Highlights:
A gang of notorious highway robbers/truck jackers including one lady busted.
Seven persons arrested.

With the arrest of seven robbers/truck jackers namely 1. Mohd. Asif S/o Mohd. Aqil r/o Pooja Colony, Loni, DistrictGhaziabad, UP aged 24 Years, 2. Balram @ Babli s/o Mahipal r/o Village- Pavi, Post- Loni, District Ghaziabad, UP aged 28 years, 3.Gyanender s/o Rajeshr/oVillage- Pavi, Post- Loni, District Ghaziabad, UP aged 23 years, 4. Imran s/o Irfan r/o Pooja Colony, Loni, DistrictGhaziabad, UP aged 25 Years, 5. Mohd. Faim s/o Mohd. Saheed r/o Pooja Colony, Loni, DistrictGhaziabad, UP aged 37 Years, 6.Riyazuddin s/o Ahmed Hussain r/o Ward No. 5, Dhobi Wali Gali, Mohalla Qilley Paar, Dasna, District Ghaziabad, UPaged 37 Years and 7. Mumtaz w/o Jamil r/o A-157, Ground Floor, Sec- 4, Vaishali, District Ghaziabad, UPaged 34 years, The Crime Branch has busted a gang of robbers/truck jackers indulged in robberies of goods from trucks/Tempo in the different areas of North East District, Delhi.03 cases of robbery/theft of North East District, Delhi were solved and robbed goods (motor cycle spare parts) worth Rs. 4 Lacs including one Maruti Car 800 CC used in the commission of crime recovered.

Team & Operation:-

Keeping in view of increasing incidents of truck/tempo jacking in the area of North East District of Delhi, special task given to the AATS of Crime Branch of Delhi Police to develop intelligence and apprehend the active robbers/truck jackers. The team developed human intelligence as well as technical intelligence regarding the criminals having same modus operandi. The team also kept vigil on such criminals released from jail or bail out recently.

With pain staking efforts, the team could identify a gang of Mohd. Asif, which was found active in the area. On 22.05.2012, secret information received to the team that desperate robber namely Mohd. Asif along with his gang members would come to Road No -57, Opposite Swarn Cinema Hall during night hours. A team of officers led by Insp. Jai Bhagwan comprising of SI Karmveer Singh, HC Harbir Singh, HC Upender, Ct. Harender, Ct. Govinder, Ct. Sameer and Ct. Karamabir under the supervision of Shri Bir Singh, ACP/ARCand overall supervision of Shri Bhisam Singh,Addl. DCP/Crime was constituted to apprehend the gang.

The team laid a trap near Road No -57, Opposite Swarn Cinema Hall and the team members were deployed on the strategic positions. After sustainable efforts, five notorious robbers were apprehended and on their instance, two more robbers including one lady were also apprehended. On the instance of apprehended persons, spare parts of Two Wheelers, robbed from the area of PS Shahdara along with the vehicle used in the crime were recovered.

Examination:-

During sustained examination, the gang leader namely Mohd. Asif disclosed that he hails from U.P. He along with Sajid and Bechain used to commit robbery of goods from the trucks that were plying or were stationed on high ways. They used to sell the robbed/stolen goods to Mumtaz. In 2011, he alongwith his gang and Mumtaz, was arrested in a case of robbery at PS Burari. After getting bail in the said case, differences aroused between him and Bechain Sajid. Therefore, he formed his own gang consisting of Balram, Gyanender, Imran, Mohd. Faim and Riyazuddin. He alongwith his gang members started committing robbery of goods from the loaded trucks.

Recovery

  1. Robbed articles (spare parts of Two-Wheelers) worth Rs. 4 Lacs.
  2. One Maruti 800 Car No. DL 2C E 8080 used in the commission of the crime.

Cases solved

  1. FIR No. 99/12 U/s 382/34 IPC dated 09.04.12 PS Shahdara.
  2. FIR No. 83/12 U/s 382/34 IPC dated 25.03.12 PS Shahdara
  3. FIR No. 60/12 U/s 379/34 IPC dated 26.02.12 PS Seema Puri.

Profile:-

Mohd. Asif

Mohd. Asif was born in Shahjahan Pur, U.P. His father drives TSR auto. He has three brothers and two sisters. He had not gone to school. He him self started driving TSR. He came in contact with Sajid and Bechain and started committing robbery of goods from the trucks plying on high ways and sell it to Mumtaz. In 2011, he alongwith his gang members and Mumtaz, was arrested in a case of robbery at PS Burari. After getting bail in the said case, differences aroused between him and Bechain Sajid. Therefore he formed his own gang consisting of Balram, Gyanender, Imran, Mohd. Faim and Riyazuddin. He alongwith his gang members started committing robbery of goods from the loaded trucks. He is previously involved in one case of robbery.

Gyanender

He was born in Village Pavi, Loni, District Ghaziabad in UP. He has two brothers and two sisters. His father works as milk man. He had completed his education up to class 9th. He joined the group of Mohd. Asif and started committing robbery of goods from trucks plying or parked at high way.

Balram

He was born in Village Pavi, Loni, Ghaziabad, UP. He has two brothers and three sisters. His father works as milk man. He had completed his education up to class 8th. He joined the group of Mohd. Asif and started committing robbery of goods from trucks plying or parked at high way.

Riyazuddin

He was born in Dhobi Wali Gali, Mohalla Qilley Paar, Dasna, Ghaziabad, UP His father used to do nickel polish work. His father expired when he was child. He had four brothers and three sisters. He had never gone to school. He joined the group of Mohd. Asif and started committing robbery of goods from trucks plying or parked at high way.

Mohd. Faim

He was born in Lal Darwaza, Lal Quan, Fateh Puri, Old Delhi. His father is TSR driver. He had three brothers and five sisters. He had never gone to school. He joined the group of Mohd. Asif and started committing robbery of goods from trucks plying or parked at high way.

Imran

He was born in Village Brij Bhari, Distt Bareilly, U.P. His father used to ply TSR. He had two brothers and two sisters. He had studies up to class 12th. He joined the group of Mohd. Asif and started committing robbery of goods from trucks plying or parked at high way.

Mumtaz

She was born to Saabir in Brijpuri, Gokulpuri, Delhi. She has two brothers namely Kasim and Nanhey, who are BCs & desperate robbers and have been arrested by Police in several cases. She is married to Jamil in Mustafabad. She was introduced to criminal activities by her brothers. She started purchasing robbed goods from Bechain. Later on, when Mohd. Asif constituted his separate gang; she started purchasing goods from him also. She is previously involved in four criminal cases including of robbery and theft etc.

The Crime Branch has busted an InterState gang involved in smuggling counterfeit Indian currency notes from a neighboring country. Fake Indian currency worth Rs. 1.35 lacs, in the denomination of Rs. 1000 and Rs. 500 have been recovered. For the first time in recent years, separate sheets containing the fake security silver bromide threads which is inserted in between the note has also been recovered. Sales proceeds of FICN, Rs. 1.50 lacs cash has also been recovered from the accused persons. Following four persons have been arrested by the Crime Branch:-

  1. Prem Chander Parsad @ Prem (33) s/o Jagdev Mahto r/o VPO Lokhan PS Chodasen, Motihar (Bihar) & Room No.10, Gali No. 2, Vill. Naya Bans, Sector-15, NOIDA (UP)
  2. Iliyas @ Tiwari (47) s/o Waris Ali r/o C-24, 30 ft. Road, Garima Garden, Ghaziabad (UP)
  3. Baleshwar Ram (34) s/o Ganga Ram r/o Vill. Dhekan PS Kesaria Distt. Motihari (Bihar) Subhash Chand ka Makaan, Khajoorwali Gali, Vill. Ghonda, PS Jafrabad, Delhi.
  4. Ravi Kumar Sharma @ Ravi (32.) s/o Sh. Sher Bahadur r/o Vibhuti Nagar, Bilgram Chungi, Hardoi (UP) & H.No. 59/2, Satnam Nagar near Railway Station, Doraha, PS Payal, Distt. Ludhiana (Punjab).

INCIDENT

On 21/05/2012 at about 3:30 PM, secret information was received by HC Rajbir Singh that a gang led by Prem is engaged in smuggling fake Indian currency notes from a neighboring country into India. On the basis of this information, a team led by Inspr. Arvind Kumar, SI Surender Dalal, SI Narender Singh Chahar, SI Shivraj Tyagi, HC Rajbir, HC Sukhbir, HC Lalit, HC Priyavart, Ct. Pradeep Hooda, Ct. Sanjay and Ct. Pradeep was constituted under the supervision of ACP M.C. Katoch and under overall supervision of Addl.DCP, Sh. Joy Tirkey.

The team prepared a raiding party. A deal through a decoy customer, for delivery of Rs. 10,000/- of fake currency on a payment of Rs. 6,500/- was struck with Prem and his associate namely Iliyas. On 22.5.12 at about 6:15 PM, Prem along with Iliyas and Baleshwar Ram were apprehended near Gagan Cinema, Nand Nagari, Delhi and fake Indian currency worth Rs. 86,000/- in denomination of Rs. 1000/- and 500/- was recovered from their possession. One sheet of fake security silver bromide thread and one cutter were also recovered from Iliyas’ possession. Accordingly, a case under appropriate sections of the law was registered against them and investigation was taken up.

EXAMNINATION:-

During sustained examination, the three accused persons disclosed that that they obtained their FICN from one Shamim r/o a neighboring country. At their instance, their fourth associate namely Ravi Kumar Sharma @ Ravi was apprehended from Prem’s residence. Fake Indian currency notes worth Rs. 39,000/- and another sheet of fake security silver bromide thread, cutter, needle, scale etc were recovered from his possession. Cash Rs. 1,50,000/- (i.e. sale proceeds of fake Indian currency notes) was also recovered from Prem’s house.

The accused persons disclosed that they get two kinds of FICN. One which has the security thread and the other which does not have a security thread. The one with the security thread embedded inside the note costs them Rs. 550 for a 1000 rupee note whereas the one without the security thread costs them Rs. 510 for a 100 rupee note. In the latter kind, they have to manually insert the security thread inside the note.

The paper and ink printing on the notes is mint good. It is apparent that the notes have been printed at a sophisticated facility. The availability of separate fake security silver bromide thread is an added area of investigation in this case.

ADVISORY:-

Distinguishing the features between original and counterfeit currency:-

Original Currency / Counterfeit currency
1. / Silver Bromide thread with RBI marks in Hindi and English are prominent. / The security thread (silver coated) and the logo, “RBI” in English and Hindi are hazy.
2. / Three watermarks on each note i.e., (i) Ashoka Pillar or Gandhiji’s caricature
(ii) Denomination and
(iii) R.B.I. are prominent / Not prominent.
3. / Sprinkled blue dots all over the note, when seen in UV light. / Sprinkled dots not visible, when seen in UV light.
4. / The digits "500" or “1000” (denomination), super imposed on the right side, when seen horizontally / The super imposed digits not visible when seen horizontally

OTHER FINDINGS IN COUNTERFEIT CURRENCY:-

1.The Series prefix and distinctive numbers are smaller in size

2. Alignment of Series prefix and distinctive numbers is not in line when carefully examined.

3. Thick lettering has been used for printing the issuing authority’s name i.e., ‘Reserve Bank of India’ and guarantee and promise clauses.

4. Continuity of Security Thread is not maintained

5. Alignment of the register on the left hand side of the watermark is not proper.

6. Watermark at the left hand side bears a thicker effigy of Mahatma Gandhi and the eyes and spectacles in the effigy are thicker in size.

7. Intaglio printing is absent.

8. The optical fibre marks are present when exposed to UV lamp but these are very few when compared to genuine notes.

9. Security thread does not glow under UV lamp.

10. The paper used for the purpose seems to have been made of wood pulp.

PROFILE:-

Prem Chander Parsad @ Prem – He is a Primary School dropout. Shamim is his contact and has known him since he lived in Motihari, Bihar. He has been supplying FICN to his contacts in Punjab and Delhi.

Iliyas @ Tiwari – He is educated up to the 7th standard. He has known Prem since the last 5 years. He has a case of cheating registered against him in the year 2007 at PS. Sahibabad, GBD. He had cheated a person after promising him FICN.

Baleshwar Ram – He is a carpenter by profession and is educated up to the primary school. He is known to Prem and Iliyas since 4 years.

Ravi Kumar Sharma @ Ravi – He runs a tea stall in Ludhiana, Punjab. Prem used to supply FICN in Punjab and came in contact with Prem about 8 months ago. Ravi helped him in supplying the notes in Punjab.

HE IS ALSO WANTED IN A BROAD DAYLIGHT ARMED ROBBERY CASE OF P.S. JANAKPURI, DELHI

The Crime Branch has arrested one contract killer namely Madan Lal Bansal @ Guddu @ Rajesh @ Devender @ Raju @ Roshan s/o Sh. Dhani Ram R/o Vill Morta, P.S. Murad Nagar, Distt. Ghaziabad (UP) aged33 Yrs. He has already been convicted for life in a murder case and has been declared a proclaimed offender in another kidnapping cum murder case of P.S. Prashant Vihar, Delhi in 2010. He was also wanted in a case of broad daylight robbery in an office at District Centre, Janak Puri, Delhi in year 2011.

TEAM & INCIDENT

On 22.05.12, secret information was received to HC Baljeet Singh of Special Team, Crime Branch that one contract killer namely Madan Lal Bansal will come at Pitampura Metro Station to meet some of his associates. It was learnt that he had been declared a PO in a kidnapping cum murder case of P.S. Prashant Vihar, Delhi. Immediately a team led by Inspr. Anand Singh consisting of SI Rakesh Kumar, ASI Shiv Kumar, HC Baljeet, HC Shailender, HC Satish, Ct. Salimuddin, Ct. Anand Pal and Ct. Praveen was constituted under the supervision of Shri M.C. Katoch, ACP/STand overall supervision of Sh. Joy Tirkey, Addl. DCP/SIT/Crime Branch to apprehend the criminal.

A trap was laid at the Pitampura Metro Station and the accused Madan Lal Bansal @ Guddu @ Rajesh @ Devender @ Raju @ Roshan was apprehended.

INVESTIGATION AND EXAMINATION

During investigation, the accused disclosed that he had committed murder of one Shripal in Samai Pur Badli area vide FIR No. 44/04 in the year 2004. He was convicted for life imprisonment on 31.05.2008 in this murder case. He came out on bail during appeal in February, 2009. He had come into contact with a dreaded criminal Surender Singh Kharab of Sonepat (Haryana) in the jail. After coming out on bail, he took a contract from two persons namely Pradeep Tyagi and Sanjay, both r/o Burari to kill a boy named Komal r/o Burari, Delhi in January, 2010 for an amount of Rs. 2 Lacs. Madan Lal along with his associate Surender Kharab kidnapped and murdered Komal and dumped his dead body in the area of Shahbad Dairy. A casevide FIR No. 12/10 dt. 16.01.10 u/s 365/302/201/120-B IPC, PS Prashant Vihar, Delhiwas registered in this regard.

Accused Pradeep Tyagi and Sanjay had been arrested in the case, but Madan Lal had managed to evade his arrest till now. He had been declared a proclaimed offender in the case on 30.04.10 by the concerned court.

Madan Lal further disclosed that he along with his associates had committed a daylight armed robbery in an office in District Centre, Janak Puri, Delhi in December, 2011. They had robbed cash Rs. 4.5 Lac and jewellery at gun point. A case vide FIR No. 415/11 dt. 7.12.11 u/s 392/34 IPC, P.S. Janak Puri, Delhi was got registered in this regard. The other three associates had already been arrested in this case. However, Madan Lal had managed to evade his arrest till now.

PROFILE:

Madan Lal was born at Village Morta, Distt. Ghaziabad, (UP) in 1978. He got his schooling from NTPC, Dadri and has studied at MohanLalSukhadiaUniversity, Udaipur (Raj.) for further studies but could not complete his degree course due various reasons. Then he came to Delhi looking for employment in 2000. In year 2004, he committed the murder and got arrested.
