8 FAKE REGISTRATION CERTIFICATES, NEW HANDLE LOCKS OF BIKES AND ONE COMPUTER, LAMINATION MACHINE ETC. RECOVERED

With the arrest of accused persons (1) K. Sanatomba Singh s/o Kangabam Rajkumar Singh r/o Dibong Khunou Jiribam P.O. & P.S. Jiribam, District Imphal, East Manipur, (2) Rabi Masrur @ Angom Max s/o Angom Madani @ Phunrei Madani s/o Thoubal, r/o P.O. & P.S. Thumbol, District Thoubal, Manipur (3) Mohd. Amir Hussain s/o Mohd. Nizamuddin r/o Lilong Haoreibi Ahanbi, P.S. & P.O. Lilong, District Thoubal, Manipur and (4) Asem Kanta Singh s/o Asem Endu Singh R/o Thoubal Moizing, P.O. & P.S. Thoubal, Manipur, staff of PS K.M. Pur, South District has solved nine cases of M.V. theft.

BRIEF FACTS :

A team comprising Inspr. Atma Singh, SIs, Sanjeev and Vikas Rana, HC Charanjeet, Cts. Narender Malik, Ravi, Sachin, Kultarun, Mahesh, Gunjan and Bacche Singh led by Inspr. Naresh Solanki, SHO/PS Kotla Mubarak Pur under the supervision of Ms. Benita Mary, ACP/Defence Colony was formed to apprehend the auto lifters operating in the area of PS. K.M. Pur.

On 24.03.12, at about 11.15 AM, information was received at PS Kotla Mubarak Pur about the activities/movements of one gang of notorious motor vehicle thieves including K. Sanatomba Singh, Rabi Masroor @ Angom Max and Mohd. Farooq Ahmed would come to Sewa Nagar, Kotla Mubarakpur, on stolen Motorcycles with intention to commit some crime. A raiding party was then deployed to cordon off the area to avert crime and also to apprehend the gang. The raiding party under the leadership of Insp. Naresh Solanki SHO K.M.Pur comprising of SI Sanjeev and others were deployed as per the information received.

At 12.35 PM two motorcycles Make Royal Enfield with Haryana registration number and Yamaha R-15 without number plate were spotted coming from Sarojini Nagar to DDA Vikas Sadan. The members of the raiding party were signaled to stop the bikes. The bikers tried to speed away but were waylaid by alert members of the police party. Through a meticulous and smooth operation, the police party was able to nab all the members of the group. The gang members were later identified as K. Sanatomba Singh, Rabi Masrur@ Angom Max, Amir Hussain and Asem Kanta Singh all resident of Manipur. When the police party asked about the papers of the motorcycles, the drivers of motorcycles produced the papers. On verification of engine and chassis numbers of the motorcycles from Zip Net, it was found that the number plate of Royal Enfield motorcycle bearing number HR 26 BC 8687 was fake. On further verification the actual number of the motor cycle Royal Enfield was found to be DL 12S 8687 which was stolen from the area of P.S. R.K. Puram vide FIR No. 63/13 u/s 379 IPC and DL 4 SBS 1393 Yamaha R15 stolen from PS Hari Nagar. All the four accused persons were arrested vide FIR No 84/13 date 24.03.2012 u/s 482/467/468/471/411/34 IPC registered at PS Kotla Mubarak Pur.

INTERROGATION :

During interrogation, it was revealed that the four Manipuri young men had come to Delhi in search of jobs. Interestingly, one of them, Sanathomba Singh is well educated and has done MBA (HR) from a prestigious University in Coimbatore, Tamilnadu. He has worked with Bank of America at Gurgaon and also with an MNC at Noida, UP, as Human Resource Manager. On interrogation, he revealed that while working, he noticed that his friends were enjoying their life pretty well by earning huge money from stolen vehicles and always remains free whereas he gets only one day off while working in long shifts throughout the week. After his arrest for the first time, his sister got married in a well to do family of Manipur. His girlfriend was working as Nurse in a reputed hospital at Noida. They persuaded him to mend his ways but taste of easy money again brought him in the world of crime after he got released from jail in the last week of Feb. 2013. He is very fond of tattoos.

The other accused Ravi Masarur has good knowledge of bikes and he used to perform bike stunts for advertising agencies. He is pursuing his graduation in Bio-Chem. Science from a prestigious university in Manipur. He is very fond of tattoos.

Another accused Amir Hussain is the computer expert who prepares fake Registration Certificates of the stolen motorcycles. He is also Graduate and has studied Computer Hardware & Networking and Desk Top Printing. He used to get Rs. 2 to 5 thousand for each fake RC. The fourth member Asem Kanta Singh is also pursuing his Diploma in Computer Hardware & Networking in Delhi. He worked with Sanathomba for breaking locks of the bikes and driving them after stealing. He is also very fond of tattoos.

In order to make quick money, they got together and planned to steal vehicles. Ravi, one of the three boys arrested got these boys together and planned their modus operandi. During the day time, they would conduct reconnaissance in various areas in different parts of Delhi and identify the vehicles which they can steal easily later in the night. They would then start their operations in the early morning hours. One of them would break the locks of the bikes, while the others would keep close watch in the surrounds. The accused also had a workshop of sorts at their residence. Here they would change the number plate of the stolen vehicle and then create a fake registration certificate having the altered registration number of Gurgaon, Bahadurgarh and Uttar Pradesh Transport authority. They would retain the original engine and chassis number to prevent the vehicle from being identified as stolen.

Once the vehicles are stolen and all this fake documentation work was completed, they would take the stolen vehicle by road to Meerut, where the same would be received by one Mr. Abu Hassan, who belongs to Manipuri and residing at Meerut. Abu would then send these vehicles by train to Manipur. Abu would pay them Rs. 40,000/- for a Bajaj Pulsar Motorcycle and Rs. 60000/- for a Yamaha R-15 bike. 9 such stolen vehicles were recovered from various parts of Delhi which had fake number plates and whose fake documentation was not yet complete.

K Sanatomba and Rabi Masrur were also arrested in Oct 2012 by South District along with two others and 11 stolen motorcycles were recovered from them.

Three notorious interstate highway robbers arrested.

Involved in several cases of highway truck robberies in NCR, UP & Bihar.

2 cases of robbery and theft solved.

One robbed truck, two country made pistols and four live cartridges recovered.

A team of officers of Special Unit, Crime Branch led by Inspr Pawan Kumar and consisting of SI Sunil Teotia, ASI Rakesh Ahluwalia, HCts Jaiparkash, Murlidhar, Mahak Singh, Prithvi, Cts Sanjeev, Rajesh, Rohit Solanki, Ravinder Malik, Ravinder Khokar, Billu, Ajay and Rakesh under the close supervision of ACP Udai Vir Singh Rathi and overall supervision of Addl DCP Shri Bhisham Singh has apprehended three notorious interstate highway robbers, who were actively involved in truck robberies in regions of Delhi NCR, UP and Bihar. One robbed truck, two pistols and four live cartridges have been recovered from their possession.

OPERATION:-

On 25.03.13, HC Jaiprakash and Ct Rajesh received specific information that three members of Pradeep Mishra gang namely Pradeep Mishra, Jagjeevan @ Punjabi and Anil would come to Delhi via Ghajipur border to sell a robbed truck and would be carrying illegal arms. Acting on this tip off, a trap was laid near T-Point red light Mayur Vihar on NH-24, Delhi. At about 12.30 pm, three youths were seen coming in a truck bearing registration number NL-01-G-7607. The truck was signaled to stop, but on seeing the police party, the driver of the truck accelerated to flee from the spot. The police team chased, stopped and overpowered them. On asking about the ownership of the truck, they could not give any satisfactory reply. On suspicion, their casual search was taken, during which one country made pistol and two live cartridges were recovered from both Pradeep Mishra and Jagjeevan @ Punjabi. Their identity was established as 1) Pradeep Mishra (28 years) s/o Dayaram Mishra r/o Vill-Suitha Kala PS-Sarpatah Distt- Jaunpur (UP); 2) Jagjeevan @ Punjabi (26 years) s/o Dukhram r/o Village- Bhagasa, PS Sarpatah, Distt- Jaunpur (UP); and 3)Anil Kumar Sharma(33 years) s/o Ram Braksh Sharma r/o vill- Jagannathpur PS-Lambua, Distt- Sultanpur (UP). On verification, the truck recovered from their possession was found to be robbed from the area of Sindhora Bazar, Varanasi, UP and a case at PS Aurai, Distt. Sant Ravidass Nagar(Bhadoi),UP vide FIR No. NIL/13 u/s 328/395/397 IPC was found registered in this regard. All three were arrested accordingly.

INTERROGATION:-

All the three were subjected to sustained interrogation, during which it revealed that they are active members of the gang led by Pradeep Mishra himself and are involved in several cases of highway truck robberies in UP, NCR and Bihar region. The recovered truck looted by them, along with their other associates from the area of Varanasi UP.

MODUS OPERANDI:-

This gang has a unique modus operandi. They used to chase the new model trucks (mostly 10 tyres truck) on the highway in another hired truck during night time and on getting the opportunity, they intercept the truck by signaling dipper and overtake the targeted truck. As soon as the truck stopped, they used to overpower the driver as well as cleaner/helper at gun point. After tying the victims, they forcibly used heavy drugs/sedatives on the driver and cleaner, and threw them in an abandoned place when they become unconscious. The members of this gang are so desperate, that they would not even hesitate to kill the victim on resistance. The robbed trucks are sold to various receivers in Delhi as well as NCR/UP/Bihar region for about 3-3.5 lakhs. Further investigation is in progress.

Besides the above cases, the accused have disclosed their involvement in various other highway truck robberies. Efforts are being made to link those cases and to nab the other associates.

PROFILE:-

Pradeep Mishra is a school dropout. His father expired in 1998 and mother is a housewife. He did his primary schooling in his village. For the last about 4 years, he is working as a truck driver and about 2 years back, he came in contact with one Kamaljeet Khandelwal r/o Kolkata who is a notorious highway truck robber. To earn quick money, he joined Kamaljeet Khandelwal gang and has committed several highway truck robberies in the regions of NCR, UP & Bihar.He was first arrested in a murder-cum-robbery case of PS Rampur Distt-Jaunpur vide FIR No.388/11 u/s 302/201/394/411/34 IPC alongwith 15 other persons including gang leader Kamaljeet Khandelwal and remained in Jaunpur jailfor about six months. After getting released, he formed his own gang and started committing truck robberies.

Jagjeevan @ Punjabi did his schooling upto 12th from his native village. His father is a retired railway employee. After his marriage, he started teaching in a private primary school in his village. He came in contact with Pradeep Mishra and joined the Kamaljeet Khandelwal gang with him.He was also arrested in the above mentioned robbery cum murder case alongwith Pradeep Mishra and after spending about six months in Jaunpur jail, he joined Pradeep Mishra’s gang.

Anil Kumar Sharmadid his schooling upto 8th class in his native village. His mother and father expired in 1997 & 1999 respectively. He married in 1998 and has two daughters and one son. He is a driver by occupation and came in contact with Pradeep Mishra about two months ago and joined his gang.

Lowest Road Accidents on Holi since year 2007.

1278 Drunken Drivers prosecuted.

10,339 prosecutions on the day of Holi.

Delhi Traffic Police made elaborate arrangements for the festival of Holi and ensured that the festival is observed in a safe and orderly manner.

About 200 teams of Traffic police officials were stationed at different locations in the city to take action against drunken driving, over-speeding, driving without helmet & seat belt and other traffic offences. Joint checking against drunken driving was undertaken jointly by Delhi Traffic Police, PCR and local staff of respective police stations. Additional staff from Research & Development wing of Traffic and ministerial staff were also the part of the special drive. 610 motorcycles of the Chase & Challan Squad were also given the special task of prosecuting drunk drivers.

Total 10,339 prosecutions were done by Traffic Police on 27.03.13 which included 1278 for drunken driving, 973 for triple riding, 3,967 for not wearing helmet by drivers and pillion riders and 465 for not using seat belt amongst others. The strict traffic enforcement resulted in the lowest accidents in the city on the day of Holi.

There were 08 fatal accidents in which 08 persons were killed as against 11 to 17 people killed from the year 2007 to 2012 on the days of Holi. In the year 2012, in 13 fatal accidents, 13 people were killed on the day of Holi. In total 08 fatal accidents on 2013 Holi, 5 were self-driven motorcyclists, in 2 fatal cases, where vehicle at fault were cars and victims were a pedestrian and a motorcyclist and in last fatal case, the victim fell from tractor trolley.

In a special drive against motorcyclists, the ZO and dedicated staff on Chase & Challan patrol motorcycles prosecuted as many as 4781 violators on the day of Holi which included 1149 for drunk driving, 2083 for not wearing helmet and 615 for triple riding. 1429 prosecutions were done by Chase & Challan motorcyclists after chasing the violators.

ZOs of different circles also prosecuted 2040 violators which included 745 for drunk driving and 1234 for other violations.

The largest number of casualties on Holi was in the year 2006 when there were 20 fatal accidents in which 22 people were killed. We will continue our efforts to make the city safe by continuous action against drunken driving and violations by commercial vehicles.
