President -Cecilia Quiroz:

Tuesday, Governing Board will make decision about property tax.

Non-negotiable items - what to do if a campus president isn't complying with what they signed. Send email to executive board. Follow chain of command.

Morale is bad - fear in the workplace because we hear financially where we are in the district. Are we going to have a job? We have to have an open mind and be open to change whether it's at another college or doing something different within MCCCD.

We are willing and open to the change. Mid-management is not ready for this change. Campus President's having closed door meetings, Chancellor needs to know.

Using building at AZ Center for APS - we can teach there and not have to offer a 16 week class.

Old Business:

Computers - tabled last month. Carmen was able to get quotes. Belong to PSA, housed at district office, checked-out. Collette brought up the emails on phone, computers, iPads. Donna said they have to go through a process before confiscation.

Monica motioned, Collette seconded. Contract signed to standard property loan forms. $1,000 for executive board to get either iPads or computers. Motion passes.

Guest Speaker: Chancellor Rufus Glaspar

Cecilia welcomed Dr. Glasper.

  • State of the district presentation, with time for questions.
  • Notion of change, points out where we are going.
  • The governing board is directing the growth of the district as well as guiding the Chancellor.
  • 27 years April 15, 2013. 10 years as Chancellor in May 2013.
  • Changes in 5-7 years. Moving as single accreditations, move along the same continuum to look and act like one institution.
  • Cannot moderate how much or less that AZ cares about us. Maricopa is a gigantic elephant that needs nothing according to state legislature. 8 rural districts ok, 2 urban districts nothing. 6 mile circles for each college. We are competitive and drawing students from one another.
  • Attrition rate semester to semester, year to year, 50-70%. Focus on retention for completion agenda. Need students to sustain growth. Tuition, state aid, property taxes based on 1979-80 statute based on number of students FTSE from one year to another.
  • New program brings in 10M but we would have to give up 10M in state aid and property tax. 1.6M. Temporary sales tax is sustaining 1% - may go away. 28% from state down to 1%.
  • 2002-03 eliminated community college board. We have no representation with state. Tried to bring Mohave, Cochise, Pima because they were not associated with other Community Colleges. Lost time, energy, and resources for last 10 years. Other states have coordinating boards.
  • A developed document about Visioning is available on line. Pima is back at the table. AZ Community College Board will hire director. Obama has helped with respect for community college's and support.
  • Corporate college has brought conversations with Business Community, Trade Associations, Insurance Associations, all want one college - we can give them whatever they want. We will deliver a global corporate college, curriculum for anything, they bring it, and we will develop it. Employees will be different from what we have now. Skills gap, we are being asked to do multiple career path grants. Doing business differently.

  • Mapped back ASU programs, maintain GPA, tuition cap, in and out within 3 years and ASU within 2. Move graduation rate to University from 6 years to 5 years. Course equivalency transfer accepted across the board at all universities in AZ.
  • Continuing Education hasn't been very good in the last 2-3 years. All career and job training programs that are non-credit will go to corporate college. Corporate College has gone viral. Separate reporting board sheltered from state so they can't take funds from it. Over the years it will help us replace the $60 million we have lost from the state. Move developmental education students to non-credit. Address it differently, recommendations are coming.
  • Fiscal Challenge: state aid has gone from 60M down to 8M. Determine an opportunity to move forward. Control our own future. “Disruptive Innovation.” Rio was disruptive innovation in Maricopa and other community college districts. We need to know how to utilize people, technology, and processes. Why aren't we giving people options? We don't think about ourselves as a system. We don't want to lose good people. Personnel shared and moved around is his vision. Position control system - October 25, 2012. $38M in vacant positions. Not all available money. Didn't hire full time but hired multiple part times. 9200 square miles of service area. All colleges are fiscally sound - it's how they manage their budgets.

ACC Major Initiatives:

  • Vision 2020 - identifies 32 metrics applicable to us. Beta testing sight for Lumina $200K.
  • Performance Based Funding: University 2011, K-12 Spring/Summer.
  • Governance Structure: AZ Community College Coordinating Council.
  • Centers of excellence. SSE is about one process, one portal. Talking now about branding, i.e., Maricopa Community College at Phoenix, Maricopa Community Colleges at Mesa, etc.
  • Bond by service area, not by college. RIO GCC and MCC are financially solvent on paper. Initiative fatigue??? The board has to decide what they don't want or how they want to proceed.

Comments from audience and answers from Chancellor:

  • Needs Analysis will give us what the impact is. Tiered structure for temporary employees? Bad practice is surviving on Part-Time people faculty included. Permanent money.
  • Personnel going to other colleges - why do colleges violate internal posting rules - why not use internal transfer?
  • Answer: culture, and the idea that all positions come to district in one pot, then colleges come to table with needs and the position is allocated. MCCCD needs to become more effective and efficient. Sustain as many opportunities as we can - we are still hiring. Each college is hiring differently - it should not be different.
  • Nonnegotiable: transfer for students - employee processes stink.
  • Google mail - a disaster - can't do mail mergers, cannot imbed text tables. Answer could be to go back to Outlook?
  • Answer: we are looking at Google - struggling with some of the same issues. Google is moving up and forward and they are looking at functionality.

  • Puzzled about One Maricopa - what does it mean?
  • Chancellor’s vision is look and act like a system. The processes will be the same, if appropriate. One Maricopa is looking at solutions for the whole. One Maricopa says we need to sit at the table and decide.
  • Look at what colleges are bringing to the table. Should every college offer on-line learning? Corporate College will sell everything that is legal.
  • Send your thoughts about Google, etc.
