BACKGROUND:

Veterans receive non-collegiate instruction in their initial accession training for the military that is similar to the requirements for General Education Area E. Furthermore, EO 1036 (dated July 14, 2008) states in Article 3.2 that, “[c]ampuses are encouraged to use the completion of basic military training toward satisfaction of Area E in the university’s general education requirements, Title 5, Section 40405.1.” Granting this credit will help the university enhance the transition of students who have served in the military, maintain a veteran-friendly environment and improve our recruitment and retention of student veterans.

Consequently, we propose that veterans be awarded credit from basic training to meet the university’s Area E requirement as outlined in the ACE Guidelines. We further propose that this occur automatically as part of the process for granting transfer credit upon matriculating at Cal Poly Pomona (no petition necessary). Finally, we ask that this change be applied to all veterans who are currently active undergraduates, as well as to all veterans who may attend in the future.

This recommendation originated in the Veterans Outreach Subcommittee of the Enrollment Management Advisory Council (EMAC) and was approved by the EMAC Executive Committee.

DISCUSSION:

The committee solicited information from the listed constituencies, from other CSU campuses, and spoke directly to representatives of the US Military programs on campus, including from the ROTC. Veterans reps who were contacted did not send comments.

Committee discussion centered on the issue of how military basic training met the learning objectives of the new EO 1033 (this order superceded EO 595). There was no agreement on the committee that basic training alone met the criteria, but there was agreement that we as a campus did not want to create unnecessary barriers for veterans when other campuses do give vets GE credit (including Chico, CSUN, Humboldt, and partial credit for PE requirement at SJSU…see appendix, ie powerpoint slides, for details).

RECOMMEDATION: The committee recommended that incoming students who have completed Basic Military Training, served one year of active-duty service, received an honorable discharge or its equivalent or are still on active duty, and subsequently pass ENG 104 or a comparable transfer course would be granted 4 units of GE credit in area E. Vote was 7-0-1.
