Proposal Summary:

The MEASURE USAID/Bosnia and Herzegovina M&E Support Project has two primary objectives. The first is to provide USAID/Bosnia and Herzegovina (BiH) with technical, analytic, advisory, training, monitoring, evaluation and related support services to assist USAID/BiH in effectively monitoring, evaluating, and relaying information about interventions. The second objective is to develop local capacity to conduct high quality independent evaluations and other studies for USAID/BiH and other donors.

Position Summary:

The GIS Specialist will work to identify where particular types of interventions were most effective, and why stabilization outcomes and impacts may vary across sub-district, district, provincial, and regional geographies. This will be full time, three year position based in Sarajevo.

Responsibilities:

·  Design, implement and maintain a GIS system with various layers of maps for BiH.

·  Produce GIS maps that reflect various aspects of USAID’s work in BiH.

·  Ensure quality and completeness of program GIS information in compliance with USAID’s GIS/mapping standards.

·  Perform spatial data management and acquisition, and train subcontractor staff in the collection and management of data and production of relevant maps as needed.

Qualifications:

·  Bachelor’s degree or higher in GIS, geography, statistics, computer science, or a related GIS-intensive discipline.

·  One to two years experience in spatial analysis, spatial database management, GIS programming and visualization, preferably on development projects.

·  Prior experience on donor funded projects in Bosnia preferred.

·  Extensive knowledge of computers and other related GIS automated tools, systems, software and applications.

·  Demonstrated accomplishments applying and/or developing GIS tools and techniques.

·  The ability to work independently while effectively communicating with the non-GIS-experts making up the M&E team is essential.
