Per Diem Bulletin 05-5

Maximum Per Diem Rates for Arizona, Florida, Maryland, Missouri,

North Carolina, New Jersey, New Mexico, New York, Ohio,

Pennsylvania, Virginia, and Washington

Summary: The General Services Administration (GSA) has reviewed the lodging rates of certain locations in the States of Arizona, Florida, Maryland, Missouri, North Carolina, New Jersey, New Mexico, New York, Ohio, Pennsylvania, Virginia, and Washington and determined that the current lodging rates are inadequate.

Action: An analysis of lodging rate survey data reveals that the maximum per diem rate for the State of Arizona, Grand Canyon, including all points in the Grand Canyon National Park and Kaibab National Forest within Coconino County; the state of Florida, cities of Pensacola and Pensacola Beach, including Escambia County; the State of Maryland, city of Hagerstown, including Washington County; the cities of St. Robert and Ft. Leonardwood, including Pulaski County; the State of North Carolina, cities of Shalotte, Southport, and Whiteville, including Brunswick and Columbus counties; the state of New Jersey, city of Newark, including the Essex, Bergen, Hudson and Passaic Counties; the State of New Mexico, cities of Los Alamos and Espanola, including Los Alamos and Rio Arriba Counties; the State of New York, cities of Binghamton, including Broome County and West Point, including Orange County; the State of Ohio, cities of Canton, including Stark County, Mentor, including Lake County, Rittman, including Wayne and Medina Counties and Youngstown, including Mahoning and Trumbull Counties; the State of Pennsylvania, cities Chambersburg, including Franklin County and Chester, Radnor and Essington, including Delaware County; the State of Virginia, city of Wintergreen, including Nelson County; and the State of Washington, city of Seattle, including King County, should be adjusted to provide for the reimbursement of Federal employees’ lodging expenses covered by the per diem. This bulletin amends the FY 2005 per diem rates (see the Federal Register notice at 69 FR 52035, August 31, 2004, and Per Diem Bulletin 05-1, corrected at 69 FR 60152, October 7, 2004) by increasing the per diem rate in the prescribed areas.

Effective: This bulletin is effective April 26, 2005, and applies to travel performed on or after May 6, 2005.

Background Information

(A) After an analysis of the per diem rates established for FY 2005, GSA has determined that current lodging and meals and incidental expenses (M&IE) allowances for certain localities do not adequately reflect the cost of lodging in those areas.

(B) Per diem rates are published on the Internet at www.gsa.gov/perdiem as an FTR Per Diem Bulletin and published in the Federal Register on a periodic basis. This bulletin gives notice of a revision in the per diem rates prescribed by the Office of Governmentwide Policy (OGP) for the continental United States (CONUS). Per Diem Bulletins published periodically in the Federal Register now constitute the only notification of revisions in CONUS per diem rates to agencies. These are the changes constituted by this Bulletin:
