G.C.S.A. COMPETITIVE COMMISSION MEETING

March 20, 2002

The GCSA Competitive Commission meeting was held March 20, 2002 @ OSA/GCSA office 9410-B East 51st Street, Tulsa, Oklahoma. Presiding was Stan Rickner, Chairman of the Commission. The meeting was called to order at 7:16PM. A quorum was present. A motion was made by Central Tulsa and seconded by Washington County to approve the minutes from the February 2002 competitive commission meeting. Minutes were approved.

Members Present: Central Tulsa, Washington County, Union, Sapulpa, Mayes County, Tulsa United, Premier and Sand Springs.

Guests: Sandy Postelwait, GCSA office Registrar and Cindy Patterson, GCSA Registrar.

Reports:

Vice-Chairman: Rick Barnes – reported again concern regarding free “mini-camps” during free agency period. Could be violation of intent to recruit. Camps probably should be prohibited during contact period. A motion was then made by Premier stating “any organized field activity planned during the contact period prior to try-outs must be approved by the competitive commission and submitted by May 2002 competitive commission meeting”. Motion seconded by Washington County. Discussion followed. Motion carried. Central Tulsa then made a motion for commission approval for Arsenal Camp (girls only) to be conducted the week on contact period prior to try-outs. Sand Springs seconded motion. Motion carried.

The following guidelines were instituted by the commission regarding camps held during any contact period prior to try-out dates:

1)Outside organization with substantial staff and activity.

2)Club sponsored.

3)Minimum $50 enrollment fee without scholarship or rebating.

4)Open enrollment.

5)Published.

Old Business:

Try-out Circular:

17 teams accepted after deadline for entry. Those clubs/teams involved are Washington County, Jenks and Sheffield (Premier). A motion was made by Central Tulsa and seconded by Sand Springs to allow the late entries. Motion passed. The commission will institute a “late entry” fee for next year.

Post Cards will be distributed by mail first this year to all players prior to the circular mailing. By doing so, the commission is hopeful that all players will be looking for and anticipating a try-out circular in the mail and what happened last year with the mail will be avoided this year.

Revisions of Standing Resolutions as follows:

*Proposal for Disciplinary Hearing and Procedures

Section VI, Paragraph L

1)All parties are entitled to a hearing with proper notification.

2)Once a complaint has been properly filed, the chairman of the Disciplinary Committee shall notify all involved parties within 5 days of receipt of the complaint, the nature of the complaint, the names of all parties, a copy of the complaint, and the date, time, and place of the hearing.

3)The conduct of the hearing shall be as determined by the rules of GCSA, except where noted herein.

4)Any party subject to the disciplinary procedures shall have the right to:

  1. present witnesses on their behalf.
  2. Be accompanied by one individual of their choice to assist in their defense. However, legal counsel shall not be permitted during disciplinary hearings.
  3. Challenge any witness against them.

5)Exceptions to Rule 4c. may be allowed in the event the witness is a minor child

and participation in the hearing is deemed harmful to the welfare of the child by the Disciplinary Committee.

6)A written record (called the official record) shall be kept of the proceedings.

7)A written notification of the decision shall be sent to all involved parties within 7 days of the hearing. This notice shall be sent by certified mail.

8)All hearings shall be scheduled to be held within 30 days.

*The Transfer Rule as amended to incorporate roster requirements to 14 and modify the transfer process as recommended by the Registration Committee.

  1. Player Transfers and Releases

  1. Players desiring to be released from their obligation before the end of

the seasonal year (September 1 through August 31), and permission to transfer to another competitive team, must complete a written request on the official form provided by GCSA for such purpose. This form shall be submitted to the GCSA Registration Committee and include payment of the required $50 transfer fee, which shall be credited to the GCSA Scholarship Fund. (Although the circumstances are expected to be rare, the transfer fee may be waived or refunded upon the unanimous approval of the GCSA Registration Committee if they deem special circumstances warrant such action.) No fee shall be required for release, which does not request approval of a transfer. Such requests shall be dated and time stamped when received by the GCSA Registration Committee.

  1. Transfer Forms may be submitted at any time but must be filed by January

15 to be considered for the following spring season. Requests for release and transfer will be determined by the GCSA Competitive Commission and applicants advised of its decision, in writing, before February 1 whenever possible. The GCSA Competitive Commission may, at its discretion, request a meeting with the player and parent/guardian requesting transfer.

c. No player will be permitted to transfer if the number of player on the

original teams’ Official Team roster is reduced to less than 14 remaining

players. (If there is more than one transfer request from a given team, such that this rule may come into effect, the requests will be considered in the order they were date and time stamped by the GCSA Registration
Committee.) A transfer may be provisionally approved to permit a future

transfer in the event that the original team’s Official Roster which has been reduced to less than 14 players is thereafter increased to 14 or more players through the addition of players to the Official Roster.

d. If a player is released from his competitive team, but is unable to transfer

to another team because the original team Official Roster is reduced to less

than 14 players, the player is not prohibited by these rules from returning

to the original team. If such player has been released from the Official

Roster and is therefore added to the same Official Roster, the addition

League team on which he has participated as a guest player in any tournament requiring a Guest Player Form (or similar form) from Oklahoma Soccer Association during the current seasonal year and prior to a release being granted or provisionally approved by GCSA.

League team on which he has participated as a guest player in a sanctioned tournament during the current seasonal year.

In the event that a registered competitive team ceases to exist, as

certified by the GCSA Registration Committee, all registered

players on that team shall be free of their obligation to that team.

Upon official certification of the discontinuance of the team by the

GCSA Registration Committee, no player shall be required to

obtain further approval, release or transfer from the prior team as a

condition to contacting, trying out for or registering with another

team for the remainder of the seasonal year.

to the Competitive League Scheduling Committee and Registrar within 24 hours of the Club’s decision.

  1. If the matter of dissolution cannot be handled by the registering Club,

then dissolution of a team by the GCSA Registration Committee shall be based upon a written recommendation by the Competitive Commission who will determine the viability of the registering Club to continue to field a team as registered.

  1. Upon dissolution of a team, players no longer need transfer/release forms

to register with another team.

  1. Dissolution of a team after GCSA Scheduling shall be reported to the

Competitive League Scheduling Committee and Registrar by the Club with which the team is registered within 24 hours of the Club’s decision.

with the Competitive League Registrar at least 72 hours (three full days between day of registration and game day) prior to taking part in any competition in the Competitive League.

Brought for discussion was the ongoing reschedules of league games. At this time, very few games have been played for the spring season. Discussion followed.
