Meeting Minutes – February 8, 2008

•  Jim Hall briefly reviewed the minutes of the Feb. 8, 2008 meeting.
•  The existing gas-lift documents, other than those currently under development, were reaffirmed to be maintained for another five years.
•  We reviewed the existing “wish list” for new work items

Organization Review / Change – SC11 to SC19

•  Jim Hall briefly reviewed the current API organization.
•  John Yonker briefly overviewed the new API Sub-Committee 19.
•  John is Chair of Sub-Committee 19 where the Gas-Lift Task Group is now located.
•  The API Executive Committee on Standardization (ECS) made a review to improve the efficiency of API, correct some problem areas, and gain a better alignment of standards.
•  They decided to restructure Sub-Committee 19 to focus on completion equipment.
•  This includes the old 14A,14B, and14L from SC 6; 11D1 and 11V from SC 11; Sand Control Screens; and Barrier Valves.
•  Gas-lift was placed here because of the “installation and completion” aspects.
•  Other forms of artificial lift are in other committees.
•  This was agreed to by Sid Thomas, Chair of Sub-Committee 11.
•  There are some organizational differences:
o  For ISO Work Group 4 work documents are approved by Country ballots.
o  For API Task Group work, ballots are approved by SC 19 members.
o  There will be bi-annual joint meetings between ISO Work Group 4 and API SC 19 to resolve any issues that might come up as ISO documents are adopted back into API.
o  The Task Group chairs will be included in the joint meetings.
o  When there is an ISO document, API recommends the US position to ANSI which votes as part of the ISO international committee.
o  This is done by the US TAG (Technical Advisory Group) which will consist of members of SC 19 and the members of the Gas-Lift Task Group.
o  The group will plan new standards or joint projects when they are needed.
o  The next joint meeting will be in January 19-23, 2009 in San Antonio.
•  Roland Goodman reviewed the current API Organization chart.

Subcommittee 19 Meeting minutes – May 22, 2008

•  John Yonker briefly reviewed the SC 19 meeting minutes from May 22, 2008.
o  Jim Hall presented the status of the API gas-lift documents.
o  Wayne Mabry presented the status of the ISO gas-lift documents.
o  Others reported the status of the other items to come under SC 19.
•  Document numbers:
o  Existing 11V RP’s will remain in the API RP 11 series.
o  When the ISO standards are adopted back, we will give them an API number.
o  But, we plan to maintain API 11V1, without changes, for people who have an API monogram.

Inventory and Status of Specifications and Recommended Practices

•  The status of current API gas-lift documents.
o  11V1 – reaffirmed April, 2008
o  RP11V2 – reaffirmed April, 2008
o  RP 11V5 – published June, 2008
o  RP 11V6 – reaffirmed April, 2008
o  RP 11V7 - reaffirmed April, 2008
o  RP 11V8 - reaffirmed April, 2008
o  RP 11V9 – nearing completion
o  RP 11V10 – published June, 2008
o  RP 11V11 – work underway
•  We plan to keep API 11V1 as is for the short term, since some have monograms under it.
•  We will maintain 11V1 for some period of time and then phase it out in favor of the “adopted-back” ISO documents.
•  Companies that have an API 11V1 monogram license will be notified that these licenses will not be renewed. They will have the option to obtain a monogram license under the new “adopted-back” documents.
•  Roland Goodman stated that there can be an API monogram process on the “adopted-back” ISO documents, as soon as they are published as API documents.
•  We will withdraw API RP 11V2 and 11V7 when the pertinent ISO documents are adopted back.
•  The other existing and new API RP’s are not covered by ISO documents and will continue to be maintained as API document.
•  When we adopt back the ISO standards, we will give them API 19G numbers.
•  Specifically we recommend ISO 17078-1 and 17078-2 be adopted back now as API 19G1 and API 19G2 and placed into an API monogram process. This was unanimously approved by the members of the Task Group who were present.
•  We ask that all members of the API Gas-Lift 11V Task Group comment on this and let us know if they agree or disagree with this. If you disagree, please let us know by Sept. 30 why you don’t agree.

Work in Progress (11V9, 11V11)

•  Concerning API RP 11V9
o  We should leave out the two missing sections and move forward with the document.
o  Cleon Dunham will revise the document to leave the two sections out.
o  The document will be reviewed by the Work Group
o  Mike Johnson will get some people in ExxonMobil to review the document.
o  Once the Work Group agrees with the document, it will be submitted to the Task Group for review.
o  Once the Task Group agrees with the document, it can be submitted to Sub-Committee 19 for approval.
•  Concerning API RP 11V11
o  We have an active Work Group.
o  We will have a meeting in Houston on Sept. 19.
o  The next meeting will be in The Netherlands in Feb. 2009.
•  Concerning possible new work items.
o  Surface controlled gas-lift valves.
o  Gas-lift automation.
o  Gas-lift designs with PPO valves.
o  Update 11V6 with valve performance and value size selection.
o  Small revisions to 11V8.
o  Dimensions for 1.75” mandrels pockets.

Next Meeting date – February 6, 2009 – Scheveningen, NL

•  The next API Task Group meeting will be on Feb. 6, 2009 in The Hague, The Netherlands.
