda meeting for next month – 3/29/16? Motion made by Peters for 3/29/16 at 6:30PM, Passed 5-0.

8.  Flagpole – Motion made by Cox to allow group to do maintenance, Passed 5-0.
