The Gallatin County School Board met on February 16, 2017, at 7:00 p.m. in the high school library at the Gallatin County Education Complex, 5175 Highway 13, Junction, Illinois 62954. President, Steve Galt, called the regular meeting to order at 7:00 p.m.

Those present were: Steve Galt, Wes Henson, Matt Seely, Rob Wood, and Richard Case

Those absent were: Gary Clayton and Olivia Bradley

--- Motion by Wes Henson, second by Matt Seely for approval of consent agenda as presented. In a roll call vote, MOTION CARRIED 5 – 0: VOTING: Steve Galt, yes; Matt Seely, yes; Rob Wood, yes; Wes Henson, yes; and Richard Case, yes.

Rob Wood was appointed as Acting Secretary by Steve Galt.

The board heard the Superintendent’s Report given by Mrs. Schmitt, stating:

The state now owes the school $483,500.00.

Our lunch audit with the state went very well. They bragged on our lunch secretary, Rhonda Drone for having everything ready and available and our cooks for following the state guidelines, and keeping everything so organized, efficient and clean.

We have not used any more emergency days, so our anticipated last day of school is still Thursday, May 25th.

Students will not be in attendance this Monday, February 20th in observance of President’s Day.

There will be an early dismissal Friday, March 3rd for our half day School Improvement. Administrators, teachers, and staff will be meeting and working on schedules and strategies for our Local and State Assessments.

Dental Safari will be coming to our school to offer services for our students on Wednesday, March 8 and Thursday, March 9. This is a valuable service for our students, especially those who do not get to frequent a dentist regularly.

Drake Patton was able to secure 75 more free computers for the school from State Farm - 25 for elementary, 25 for junior high, and 25 for the high school.

The board heard the Junior High/Elementary Principal’s Report given by Mr. Fromm.

Volleyball 8th grade night will be February 28th.

Student Council is collecting money for the St. Jude Foundation.

Mrs. Reeder, Mrs. Wargel and myself observed the reading program Wonders at Carmi Junior High and Washington Elementary.

Elementary and Junior High staff are preparing for State Testing which will begin on March 6th.

5th and 8th grade students will take the state science test this year on March 1st and 2nd.

Truancy letters were sent out this week to any students that have more than 9 unexcused absences.

3rd quarter is half way through, all parents should check their students’ progress. Any student receiving an F in math or reading will be retained. Any student receiving an F in two or more subjects will be retained.

Pre-K screenings are March 9th and 10th.

We are currently looking at Google Classroom and Microsoft 365 programs for the school. Both programs are free to schools.

The board heard the High School Principal’s Report given by Mrs. Kaegi.

Brittany Patton was crowned 2016 Ms. Gallatin County Fair Queen and competed in the Miss Illinois County Fair Pageant Saturday, January 21, 2017. Brittany represented our community and our school with honor and elegance. We are very proud of Brittany’s success.

The Lady Hawks placed second at the Eldorado Lady Eagle Classic, January 16-21. Hailey Chubb scored her 2000th point during the Friday night game against Benton. Hailey was voted MVP for the tournament. Harlie Turner and Hailey were among the ten players voted for all tournament team. This is the second year in tournament history the Lady Hawks played in the championship game.

WYSE won first place at SIC on February 2, came home with a first place win for the team and 18 individual medals. The team will travel to SIU on the 15th of March

Thirty-two FFA students traveled to Louisville to the Farm Show yesterday. Special thanks to Pat Koester for driving the bus and to the sponsor Mr. Richey for taking such a large group.

The FFA Ag Forum hosted by our Gallatin County FFA Alumni will be held Tuesday, February 21, 2017 from 10-11 in the Jr. High Gymnasium. The guest speaker will be John Pike Illinois Fertilizer and Chemical Association.

3rd Annual Gallatin Co Alumni FFA fish fry is on Friday, March 3, 10-7 in the commons. Carry outs available; $10 a plate, 5 & under free.

Mr. DePriest is preparing students for the Business Skills competition at SIC on Feb 23. On Feb. 24, Mr. DePriest will be taking accounting students to the competition at SIU.

Congratulations to our Lady Hawks on their Regional win.

The Hawks will be playing in regional competition at Hardin County Wednesday at 7:30pm

FFA Banquet is scheduled for March 31, at 6:30.

Senior trip will be in Nashville TN and is set for May 11 & 12.

Family Career and Community Leaders of America (FCCLA) Dude Be Nice week is held this week. An assembly is planned for tomorrow at 1:00pm.

--- Motion by Richard Case second by Wes Henson to approve the Administrator Reports as presented. MOTION CARRIED by acclamation.

NEW BUSINESS:

The board heard a presentation from Velinda and Mike Rowe. There was no action taken on the Student Safety and Protection Resolution.

President, Steve Galt appointed the Curriculum Committee. It is to consist of the three administrators, board members: Rob Wood, Wes Henson, Richard Case and Matt Seely and any others that wish to participate, Drake Patton, members of private enterprise, and 2 – 3 teachers from each wing to be chosen by the administrators. The first meeting for the Curriculum Committee will be March 16, 2017 at 6:30 in the high school library.

The Junior High Graduation is set for May 18th, 2017 at 7:30 p.m. and the High School Graduation is set for May 19th, 2017 at 7:30 p.m.

--- Motion by Wes Henson second by Rob Wood to move the May board meeting to May 11, 2017 at 7:00 p.m. as presented. In a roll call vote MOTION CARRIED 5 – 0: VOTING: Richard Case, yes; Rob Wood, yes; Steve Galt, yes; Wes Henson, yes; and Matt Seely, yes.

--- Motion by Matt Seely second by Wes Henson to move into executive session at 7:54 p.m. in compliance with 5ILCS 10/1Ó(1) stating: Executive session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel, including hearing testimony on a complaint lodged against an employee or legal counsel for the District to determine its validity – 5ILCS 120/2Ó(1). (NOTE: An independent contractor is not an “employee” within the meaning of the Act. 5ILCS 120/2(d) In a roll call vote, MOTION CARRIED 5 – 0: VOTING: Matt Seely, yes; Richard Case, yes; Rob Wood, yes; Wes Henson, yes; and Steve Galt, yes.

--- Motion by Wes Henson, second by Rob Wood to move from executive session at 9:09 p.m. In a roll call vote, MOTION CARRIED: 5 – 0: VOTING: Wes Henson, yes; Richard Case, yes; Rob Wood, yes; Steve Galt, yes; and Matt Seely, yes.

--- Motion by Wes Henson, second by Rob Wood to approve the closed session minutes as presented in closed session. In a roll call vote, MOTION CARRIED: 5 – 0: VOTING: Richard Case, yes; Rob Wood, yes; Steve Galt, yes; Wes Henson, yes; and Matt Seely, yes.

--- Motion by Wes Henson, second by Richard Case to employ Craig Utterback as a Driver’s Education and P.E. Teacher for the 2017 – 2018 school year. In a roll call vote, MOTION CARRIED 5 – 0: VOTING: Steve Galt, yes; Richard Case, yes; Matt Seely, yes; Rob Wood, yes; and Wes Henson, yes.

--- Motion by Wes Henson, second by Matt Seely to employ Brooke Damm as a Business Teacher for the 2017 – 2018 school year pending certification. In a roll call vote, MOTION CARRIED 5 – 0: VOTING: Richard Case, yes; Wes Henson, yes; Rob Wood, yes; Steve Galt, yes; and Matt Seely, yes.

Olivia Bradley entered the meeting at 9:12 p.m.

--- Motion by Wes Henson, second by Rob Wood to employ Nicole York as a (10) ten month Agriculture Teacher pending certification and FFA Sponsor for the 2017 – 2018 school year. In a roll call vote, MOTION CARRIED 4 – 2: VOTING: Steve Galt, yes; Wes Henson, yes; Olivia Bradley, no; Rob Wood, yes; Richard Case, no; and Matt Seely, yes.

The board asked Mrs. Schmitt to post on the marquee and the website to let the public know how much is owed to the district from the State of Illinois.

--- Motion by Matt Seely, second by Richard Case to rescind the previous motion to hire Nicole York as a (10) ten month Agriculture Teacher pending certification and FFA Sponsor for the 2017 – 2018 school year. In a roll call vote, MOTION FAILED 3 – 3: VOTING: Steve Galt, no; Olivia Bradley, yes; Richard Case, yes; Wes Henson, no; Matt Seely, yes; and Rob Wood, no.

--- Motion to adjourn the meeting was made by Steve Galt, second by Rob Wood at 9:27 p.m. MOTION CARRIED by acclamation.
