10.5 – Definitions
Grants and Agreements (G&A) Specialist. A Forest Service employee certified for having responsibility for award, administration, and close-out of instruments governed by FSM 1580. Job titles may vary from “grants and agreements specialist,” that is grants specialist or coordinator, and so forth; however, the individual signing shall be G&A certified.
Competency Based Training. Agreements training that provides employees an opportunity to develop and demonstrate an appropriate level of skill within the context of the agency’s overall mission.
Individual Training Plan. A plan provided for the agreement career field that prescribes courses. Employees are required to use the plan to annotate their training schedule and to document the completion of formal training.
Signatory Official. The line officer who is properly delegated written authority to executegrants, cooperative agreements and other agreements for programs under their jurisdiction.
17 – Grants & Agreements Certification
The Regional Director of Acquisition Management (AQM) has the responsibility to establish, maintain and monitor a certification process to assure Grants and Agreements (G&A) Specialists within the Region have the knowledge, training and experience required to negotiate, develop, administer and close out of grants, cooperative agreements, and other agreements.
17.1 –Certification Requirements
Requests for Certification
It is the responsibility of individual G&A Specialists to complete annual training and file proof thereof with the Regional Office. Requests for Certification with original signatures shall be submitted to the Regional Lead G&A Specialist for recommendation and AQM Director’s review and approval. Requests shall consist of two parts: 1) Appendix I Grants & Agreements Specialist Certification Request; and 2) Appendix II Grants & Agreements Specialist Training Record. Upon review and approval of the request, a request for formal certification shall be submitted to the WO per FSH 1509.11,10 - 17. Certifications shall be issued in writing.
