General Accountability & Purpose of the Job:

Reporting to the Manager, Solid Waste and Environment, the Environmental Technologist III is responsible for developing and implementing both short and long-term plans for regional solid waste management; representing the CVRD on industry associations and task forces; assisting with the preparation of annual solid waste reduction budgets; providing input to fulfilling environmental plans and priorities in the department; preparing funding applications, major reports and feasibility studies; and the development of related bylaws and promotional and educational initiatives. The Environmental Technologist III may be responsible for supervising activities of the Environmental Technologist I and Environmental Technologist II position, and for directing seasonal student(s), contractors and consultants working for the CVRD.

Typical Job Duties:

  1. Drafts written reports for sub-committees, internal reports and public education and information materials. May involve some verbal presentation.
  1. Responds to routine correspondence between the CVRD and various government bodies and regulatory agencies, contractors, consultants, legal council, and community organizations regarding Solid Waste Management Plans and environmental initiatives, agreements, partnerships, and progress of ongoing programs.
  1. Serves as project coordinator and technical lead for projects related to new CVRD solid waste initiatives.
  1. Performs service planning, contract preparation for contract services and the CVRD’s curbside collection programs.
  1. Coordinates off-site initiatives related to waste diversion and environmental management established throughout the community such as the telephone book recycling program, composter sale, etc.
  1. As directed by the Manager, consults with affected public, municipal and/or industry stakeholders, the CVRD Environment Commission, and media regarding Solid Waste Management Plans, draft bylaws, and proposed waste management and environmental programs.
  1. Assists with the development and implementation of targeted advertising, public education and awareness campaigns and associated materials, as well as training workshops for homeowners, schools, business groups and others.
  1. Assists the Manager with preparing budgets for the Solid Waste and Environment function.
  1. Assesses operational, technical, and financial feasibility of new initiatives related to the Solid Waste and Environment function.
  1. Performs other duties or tasks as required.

Organizational Relationship:

The Environmental Technologist III reports to the Manager, Solid Waste and Environment, and may, as required by the Manager, supervise activities of the Environmental Technologist I and Environmental Technologist II position, as well as seasonal student(s)

Qualifications:

Education/Training:

Post secondary degree or diploma in environmental studies, engineering, planning or related field, or an equivalent of appropriate post secondary education, training and experience.

Experience:

A minimum of five (5) years practical experience in waste management and environmental programs, including experience in the supervision of personnel, or an equivalent of appropriate training and experience.

Preferably extensive experience in contract planning and management, project management, budget development and reconciliation, report generation, waste reduction initiatives, media relations, and targeted promotion and education campaigns preferably in a municipal setting.

Occupational Certification:

WHMIS Certificate – provided by employer

First Aid Level I with CPR C

Possession of a valid BC Drivers' Licence.

Knowledge

Knowledge of the Regional District’s operations.

Knowledge of computer operations and an ability to work with a variety of software packages including, MS Office programs and other software.

Knowledge of solid waste diversion processes and procedures and environmental issues.

Knowledge of all phases of recycling, including collection, processing, and marketing and the management of solid waste reduction programs.

Comprehensive knowledge of solid waste management systems, with proven planning and procedural skills for setting of related program objectives and strategies.

General knowledge of a wide range of environmental priorities and ability to identify interrelationships.

General knowledge and proven skills in the supervision of personnel.

Knowledge of contract development, tendering processes, Requests for Proposals, and financial systems, including budgetary processes and invoice reconciliation.

Skills & Abilities:

Ability to communicate effectively through written materials, including staff reports, advertisements, education manuals and workshop guides, public notices, brochures and pamphlets.

Ability to understand and apply laws, regulations, agreements and procedures as appropriate.

Ability to establish and maintain courteous, tactful, diplomatic working relationships with other employees, the general public and Regional Board members.

Proficient in the use of grammar, spelling and punctuation.

Ability to effectively operate a PC in a Microsoft suite environment (Access, Word and Excel).

Ability to communicate effectively both verbally and in writing.

Ability to effectively interpret provincial legislation and apply solid waste and other environmental bylaws, agreements and procedures as appropriate.

Ability to interrelate all phases of recycling, including collection, processing, and marketing and the management of solid waste reduction programs.

Ability to apply basic environmental monitoring protocol and associated environmental criteria.

Effective public speaking and presentation skills, including delivering information and education to a wide variety of audiences from children to industry professionals.

Effective communications skills with written materials, including staff reports, advertisements, education manuals and workshop guides, public notices, brochures and pamphlets.

Ability to effectively manage a wide range of contractors.

Ability to communicate effectively both verbally and in writing and to maintain effective working relationships with representatives of local commerce, media, education groups, citizen groups, government agencies, the public, and CVRD Board members.

Strong editing skills in the area of designing and delivering public participation programs.
