ENVIRONMENTAL ADVISORY COUNCIL

I.  CALL TO ORDER

Present: Adeline Ciannella (AC); Walt Cressler (WC); Kent Davidson (KD); Brendan O’Riordan (BCO); Brian Taussig-Lux (BTL)

II. ADMINISTRATIVE

·  Approval of July minutes 1 min.

Approved unanimously.

·  Capital Improvement Plan requests 15 min.

WC: suggestions for purchasing additional trash cans and recycling bins for Baltimore Avenue, Barrall Field. Relabel existing recycling bins on State Street to more accurately reflect acceptable waste. Additional dog waste stations, specifically at new pocket park near the new Wawa at Baltimore Pike and Providence Road.

III. TRANSPORTATION and LAND USE

·  Bike Plan 10 min.

WC: Greg Krykewycz sent update via email, which WC will forward to remainder of EAC.

·  County Transportation Improvement Inventory 5 min.

WC: will pass forms from Delaware County Planning Department on to Greg Krykewycz for consideration. Form is due 30 September 2015.

·  South Street / Veteran’s Square memorial garden.

AC: meeting with RBA (design firm which will bid out design to builders). Concept drawings in October 2015. Contracts to be approved November 2015. Construction to begin February 2016.

IV. RECYCLING AND WASTE

·  E-waste recycling partnership & shred event 10 min.

BTL: E-waste recycling partnership with Upper Providence and Nether Providence Townships is not happening after all, due to complicated factors. We may put information on Media Borough website for drop off locations. Nether Providence Township would like to hold a shredding event with Media Borough on 17 October 2015; this would require $300 from Media Borough.

ACTION: BTL will ask Nether Providence Township representative(s) if the shred event can be moved from October 2015 to April 2016 so that it does not coincide with Upper Providence Township shred event.

·  Recycling brochures 5 min.

WC: update from Karen Taussig-Lux (KTL). Brochures are in-process for Fall 2015. Media Borough Council requested KTL write outline of commercial recycling enforcement process. The process will include the educational brochure. The process outline is as follows:

1.  Annual letters sent to commercial establishments

2.  Inspections by health office and code inspector

3.  Non-traffic citation issues to those remaining out of compliance, etc.

4.  Collaborations with the recycling coordinator, health officer, code enforcement director, code inspectors.

5.  Distribute educational brochures as part of ongoing informational outreach.

Media Borough Council intends to respond to EAC’s request for stiffer enforcement.

KTL is the official coordinator of Media Borough’s recycling efforts

·  Farmers market display 5 min.

AC: in progress; ready for display 17 or 24 September 2015.

V. ENERGY

·  Regional Streetlight Procurement Program 5 min.

WC: 1 October 2015 meeting, KTL will represent Media Borough.

·  Media Solar Policy 5 min.

BCO: The Energy Sub-Committee met and developed suggested bullet points for Media Borough solar policy. After the EAC meeting on 10 September 2015, BCO forwarded these suggestions to KTL on 10 September 2015, copying WC.

·  Energy Smart Delco 5 min.

WC: KTL meeting on 11 September 2015 with Rebecca Ross from Delaware County government.

VI. WATER

·  Rain Garden signs 2 min.

WC: General informational sign procured through CRC-assisted WREN grant has been installed. Individual plant signs will be prepared by VW and KTL.

VII. OUTREACH AND EDUCATION

·  Fall newsletter 10 min.

Sari Steuber (Transition Town Media), member of the public in attendance, informed EAC of Home Energy Savings Workshop on Tuesday 29 September 2015 from 6pm to 9pm at Media Borough Community Center, held in conjunction with afewsteps.org. Solar Workshop with Delaware Valley Regional Planning Commission (DVRPC) Saturday 24 October 2015 2pm to 4pm at Media Providence Friends School. Sari Steuber will send information to KTL regarding these events for the fall newsletter.
