NOTICE OF INTENT TO EMPLOY

POSITION:Payroll - Benefits Coordinator

LOCATION:Business Office

PREFERRED QUALIFICATIONS:

●Associate’s degree in finance or accounting or equivalent

●Demonstrate understanding of Governmental Fund accounting

●Ability to communicate effectively in writing, orally, and electronically

●High proficiency with computers, excel spreadsheets and word processing

●Excellent customer service skills to develop and maintain positive relationships with staff and district stakeholders

●Ability to handle a multitude of issues and responsibilities with attention to detail and minimal supervision

REQUIREMENTS:

●Process and balance bi-weekly payroll for district employees

●Maintain accurate and up-to date files for all payroll and benefit information for all school district employees

●Reconcile and maintain Office of Retirement Services (ORS) information timely as well as complete final payroll details for retiring employees.

●Compute and enter salary and hourly contracts and pay rates, including any pro-rated amounts

●Research errors, calculate retroactive pay, assess mid-year changes and perform other payroll adjustments

●Responsible for the administration of employee benefit programs for the district

●Conduct open enrollment periods yearly for employee insurance plans

●Monitor Employee Healthcare costs for W-2 reporting

●Ensure that all benefit plans are administered correctly in compliance with state and federal laws including: COBRA, HIPPA, FMLA, and PPACA to protect the interest of both the school district and its employees.

●Process garnishments and Friend of the Court orders in accordance with laws regarding these deductions

●Administer all new hire, termination, and status change paperwork to insure timely insurance changes

●Ensure payments of all taxes relating to payroll as well as making 403b, ORS and Health Savings Account deposits

●Comprehensive understanding of labor and tax law

●Assist in month/year-end audit

●Coordinate district 403b tax-sheltered annuities with IRS guidelines

●Reconcile payroll liability accounts

●Prepare and submit all Local, State, and Federal payroll reports

●Complete the Registry of Educational Personnel (REP)

●Perform other duties as assigned

PHYSICAL DEMANDS:

●While performing the duties of this job, the employee is frequently required to remain in a stationary position for long periods of time and frequently requires non-stop typing on the computer. The person in this position may be required to bend, reach, lift, stoop, stand, carry, or push/pull objects or materials. Some extended hours may be required of the employee especially during the week that payroll is being processed. This position requires the ability to handle multiple tasks including frequent interruptions, changing priorities, multiple deadlines, and occasional stress. The person in this job must be able to meet the daily attendance requirements.

WORK ENVIRONMENT:

●The noise level in the work environment is consistent with an office environment and is usually busy. The person in this position must be able to prioritize and focus in an atmosphere that can be disruptive at times with frequent distractions. This position is frequently required to interact with staff and with the public which requires courtesy and discretion. A professional appearance and telephone manner is essential.
