Georgia’s Move On When Ready (MOWR) Program Information

Purpose

The Move On When Ready (MOWR) program provides for students who are dual credit enrolled at a participating eligible public or private high school, or home study program in Georgia, and a participating eligible postsecondary institution in Georgia. These students take postsecondary coursework for credit towards both high school graduation or home study completion and postsecondary requirements. The program is offered during all terms of the school year; fall, spring and summer semester (or fall, winter, spring, and summer quarter).

Eligibility

To be eligible for the MOWR program, a student must:

1.  Be enrolled in the ninth, tenth, eleventh or twelfth grade of a private or public high school in Georgia or a home study program within the State of Georgia operated in accordance with O.C.G.A. §20­2­690(c);

2.  Be admitted to an eligible, participating University System of Georgia (USG), Technical College System of Georgia (TCSG) or Private postsecondary institution as a dual credit enrollment student;

3.  Be enrolled in courses listed in the approved MOWR Course Directory (found in GAFutures.org);

4.  Maintain satisfactory academic progress as defined by the eligible postsecondary institution.

Application Process

1.  Take necessary entrance tests. (ACT or SAT for UWG; WGTC will accept ACT or SAT or ACCUPLACER) You must meet minimum scores to be accepted into the postsecondary school of your choice. Qualifying scores are shown in the next section.

2.  Meet with your high school counselor to determine if criteria for MOWR have been satisfied.

3.  Apply to postsecondary institution of your choice. You must submit all paperwork by the deadline before you can be accepted.

b.  Check your email for notification of acceptance. This usually occurs within 10 business days.

4.  EACH SEMESTER, you must meet with your high school counselor to plan your courses and these must be listed on your MOWR Participation Agreement. This document must be signed by the student, parent, and counselor. This is frequently attended by the high school coordinator from the postsecondary institution as it is imperative that they are involved in the selection of the courses. Counselor will send it to the postsecondary institution along with a copy to the parent.

5.  EACH SEMESTER, you must complete the MOWR application (for funding) on your GAFutures.org account before the deadline.

6.  IT IS IMPERATIVE that you completely read any email that comes from the college. Vital information is communicated involving grades, fees, etc. via email. Ignoring emails can result in dropped courses or money owed.

*The Algebra score is only required for certain certificate programs and will not apply to most technical certificate programs.

Application Procedures

Students must apply after earning qualifying admissions test scores to be accepted into the postsecondary institution of their choice for MOWR courses. Links are provided here to each of our local postsecondary institutions. Click the postsecondary institution of your choice to link to their MOWR websites.



Each of these institutions has their own admissions requirements and application. Make sure you complete these requirements before the deadlines of the postsecondary institution as well as your secondary institution. Each postsecondary institution will require accepted students to complete a MOWR Participation Agreement. Students and parents must complete sections I, II, and V before turning this in to the school counselor. The counselor will complete the other required portions, scan it, and send it to the postsecondary institution and the parent at the email address noted on the form. Before the counselor can complete section III, students and their parents should have a good idea of which course(s) the student plans to take at the postsecondary institution. Application Deadlines

Although each secondary and postsecondary institution may have institutional application deadlines, below are the priority deadlines for Central High School students participating in MOWR. Counselors at Central High School will make every effort to ensure your student is enrolled beyond these deadlines if we are still meeting the college deadlines, but your choice of courses on the college campus will be very limited due to the ongoing registration process on their campuses.

Upon choosing an eligible Georgia postsecondary institution, the student will select postsecondary courses from the MOWR course list found in the MOWR Course Directory. This link shows all courses funded by MOWR and what those courses can transfer back to the high school level. This list is being updated frequently with additions, so if you do not see a course you are interested in, check this website later. Please note that some course specific fees might still be required, while institution­wide fees covered by the state under MOWR funding.

MOWR Funding

Georgia’s MOWR law makes dual enrollment very affordable. The state pays the tuition, institutional fees, and books (unless they are lost or damaged by your student). All MOWR participants must complete a MOWR funding application each semester enrolled at a postsecondary institution. Students can access this application by logging into their GAFutures.org accounts, clicking on “HOPE and state aid programs”, click “State Aid Applications”, then scroll down to “Move on When Ready Application”

Effects on HOPE and Zell Miller Scholarship Eligibility

●  Dual credit enrollment hours taken at a postsecondary institution, under which MOWR payments have been made, are not counted as attempted­hours, nor included in the combined paid­hours limit.

●  Dual credit enrollment hours of the Accel program, paid prior to Spring term 2011 will be included in both the 127 semester/190 quarter hours limit and combined paid­hours limit. This includes payments from the HOPE Scholarship, HOPE Grant, Zell Miller Scholarship, and Accel programs.

Effects on Freshman Admission to Colleges/Universities and Transferring of Credits

Officials in education for the State of Georgia have passed measures to make earning college credits and transferring them easier for students. According to a January 2012 agreement between the University System of Georgia (USG) and the Technical College System of Georgia (TCSG) known as the “Complete College Georgia Articulation Agreement,” the courses listed in the chart below will transfer between USG and Southern Association of Colleges and Schools

Commission on Colleges (SACSCOC)­accredited TCSG institutions, and comparable placement and exit test results are honored between systems.

Additionally, officials at Georgia Student Finance Commission fostered the development of a tool within GAFutures.org called GATracs that allows a student to determine which credits will transfer to another postsecondary institution. Students must be logged into their GAFutures.org account to find this tool.

Counselors and school personnel at both the secondary and postsecondary level make every effort to ensure each student is taking appropriate coursework, but ultimately, it is the responsibility of the student and parent to make sure they are meeting the requirements for the postsecondary institution of their choice. How Grades Transfer from the Postsecondary Institution to the Secondary School

The postsecondary institution will provide an official transcript to the MOWR participant’s high school upon completion of the semester. Each course on that transcript will be entered onto the student’s high school transcript in accordance with Carroll County Board of Education policy. All college or university level courses that transfer as English, Math, Science, Social Studies, or Foreign Language will have one point added to the grade point average weighting. All other courses will transfer in at the regularly allotted weight.

Example: ENGL1101 will have 1 point added so that a “B” transfers in as an “A” in the GPA calculation. WELD1050 will not have any points added, so a “B” transfers in as a “B” in the GPA calculation.

Additionally, it is important to note that our local institutions report only letter grades on their official transcripts. Each “A” will transfer into our system as a “99”, each “B” as an “89”, etc.

So, if a student earns an “A” in ENGL1101, that will go onto the high school transcript as a “99” with 5 points calculating into the GPA calculation.

Finally, it is important to note that any 3, 4 or 5 hour course will transfer in as a full unit of credit while each 1 or 2 hour course will transfer as one­half unit of credit. If your student withdraws from a course before the drop/add period ends, there is no penalty. Your student will be enrolled in classes at the high school to replace the courses dropped. If your student withdraws from a course after drop/add ends, this grade will go onto the student’s high school transcript. If the institution records the withdrawal as a “W” or “WP”, the course is posted in a manner so that it has no negative effect on your student’s GPA, but if the institution reports this withdrawal as a “WF”, a failing grade is shown on the high school transcript.

Extracurricular Activities

MOWR students are allowed to participate in extracurricular activities, though scheduling can become very difficult. While Central High School will make every effort to accommodate your student’s involvement, it is not always possible. Please discuss your plans with your student’s coach, sponsor, counselor, or any other persons involved before making decisions about schedules and course loads.

Students enrolled in the Advanced Academy of Georgia are not prohibited from participating in extracurricular activities at Central High School, but the heavy work­load of attending college full­time typically prevents students from participating in sports.

Honors and Awards

Students participating in MOWR are eligible for all honors and awards just as if they were enrolled fulltime at Central High School with the only exception being that Carroll County Board of Education policy prohibits fulltime students (i.e. ­ Advanced Academy participants) from being named Valedictorian or Salutatorian of their senior class.
