Labor Category: Program Manager 2Minimum General Experience: Minimum of ten years progressive management experience in information systems development and project development from inception to deployment. Experience providing technical guidance and direction in multiple tasks across several functional areas and proven experience in the management and control of funds and resources. Exceptional oral and written communications skills. At least eight years supervisory experience.
Functional Responsibility: Manages multiple projects or tasks supervising the project or task managers of each of those projects. Directs the operations of the overall service delivery function. Ensures client service is prompt and accurate. Responsible for the effective management of funds and personnel, and is accountable for the quality and timely delivery of all contractual deliverable items. Serves as the contractor's primary authorized point of contact with the customer and is responsible for overall contract task performance. Responsible for formulating and enforcing work standards; assigning schedules; reviewing work discrepancies; supervising management and technical personnel; hiring and terminating staff; and communicating policies, purposes, and goals of the organization to subordinate personnel. Responsible for ensuring that all required resources including manpower, funds, production components, computer time, and facilities are available for program implementation and completion. Responsible for the supervision of subordinate managers, engineers, scientists, analysts, and technicians. A wide degree of creativity, latitude, and independent action is expected. Relies on extensive experience and judgment to plan and accomplish required activities and meet all assigned goals.
Minimum Education/Training: Bachelor’s Degree in Computer Science, Engineering, Mathematics, Business, Management, or equivalent is required. Master's Degree preferred. Four years of additional experience can be substituted for a degree. Project Management Professional (PMP) certification preferred.
Labor Category: Project Manager 5
Minimum General Experience: Twelve years project management experience, most of which must have been in managing information technology projects; experience in project development; six years supervisory experience.
Functional Responsibility: Provides management oversight, handles contractual matters, and is liaison between COTR, CO, and corporate program manager. Coordinates activities/ seeks resolution of contractual/technical issues. Consults COTR/users to reduce costs and maximize efficiency. Responsible for project performance including cost, schedule, deliverables, contractual compliance; and accountable for deliverables to ensure meeting terms of contract. Responsible for budgeting of resources. Supervises engineers, scientists, analysts, technicians, and other staff members. Prepares status reports and makes presentations to client on project progress.
Minimum Education/Training: Bachelor’s Degree in Computer Science, Engineering, Mathematics, Business, Management, or equivalent is required; four years of additional experience can be substituted for a degree.; Project Management Professional (PMP) certification required
Labor Category: Project Manager 2
Minimum General Experience: Minimum of eight years progressive project management experience, most of which must have been in a specialized area such as information systems development. Experience in project development from inception to deployment; demonstrated ability to manage and provide technical guidance and direction, and excellent oral and written communications skills. At least six years supervisory experience.

Responsible for the budgeting of all required resources including manpower, funds, production components, computer time, and facilities that are required for project implementation and completion. Responsible for the supervision of subordinate engineers, scientists, analysts, and technicians. Responsible for enforcing work standards, task schedules, reviewing work discrepancies, supervising technical personnel, recommending project hires and terminations, and communicating policies, purposes, and goals of the organization to subordinate personnel. Prepares periodic status reports and makes presentations on project progress.
Minimum Education/Training: Bachelor’s Degree in Computer Science, Engineering, Mathematics, Business, Management, or equivalent is required. Four years of additional experience can be substituted for a degree. Project Management Professional (PMP) certification preferred.
Labor Category: Information Security Support Engineer (ISSE) 3
Minimum General Experience: Ten years general experience at least five years f specialized systems security experience.
Functional Responsibility: Supports the installation of new or modified hardware, operating systems, and software applications ensuring integration with Federal Information Security Management Act of 2002 (FISMA), National Institute of Standards and Technology (NIST), DoD Information Assurance Certification and Accreditation Process (DIACAP) Certification & Accreditation security certification requirements to implement operational structures and processes that ensure an effective Information Security (IA) security program including boundary defense, incident detection and response, and key security management activities. Provide direction and/or support to system developers/administrators regarding correction of security problems identified during testing. Evaluate functional operation and performance in light of test results and make recommendations regarding Certification and Accreditation (C&A). Attend weekly Peer Reviews and status update meetings. Examine system vulnerabilities and determine actions to mitigate them. Implement technical security countermeasures for the supported systems. Provide support for the development of IA related customer support policies, procedures, and standards. Develop SOPs as required.
Minimum Education/Training: Bachelor’s Degree in Computer Science, Engineering, Mathematics, or other directly related subject. Four years of additional experience can be substituted for a degree. Certified Information Systems Security Professional (CISSP) or Information Systems Security Engineering Professional (ISSEP) Certification required. Two years of additional experience implementing Federal compliant security standards can be substituted for CISSP or ISSEP certification.
Labor Category: Solution Architect 5
Minimum General Experience: Twelve years’ experience in systems analysis and design of information systems or programs, and at least five years’ experience in information technology; at least three years supervisory experience.
Functional Responsibility: Prepares or supervises the preparation of highly complex designs and specifications for various software-based systems. Plans approach to solve design problems; conceives and recommends new design techniques; resolves design problems with personnel. Designs and coordinates test set-ups and experiments to prove or disprove the feasibility of a preliminary design. Ensures performance of the telecommunications network through constant monitoring of traffic, performance and network configurations. Takes corrective action to reroute traffic when problems occur and works with network engineering to resolve issues. Advises client of company requirements for products and services, support equipment, and installations. Directs regular, special, and integrated system test programs. Prepares and conducts special reports and presentations pertinent to company products and services, field operations, or other applications. Plans, prepares, and conducts on-the-job training as required in support of these activities. Supervises large teams performing complex system design requirements. Prepares and makes presentations to clients on proposed design activities and other related topics.
Minimum Education/Training: Bachelor’s Degree in Computer Science, Mathematics, Engineering, Information Systems, or other related scientific or technical discipline; four years of additional experience can be substituted for a degree.

Functional Responsibility: Establishes and develops complex information requirements for large-scale information systems, databases, and/or networks. Designs complex architectures that include software, hardware, and communications solutions to support the total client requirements, as well as provide for present and future cross-functional requirements and interfaces. Evaluates compatibility of information system development efforts with agency architectures and recommends appropriate adjustments. Supervises large teams performing complex system design requirements.

Minimum General Experience: Seven years’ experience in systems analysis and design of information systems or programs, and at least three years’ experience in information technology. At least two years supervisory experience.
Functional Responsibility: Responsible for applying systems analysis and design techniques to develop or modify complex computer systems. Schedules and reviews all lifecycle support functions associated with the design of complex information system projects.
