GANG OF NOTORIOUS AUTO LIFTERS BUSTED

Team of Special Staff West District has busted a gang of notorious auto lifters headed byManish Kumar @ Nephuwho has previously been arrested in 14 cases of auto theft, Robbery, snatching and arms act etc. Manish Kumar @ Nephu & Anuj Kumar @ Kalia has been arrested and two Motor Cycles stolen from PS Nangloi recovered.

PROFILE OF ACCUSED

1 Anuj Kumar @ Kalia S/o Sh. Ananadiram R/o Jhuggi No 31 Bhimnagar Nangloi Age- 21 yrs. He is a permanent resident of Vill Nawada, Sultanganj, Bihar and studied up to 4thclass from his native village. He is selling fruits on Rehri in Jwalapuri camp No 4. He has three brothers and three sisters. He is living separately from his brothers. His parents reside in the native village. No previous involvements.

2. Manish Kumar @ Nephu s/o Lt Sh Mahabir Singh r/o H No A 48 Jwala Puri camp No 4 Nangloi Delhi age 29 yrs. BC of PS M W Nagar. He has one brother and a sister. Father has expired & Mother is working in Houses as maid. He is active auto lifter. He is now said to be working as security guard with Royal 7 Pvt. Security in Sayed Nangloi.

DETAIL OF TEAM

On the basis of secret information of HC Ajay Sharma a team of Special Staff West District, comprising of, SI Charan Singh, SI Manoj Kumar, ASI Ishwar Singh, HC Kirori, HC Sunil, HC Laxman, Ct. Hardeep, Ct. Sumit & Ct Vinod headed by Insp Surender Singh Rathee in supervision of Sh. Jagjeet Sangwan ACP Operation Cell West District was constitutedand a trap was laid near Gas Godown BG-6 Paschim Vihar Delhi. At about 7.10 am, two persons came on a Hero Honda splender plus motorcycle without helmet, on pointing out by the informer, team of Spl. Staff apprehended Manish Kumar @ Nephu and Anuj Kumar and Motorcycle was driven by Manish @ Nephu while other was sitting as pillion rider.

INTERROGATION

On interrogation, they revealed that they are committing thefts of M/cycle in the area of West District. On interrogation they disclosed of committing thefts of another Motorcycle Hero Honda from Nangloi area few months ago. On their instance, another motor cycle without number plate Eng No 28068, Chassis No 027106 was recovered from Subji Mandi, Bhim Nagar Nangloi. On checking on Zip net, the said M/Cycle with Regn. No DL 4S BG 8117 Hero Honda CD Deluxe black colour was found stolen from Nangloi vide FIR No 277/13 dated 14/08/13 u/s 379 IPC PS Nangloi Delhi.

BLIND MURDER CASE WORKED OUT

With the arrest of three persons namely Gurmeet Singh @ Tinku, Sukhvinder Singh @ Sukha and Pyara Singh @ Pyare, the staff of Police Station Nihal Vihar, West District has worked out the case of murder lodged at Police Station Nihal Vihar vide FIR No 253/2014 dated 09.04.2014 U/s 302 IPC.

ACCUSED ARRESTED:

(1) Gurmeet Singh @ Tinku, age 22 years, s/o Arjun Singh R/o C-64-D, Tilak Vihar, Delhi. He has studied upto 6thclass and drug addict. He is a TSR driver.

(2) Sukhvinder Singh @ Sukha S/o Attar Singh, Age 24 Years, R/o B-79-D, Tilak Vihar,Delhi. He has studied upto 6thclass in the local Govt.School and presently working as a labour.

(3) Pyara Singh @ Pyare S/o Jagat Singh, age R/o C-230-D, Tilak Vihar, Delhi. He has studied upto 6thclass and presently working as a labour.

INVOLVEMENTS OF ACCUSED PYARA SINGH @ PYARE:

He is first timer in crime.

INCIDENT & OPERATION:

On 09.04.2014 a PCR call was received vide DD No.-4A regarding quarrel in the area of PS Nihal Vihar. The PCR staff reached the spot and the injured was shifted to SanjayGandhiHospital and after checking, the doctor on duty, declared him unfit for statement. No eye witness was found at the spot as well as at the hospital hence a Case vide FIR No.253/2014 U/s 307 IPC was registered on the same night. The injured was referred to SafdarjungHospital where he succumbed to injuries during treatment and section of law 302 IPC was added in the case.

Keeping in view the gravity of incident, three police teams under the supervision of ACP/Nangloi comprising of Inspr. B. R. Sankhla, SHO, Nihal Vihar, Inspr. Parmender Singh, Inspr. Investigation PS Nihal Vihar, Inspr. C. L. Meena, ATO/Nihal Vihar, ASI Bijender No.211/W, HC Dhanna Lal No. 448/W HC Iswar No.145/W, HC Sanjay No.1598/W Ct. Laxman No 2387/W Ct. Dharam Singh No. 1869/W Ct. M. R. Prasad No. 1673/ W and Ct. Jitender No. 1924/W was constituted to nab the accused persons and to investigate the case. During the course of investigation, the names of suspects have surfaced. Intelligence was collected and teams were dispatched to the different places for conducting raids and finally all the accused were arrested from Metro Station Subhash Nagar at about 1.30 AM on dated 13.04.14 .

INTERROGATION

On sustained interrogation, they confessed their crime and stated that there was a rivalry between the deceased Ramesh and the accused Gurmeet @ Tinku over the issue that in the past Tinku had beaten one boy sunny friend of deceased Ramesh. On 08.04.2013, the accused has assaulted one Amrik Singh @ Rinku who also happened to be the friend of deceased. Thus Gurmeet @ Tinku and the deceased Ramesh formed their Groups to take revenge from each other and started intimidating each other. On the day of incident there were exchange of abuses between them over phone and challenged each other. The accused Tinku came in Chander Vihar with his group i.e. Pyara Singh, Gurmeet Singh @ Raka, Gora-Kala, Sukhvinder Singh @ Shukha and Prince @ Nakkali on TSR and Scooty. The deceased met them near Kikkar Chowk, Chander Vihar on motor cycle. The accused Gurmeet @ Tinku who was driving the TSR hit the motor cycle of deceased from front side. Thus he fell down and they stabbed him to death.

DATE/TIME & PLACE OF ARREST:

On 14.04.2014 accused namely Gurmeet Singh @ Tinku, age 22 years, s/o Arjun Singh R/o C-64-D, Tilak Vihar, Delhi, Sukhvinder Singh @ Sukha S/o Attar Singh, Age 24 Years, R/o B-79-D, Tilak Vihar, Delhi and Pyara Singh @ Pyare S/o Jagat Singh, age R/o C-230-D, Tilak Vihar, Delhi were arrested

MOTIVE:

The motive behind the murder was rivalry between the deceased Ramesh S/o Bahadur Singh R/o 4thfloor, Dham Road, B block, Chander Vihar, Delhi. The accused Gurmeet @ Tinku had beaten one boy Sunny friend of deceased some days back thus their rivalry between them increased. On 08.04.2014, the accused again beaten one of the friend of deceased Amrik Singh which added fuel to fire. On the day of incident the hot words exchanged between the accused Tinku and the deceased Ramesh over phone. Both accused and the deceased threatened each other over mobile phone and the accused Tinku came in Chander Vihar with his group i.e. Pyara Singh, Gurmeet Singh @ Raka, Gora-Kala, Sukhvinder Singh @ Shukha and Prince @ Nakkali and stabbed him to death.

INVESTIGATION TO BE DONE:

The investigation is being carried out to nab the remaining accused persons i.e. Prince @ Nakkali, Kala-Gora and Gurmeet @ Rakka

Amar Singh @ Gamri @ Golu s/o Darshan Singh r/o H.No. A-9 Gali No. 9 Himgiri Chander Vihar Nihal Vihar Delhi . Amar Singh @ Gamri @ Golu s/o Darshan Singh r/o H.No. A-9 Gali No. 9 Himgiri Chander Vihar Nihal Vihar Delhi in front of his house.The team has arrested 66 P.O.’s during the current year by showing dedication/devotion in discharging their official duties. The team had also made a record of arresting 217 P.O.’s in the last year.

INCIDENT & INVESTIGATION

On 12..4.13 Sarwan Kumar S/O Mundreka R/O Y-472 Janta Market Nangloi Phase 1 Delhi was returning to his home. Around 11 pm when he reached near Jwalapuri Nallah, 3 boys waylaid him. One of them caught hold him from back while other snatched his mobile Rs 10 and ATM card from his pocket. However patrolling staff reached the spot and apprehended one person with the help of PCR staff whose identity later on was established as Ram Swaroop S/O Tulsi Ram whereas his associates managed to escape. Accordingly, a case FIR No. 267/14, U/S 356/379/34 IPC was registered and the accused was arrested in this case.

INTERROGATION & MODUS OPERANDI

On sustained interrogation, accused disclosed that he was jobless and due to poor financial condition of family started snatching with his friends to fulfill his daily needs. As his associates have been identified, raids are being conducted to arrest them.

Shri Ravinder Sharma S/O Ram dev Sharma member People for Animals and Sanjay Gandhi Animal Care Centre got information that one tempo carrying Buffalo beyond permissible limit will pass through Peeragarhi Chowk. He kept watch and stopped one Eicher tempo Regn no. HR 39B 3655 on checking 4 buffalo and 38 calves with their feet tied found in injured condition out of which one buffalo and one calf were found dead later. On checking he was not able to produce any permission to carry animals. Accordingly, a case FIR No. 269/14, U/S 5/12 Delhi Agriculture Cattle Prevention Act and Section 11.1 (D) Prevention of Cruelty of Animal Act 1960 was registered and the accused was arrested in this case.

INTERROGATION & MODUS OPERANDI

The above said accused during sustained interrogation disclosed that he was working as driver for livelihood. He started carrying animals without permission because he used to get good money.

ORDER

1. Whereas, a large number of people sell and purchase Second Hand Vehicles including Motor Cycle, Scooters and Cars in Delhi through dealers engaged in this profession.

2. And whereas, it has been noticed that the Second Hand Vehicles are commonly sold without filling all the columns especially date of transaction of Form No.29 and Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers before the actual transfer of the vehicle in the records of Transport Authority. This is to circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact of transfer of vehicle should be reported to the Transport Authority within 14 days for local transfer and 45 days for inter-district transfer.

3. And whereas, it has been noticed that the stolen vehicles involved in crime are sold to several purchasers through dealers/ agents of Second Hand Vehicles. Such second hand vehicles are likely to be used for commission of various type of crime like robbery etc. and may be used even in terrorist activities.

4. And whereas, it has also been observed that the record of seller and purchaser are not kept by the dealers or agents engaged in the business of facilitating sale and purchase of Second Hand Vehicles making it difficult for the investigation agencies to identify the criminals involved in such crimes

5. And whereas, it is rendered imperative to put regulatory check on the vehicle dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social elements may not use them to sell the stolen vehicles through them and it is felt that immediate action is necessary in this regard.

6. Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144 Cr. PC, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036(i)UTL, dated 09/09/2010,I Surender Sharma,Asstt. Commissioner of Police Sub Division Safdarjung Enclave, New Delhi do hereby make this written order that all such Vehicle dealers who deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and Cars in the jurisdiction of Sub-Division S.J.Enclave, Delhi shall :-

a)Maintain a register of sellers and purchasers of all the transactions of Second Hand Vehicles.

b)Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction.

c)Affix photographs of the seller and purchaser on the register.

d)Keep copies of identification documents like election card, ration card, PAN Card, Driving Licence etc. as well as copies of Form 29, Form 30 ( Part-I & II ) and Delivery Letter for access by the police as and when required.

e)Inform the nearby police station if the seller or buyer is found suspicious.

These orders shall come into force with effect from11.04.2014and shall remain in force for a period of 60 days upto09.06.2014(both days inclusive) unless withdrawn earlier.

Any person dealing in business of sale and purchase of second hand vehicles as dealer or agent who contravenes this order shall be liable to be punished in accordance with the provisions of Section 188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press and by affixing copies on the notice board of the offices of all DCsP, Addl. DCsP, ACsP, Tehsil Officer, all police station concerned and the offices of NDMC and MCD.
